New Board Members Seated, referendum update
President Gallinson: “An Honor To Serve”
Board President Jen Gallinson and Board Member Matt Cassidy expressed appreciation for the community, fellow board members and the administrative team before stepping down from the Board of Education. Jen Gallinson served on the board for eight years and as president for the last two years. Matt Cassidy served four years as a board member.
“It’s truly an honor and privilege to share my time with you, and the partnerships with our administrative leaders and school leaders were truly valuable,” Ms. Gallinson said. “The tireless work that goes on every day for students is an inspiration. I am so proud of everything we have done.”
During Ms. Gallinson’s tenure, the board negotiated the first-ever contract with Northbrook Federation of Teachers, approved a new strategic plan, developed a facilities master plan and put the $94.9 million building referendum on the April 1 ballot.
Board Member Matt Cassidy served one four-year term on the board. He served on the board’s policy committee and the legislative committee. He represented the District 28 Board of Education on the Village of Northbrook’s Economic Development Council from 2021-23. Mr. Cassidy was elected to a village trustee seat on April 1.

New Board Seated, Officers Elected
Following the receipt of the official canvas of votes by the Cook County Clerk, the new Board of Education took the oath of office and board officers were elected.
New members Diana Horwitz and Eve Pfanzelter, along with incumbents Beth Bazer and DeShawn Arms, were seated for four-year terms. Beth Bazer was first appointed to the board in 2022 to fill a vacant seat and re-elected to a two-year term in 2023. DeShawn Arms was first elected to a four-year term in 2021.
The newly elected members join Mara Silver-Schack, Adam Weinstock, and Christine Beeftink on the board. Mara Silver-Schack was first elected to the board in 2019, and Adam Weinstock and Christine Beeftink were elected to four-year terms in 2023. The board then voted to elect officers to two-year terms:
President: Mara Silver-Schack
Vice President: Adam Weinstock
Secretary: Beth Bazer
“The two presidents I have served under (Jen Gallinson and Tracy Katz Muhl) have been great role models,” Ms. Silver-Schack said. “To our departing board members, thank you for serving so well.”
SUPERINTENDENT'S REPORT
Design Begins on School Additions; Construction To Start On Meadowbrook Gym
Following the April 1 approval of a $64.9 million building bond referendum, the district is working closely with the architects to get projects underway, Superintendent Dr. Jason Pearson said.
The district will hold a meeting with the immediate neighbors of Meadowbrook School at 5 p.m. on May 20 to discuss the first phase of construction, a new gymnasium that is scheduled to break ground this summer.
“We are very interested in being good neighbors through this process. We want to make sure that we have good communication and relationships with our neighbors,” Dr. Pearson said.
The remaining referendum building projects are entering the design phase. The general timeline is to work on design through the next school year, with construction of the additions planned for each school expected to get underway in spring 2026. The district will create school-specific communications and a website for the community to monitor the projects.
Communications Director Terry Ryan noted that the referendum passed in every precinct, with a final approval rate of 63.1%. A total of 4,152 votes were cast, representing a turnout of about 29%, compared to the overall turnout in suburban Cook County of 17.61%. She noted that the combined efforts of the district’s information campaign and the community Vote Yes committee contributed to the referendum’s success.

Summertime is Professional Learning Time
District 28 offers a professional development program during the summer, often taught by colleagues eager to share and collaborate. This year, 36 sessions are offered in topics that range from differentiation to technology to supporting students’ social-emotional and academic needs.
The professional learning program allows teachers to pursue their own goals and collaborate with colleagues across the district. The session topics are framed by a staff survey for relevance and interest.
“We're very fortunate to have many talented District 28 staff members leading these sessions, sharing their expertise with their peers,” Director of Learning Michelle Jackson said.
