News&Notes from the Superintendent
~ Dr. Beth Regulbuto
Dear SBRSD Families,
“How lucky am I to have something that makes saying goodbye so hard.” – A.A. Milne
The quote captures the deep emotional connection that often forms in the world of public education, especially at the close of the school year. In schools, relationships are built over time—between students and teachers, among classmates, and within entire school communities. Saying goodbye at the end of a school year can be difficult not because it’s the end, but because of how meaningful the experience has been. That difficulty is a reflection of the growth, connection, and shared memories that have made the journey so impactful.
Public education is more than academic instruction; it’s a shared space where students are encouraged to discover their identities, develop their voice, and shape their own learning paths. When students are given choice in what and how they learn—and when their voices are heard and valued—they become co-creators of their educational experience. That sense of ownership makes school more personal and meaningful, and it’s that personal connection that makes the goodbye feel significant.
For educators and school leaders, this quote also serves as a reminder of why our work matters. Each year, we have the opportunity to witness students taking risks, make choices, express themselves, and grow into capable, confident individuals. When we foster environments that support student voice and choice, we help create experiences that students don’t want to leave behind—because they’ve mattered. And while parting is bittersweet, it’s also a sign that something powerful and lasting has taken place.
As I prepare to step away from my role as superintendent after eight incredible years, I find myself reflecting on just how lucky I have been to be part of this remarkable school community. I have accepted a wonderful personal and professional opportunity, but that doesn’t make this goodbye any easier. I will miss the students, families, faculty, staff, and community partners who have made this work so rewarding. I am deeply proud of all we have accomplished together—from lifting student voice and expanding choice to strengthening safety, equity, and opportunity across our schools. It has been the honor of a lifetime to lead and serve this district, and I leave with immense gratitude and confidence in the continued strength and spirit of this community.
I wish you all a safe and relaxing summer! My hope is that you have the opportunity to reflect and recharge with friends and family, and take every chance available to make new memories.
Staffing News!
Congratulations to the new Elementary Principal - Mrs. Kathryn Retzel!
Based on the recommendations of Search Committee and feedback from the school community after public meet and greets, I am pleased to share that Mrs. Kathryn Retzel has been appointed the new Elementary Principal as of July 1, 2025 pending successful contract negotiations.
Mrs. Retzel has been a public educator in Berkshire County for over 27 years. She has been an Elementary Teacher in Grades 4 -6 for 15 of those years including spending this past school year in 5th Grade at Undermountain Elementary School. Mrs. Retzel has been an Elementary Principal in Lee and at Berkshire Hills for the balance of her career to date and will bring her vast experience in the classroom and in administration to lead our Elementary Schools at SBRSD! In her words, “ As a school leader, I am committed to maximizing the impact of the compassionate, knowledgeable, and effective staff afforded for the task; cherishing the precious time teachers are allotted for instruction and professional development; as well as utilizing a fair amount of assessments, materials, and teaching strategies at our disposal and commit to exploration of those we may find we need. We are charged and value highly, the development of the “whole” child beyond only academic results.”
Please join me in congratulating Kate on her new role and look out for information coming soon from Principal Retzel to staff and families in the coming weeks.
Congratulations to Mrs. Julie Dolan on her Retirement!
It is with mixed emotions that I share that I have accepted the retirement letter from Mrs. Julie Dolan, Director of Curriculum, Instruction, and Professional Development as of August 15th, 2025.
Mrs. Dolan has been with the District since October of 2020, first as the Assistant Principal in the Elementary and then in her current role as the Director of Curriculum, Instruction, and Professional Development. She had worked tirelessly as part of the Administrative Team to secure grant funding for high quality instructional materials, professional development, and coaching. She has supported teaching and learning across the District and over her tenure our outcomes for students have increased dramatically as a result.
Please join me in thanking Julie for her dedication to our students and families here at SBRSD and wish her well in her retirement!
Kindness Counts at SBRSD
SBRSD is Committed to Kindness & Safety
We strive to build a culture of kindness where all members of our school community feel safe, and one that reflects the values of the Southern Berkshire Regional School District.
