Forms for Prior Approval, Disclosure, and Justification

EDGAR requires to take specific steps to seek approval or document intent before expending federal funds on certain activities. TEA has developed different forms to help LEAs meet these requirements. Refer to each section below for guidance on how to complete and submit the forms. TEA will provide a formal response for each request submitted.

Most of the forms are now maintained, or will be in the future, in a secure, automated, online system called EDGAR Forms WorkApp System. This new automated system will track the submission, review, and approval of forms and should expedite the entire process.

Currently, the superintendent, chief financial officer, and federal program director listed in AskTED have been given access to the EDGAR Forms system. To add or change the individuals with access to the system, someone with existing access must request access for the new individual via the Help Form in the EDGAR Forms WorkApp. The additional staff to be added to the system must agree to certain security requirements.

Required Public Comment Prior to Submitting ESSA Application

Each year LEAs are required to provide a reasonable opportunity for public comment (and consider such comment) PRIOR to submitting any applications for federal funds. LEAs will need to consider and adhere to local policies for soliciting public comment. Some suggestions may include posting online with a form for the public to make comments, or it could be an agenda item at a board meeting.

"Before the application was submitted, the applicant afforded a reasonable opportunity for public comment on the application and has considered such comment." page 43(I) of the ESSA Program Specific Provisions and Assurance. https://tea4avcastro.tea.state.tx.us/eGrants/21-22/22610101/ESSA-progspecificr1.pdf

School Safety and Security Committees Summer Meeting

Under state law, school districts are required to create School Safety and Security Committees. These groups are required to meet three times a year, and generally one meeting occurs during the summer. Per Governor Abbott letter Texas School Safety Center (TxSSC) and TEA the expectation is that all districts will ensure the District Safety and Security Committee will meet this summer and that before the start of the 2022-2023 school year, each district will:
    1. Ensure their School Safety and Security Committee meets to review their Emergency Operations Plan and address any campus safety needs. This includes reviewing their Active Threat plan.
    2. Ensure the School Behavioral Threat Assessment Team is trained and has reviewed procedures for each campus.
    3. Ensure that all staff and substitutes are trained on their specific district and campus safety procedures and that all drills are scheduled before the start of the next school year.
    4. Conduct an assessment of their access control procedures, such as single access points, locked instruction room doors, visitor check-in procedures, exterior door locks, etc.
    5. Complete these efforts by September 1, 2022, and certify this data to the TxSSC by September 9, 2022.
