Know Before You Go: K-1 Early Learning Center Facts
Dear RTMSD Community,
The discussion surrounding the proposed K-1 Center has raised important questions in our community. As we answer those questions and share factual information, we believe the community will better understand why this project and its location represent the best long-term investment for our students and taxpayers.
The proposed K-1 Center is not simply another school building. The design and construction of this school is a strategic solution to address current enrollment needs, improve educational opportunities for our youngest learners, and preserve flexibility across the district for decades to come. This is a generational change for Rose Tree Media. Bringing kindergarten and first grade students together in a purpose-built facility allows instruction, services, and resources to be designed specifically for early childhood education in ways that cannot be replicated by continuing to expand and add onto aging elementary schools. Adding classrooms onto our elementary schools, as we have done with the ten modular classrooms (trailers) between Glenwood and Rose Tree Elementary Schools, does not alleviate any issues with being overcrowded for arrival/dismissal, meals, assemblies, etc.
The proposed site was carefully reviewed and strategically selected. It is centrally located within the district, it is owned by the District, it is appropriately zoned for a school, and it is a parcel that is capable of accommodating a facility of this size while meeting educational, safety, and operational requirements. The new school being adjacent to the high school offers tremendous opportunity for mentoring and precollegiate/preprofessional experiences for our high school students. This location will also cut down on the volume of bus traffic in the community as the transportation yard is located on the same contiguous property.
While concerns about traffic are understandable, the project has undergone a comprehensive traffic engineering review as part of the township's land development process. Necessary roadway improvements, signal modifications, and/or access changes are being evaluated by professional engineers and reviewed by local and state agencies before any construction proceeds. It is important to note that our short arrival and dismissal periods do not coincide with traditional “rush hour” traffic.
There have been questions raised regarding the relocation of Rose Tree Road. Roadway improvements are ultimately required regardless of the construction of this needed K-1 Center. PennDOT identified this revision as part of their overall planning, which goes back more than a decade. Unfortunately, PennDOT’s timeframe pushed the realignment back until the mid-2030s. As responsible stewards and a central figure in the community, the Board of School Directors views these improvements as a critical component to the overall project. They are, therefore, committed to taking on the road improvements to meet the timeline of the school’s construction completion. The realignment of Rose Tree Road where it meets Rt 352 will improve safety and traffic flow for everyone who uses the corridor, meaning the community at large will see a greater overall benefit from the realignment.
Finally, it’s helpful to remember that every potential school site presents challenges, as our community has witnessed during the past decade. The Board of School Directors has spent years evaluating options based on educational programming, available land, transportation, environmental considerations, long-term operating costs, and financial stewardship. This location is the best balance of all the competing factors, and will bear the most positive impacts on the Rose Tree Media School District and the larger community for generations to come.
This decision is about more than constructing a building. It is about creating an educational environment specifically designed for our youngest learners while positioning the District to meet enrollment needs responsibly and sustainably. The proposed K-1 Center represents an investment in students, thoughtful long-term planning in our community, and in the continued strength of the Rose Tree Media School District.
Sincerely,
Joe Meloche