We remain steadfast in our commitment to monitor, educate, and eradicate all hate speech within our school community. Such behavior is unacceptable and does not reflect the values we uphold as a District. We stand united in our commitment to fostering a safe, inclusive, and respectful environment for all students, staff, and families. We have and will continue to take immediate steps to address these and all incidents, and to ensure that our school remains a place where everyone feels valued and respected. Together, we will continue to build a community where hate has no place.
Ongoing Training Initiatives
School safety remains a top priority and is continually evolving. A subcommittee of our District-Wide Safety Team is currently partnering with the Newtown Schools in Connecticut to study and adopt best practices in emergency preparedness.
Beginning in fall 2025, we will launch Drill Week, modeled after this school community’s approach. This initiative will provide students and staff with realistic practice across a range of emergency scenarios. It will also include real-time updates and transparent communication for families, enabling parents to engage in meaningful conversations at home and reinforce the importance of safety awareness.
This team and this work will continue over the summer and will continue to work diligently on a schedule for Drill Week and the development of a family packet to be shared in the upcoming weeks.
Additionally, our Kindness and Safety webpage remains an important resource for our community, offering up-to-date information on safety protocols, training efforts, and family resources.
We remain deeply committed to fostering a safe, supportive learning environment where students can thrive. Thank you for your continued partnership and support of our schools, students, and staff.
Please find below this week’s updates & events happening in our District ~

The Budget & Other School Business
We received this information from Julie Kelley, Research Analyst, Massachusetts Association of Regional Schools:
The Conference Committee has released their final report for the FY25 budget supplemental to allocate the $1.3 billion millionaire’s tax surplus. You can find the final report here.
The Circuit Breaker line item increases for FY25 ($58 million) and FY26 ($190,250,000 million). FY25 - out-of-district (OOD) special education transportation reimbursement increased from 44% to 75%. FY26 - 75% tuition, 75% OOD special education transportation reimbursement. There is also the following language:
"provided further, that not less than $250,000 shall be expended for the office of the inspector general to review school district transportation service practices provided pursuant to said section 5A of said chapter 71B, including, but not limited to, procurement of said services, and to make recommendations for school districts that aim to reduce costs and ensure that districts maximize purchasing power and act transparently and efficiently to provide said services; provided further, that the office of the inspector general shall review possible ways for districts to consolidate transportation services regionally, to the extent practicable; provided further, that not later than February 2, 2026."
There is $100 million to build capacity and opportunities for vocational technical programs in vocational and comprehensive high schools:
"For a grant program for capital improvements, long-term leasing of additional space and other initiatives necessary to build capacity and safely accommodate additional career technical education school opportunities; provided, that the funds shall be administered by the executive office of education in consultation with the Massachusetts School Building Authority and the executive office of labor and workforce development; provided further, that not more than $35,000,000 shall be made available to comprehensive high schools; provided further, that in determining a process for awarding grants, the executive office shall prioritize meeting the workforce demands of regional employers, reducing demonstrable waitlists at career and technical education schools and providing equitable access to career and technical skills training for students likely to pursue a career in their field of study; provided further, that not less than $15,000,000 shall be expended for a pilot program for comprehensive high schools to support career and vocational technical annex buildings on comprehensive high school campuses; provided further, that career and vocational training offered within such annex buildings shall align with regional workforce demands; provided further, that the pilot program shall prioritize communities that: (i) have demonstrable waitlists for career and vocational technical programming; (ii) are taking meaningful steps to produce new housing; and (iii) have adopted best practices to promote sustainable housing development to be determined in consultation with the executive office of housing and livable communities; and provided further, that the executive office shall prioritize annex projects within the pilot program that address disparities in opportunity gap data compiled by the department of elementary and secondary education and support student populations that (a) consist of high school juniors or seniors; (b) have not been accepted into a dedicated vocational school or program; (c) experience historically low admittance rates into vocation technical school districts; and (d) reside in the public school’s district.."
The Regional Transportation Reimbursement line item included in the House version has been reduced from $15,000,000 to $8,132,500. This is very encouraging news as the Senate did not fund this line item. Unfortunately, we will not know what this translates to for reimbursement percentage until the FY26 budget Conference Committee report is released.
This has been scheduled for vote on Wednesday, June 18th - this is an up or down vote in both chambers as the Conference Committee report is final.
As always, we will keep you up to date on opportunities to advocate on behalf of our school community!
