District 103

Action Needed: Survey Opt-in
Dear D103 Families,
We are writing to share an important update regarding the Social Skills Improvement System
(SSIS) student screening used in grades 3–8.
Earlier this school year, we sent families information about SSIS using an opt-out process,
consistent with our understanding and procedures at that time. At the end of August 2026, the
U.S. Department of Education issued new guidance regarding the federal Protection of Pupil
Rights Amendment (PPRA) that took effect immediately and changed the consent requirements
for student screeners that include questions related to emotional or psychological well-being.
After reviewing this new guidance with our district legal team, out of an abundance of caution
related to our commitment to uphold your rights as the parent/guardian, we have decided need
to adjust our process. Rather than allowing families to opt out of the SSIS student screening, we
must require now receive an affirmative parent/guardian consent before a student
participates.
We recognize that this is a change from the information families received earlier this year, and
we appreciate your flexibility as we respond to the new federal requirements.
What do families need to do?
Parents/guardians of students in grades 3–8 must now provide written consent before their child
can complete the SSIS student screener. Even if you did not previously opt your child out, we
now need you to actively provide permission for your child to participate.
Please complete the consent form below by Friday, October 30, 2026:
Students whose families do not provide consent will not participate in the screening.
Participation is voluntary, and choosing not to participate will not result in any penalty or impact
your child’s educational program. Parents and guardians may also request to review the
screening questions before making a decision.
If you have questions about SSIS, would like to complete a paper copy, or would like to review the screening instrument, please contact your child’s school principal or the Student Services department, 847-295-4030 ext. 9313.
