Network Partner Spotlight - AnLar
AnLar, our preschool supports partner, provides technical assistance and support to district teams to increase access to inclusive preschool opportunities for children with disabilities. AnLar works with school districts that are interested in building capacity and making meaningful improvements to inclusion within their preschool programs. Through this approach, AnLar will help convene an inclusion leadership team (ILT) of district staff to support the development of a roadmap for expanding inclusive opportunities in preschool across the district.
The ILT will examine their early childhood program structure to better understand the ways in which programs across the district support children ages 3-5 with Individualized Education Plans (IEPs). AnLar will help the ILT gather information about the different models of early childhood and service delivery options, enrollment strategies, and program requirements. With AnLar's guidance, the ILT will generate a comprehensive strategic action plan that describes the specific steps to achieve outcomes for children with disabilities.
In addition to providing district-wide support for preschool access, AnLar provides universal training across a variety of topics that support preschool inclusion for educators and district leaders. Starting in August, AnLar will offer three learning tracks, each representing a component to improving access and participation of children with disabilities in inclusive early childhood programs. The three learning tracks are described below:
- The Practice Track will help educators explore strategies to develop evidence-based practices to promote inclusion, learn collaborative approaches to develop and implement instructionally appropriate IEPs, and identify classroom management strategies including positive behavior supports that promote a positive and inclusive learning environment.
- The Partnership Track will help participants grow and strengthen existing and new partnerships to support high-quality preschool inclusion.
- The Policy Track will support district leaders in understanding the components of inclusive program design and federal and state laws, regulations, and policies. This track will also develop leadership practices to make data-driven decisions for their programs.

District Spotlight - South Carroll Special School District
Tennessee Tiered Supports Center (Tennessee TSC) is excited to welcome South Carroll Special School District as a partnering district for the 2024-2025 school year! This past spring, the district requested TSC’s technical assistance to implement Response to Instruction and Intervention for Academics and Behavior (RTI2-A + RTI2-B).
Since the initial request, Tennessee TSC has supported South Carroll in identifying a District Coordinator for RTI2-A + RTI2-B, and delivering professional development on data-based decision making at Tier I. For the next school year, Tennessee TSC and South Carroll plan to focus on:
- strengthening the district’s universal behavioral supports,
- using the District Capacity Assessment-Tennessee and School Implementation Fidelity Assessment to guide future professional learning events, and
- targeted coaching.
