Message to Parents from Dr. Rob Fields
I hope the first full week of school was a great one for your family! As the year begins in earnest, know that we are focused on positive academic outcomes for every student at Judson ISD. Every teacher and staff member is here to support that priority.
Another district priority is financial stability. At a Special Meeting on August 18, the Judson ISD Board of Trustees called for a Voter-Approval Tax Ratification Election (VATRE). The passage of the VATRE would generate approximately $21 million for our district. I encourage you to learn everything you can about how this will not only impact the district but also how it will impact your family.
Today, we launched our VATRE website. Right now, it has general information, but in the next few weeks we will add frequently asked questions, videos and other resources that will help our community understand what a VATRE is and how it impacts all of us. On the website, there is a list of community meetings where you can ask questions and learn more about the VATRE. I sincerely hope that you will join us for one of these meetings.
Once again, thank you for choosing Judson ISD and entrusting your child’s education to us.
Dr. Milton R. Fields III
Voter-Approval Tax Rate Election (VATRE)
At a special board meeting held on August 18, 2025, the Judson Independent School District Board of Trustees voted to call for a Voter-Approval Tax Rate Election (VATRE) to be placed on the November 4, 2025, ballot. This election seeks to ask voters to decide on securing supplementary funding for our District.
The Board approved a Maintenance & Operations rate of $0.7669 and Interest & Sinking rate of $0.3127 for a total tax rate of $1.0796, which is an increase of $0.045 from last year.
The VATRE is being considered in response to a projected $37 million budget deficit, driven by a lack of unrestricted state funding and inflationary costs such as energy, fuel, insurance and other cost of living expenses that have steadily increased in the last five years. If approved by voters, the VATRE would generate an estimated $21 million in additional revenue, helping to stabilize the budget and preserve essential programs and services for students, as well as recruit and retain our qualified educators.
Judson ISD will host a series of community forums and publish an efficiency audit on its website to provide transparency and engage with stakeholders ahead of the election. Early voting begins on October 20, 2025, and Election Day is Tuesday, November 4, 2025.

Texas House Bill 1481 - Restricting Use of Personal Devices
Beginning with the 2025–26 school year, Texas House Bill 1481 requires all public schools to adopt policies that limit student use of personal electronic devices during instructional hours.
To help families understand how this impacts them, we’ve created a one-page flyer titled Student Cell Phone & Personal Communication Device Legislation 2025-2026. This resource outlines:
- What is considered a personal communication device under the law
- Guidelines for prohibited use during instructional hours
- Procedures for handling devices and contacting families
- Consequences for violations
- Ways families can support this transition
We encourage all families to review the flyer below to stay informed on our district’s compliance with this new state law.
SRP: Standard Response Protocols
At Judson ISD, the safety and security of our students and staff are top priority. Judson ISD uses the Standard Response Protocol or more commonly known as SRP. This protocol is used by many local law enforcement agencies, giving us a common language when discussing safety situations where seconds matter.
Learn more about SRP with this short video and view a few examples of what that would look like on a JISD campus.
Bond Dollars at Work
Thanks to the support of our community through the 2022 Bond, Judson ISD has been able to build two brand-new campuses, Cibolo Creek Middle School and Selma Elementary, on the growing northern end of the district.
These schools officially opened their doors this year, welcoming students with modern spaces designed for learning and growth. We are grateful for your trust and investment in our schools.
