2023 State Assessment Results

Raw scores are now available for the State of Texas Assessments of Academic Readiness (STAAR®) end-of-course (EOC) assessments and STAAR grades 3—8 assessments. Scale scores and performance level information will be available on May 31 for STAAR EOC assessments and on August 11 for STAAR grades 3–8 assessments.

In October 2022, the Texas Education Agency (TEA) published a Reporting Timeline for Spring 2023 STAAR to provide additional information of when STAAR results will be available this year. To support LEAs in communicating with families about this year’s STAAR reporting timelines, TEA published Reporting Timeline one-pagers that can be printed or shared digitally. The one-pagers are available for STAAR EOC assessments and STAAR grades 3–8 assessments in both English and Spanish. You can find Spring 2023 STAAR Reporting Resources To The Administrator Address correspondence HERE.

STAAR Alternate 2

The U.S. Department of Education denied Texas’ 2022–2023 waiver request for the one percent state cap on students participating in the alternate assessment for students with the most significant cognitive disabilities. In response to this denial, the Student Assessment Division is working with the Special Education Division to update the STAAR Alternate 2 materials, including the participation requirements, for the 2023–2024 school year to further assist admission, review, and dismissal (ARD) committees in making assessment decisions. Information will be posted to the TEA website as it becomes available.

REPRINTED FROM JIM WALSH’S “DAILY DAWG” WITH PERMISSION FROM THE WALSH GALLEGOS LAW FIRM.

“…SHE DID NOT ADMINISTER THIS TEST IN ACCORDANCE WITH PUBLISHER GUIDELINES…”

MAY 25, 2023 JIM WALSH

The court in Pennsylvania cited the usual standard about disputes over educational methodology:

…there is no requirement that it [an IEP] use specific language or terminology to define the method or approach that will be used by educational professionals…. A lack of specific methodology in an IEP is not a procedural error warranting compensatory education or tuition reimbursement.

The court also noted the extensive communication and numerous meetings with the parents, concluding that the parents were “intimately involved in the process of crafting [the student’s] IEP.” They were not denied “their participation rights.”

Standard stuff. But what stood out to me was the casual comment the court made about the testing done by the independent expert retained by the parent:

Along with her battery of testing, Ms. Ganges administered the Dynamic Evaluation of Motor Speech Skill (“DEMSS”); however, she did not administer this test in accordance with publisher guidelines. Ms. Ganges used only 19 of the words out of the 65 from the DEMSS—she did not note this deviation in her expert report.

The publisher guidelines are important. Failure to follow them, or to have a good explanation why you did not do so, will undercut the credibility of the expert’s report.

It’s M.S. v. Downingtown Area School District, decided by the federal district court for the Eastern District of Pennsylvania on October 28, 2022. It’s published in the Individuals with Disabilities Education Law Reporter at 82 IDELR 32.

DAWG BONE: FOLLOW THE GUIDELINES.
