The Brave Experience
October 17, 2025
Dear Banks Community,
Happy October! As we continue the school year and prepare for conferences, we want to thank you for your continued support and engagement. We're encouraged by the momentum across our schools.
This month’s edition of The Brave Experience newsletter includes key updates, recognitions, bond project updates and much more. Thank you for taking the time to look through it!
RECOGNITIONS
Banks Elementary School Staff
This month, we’re celebrating our elementary school staff! They have led their students to tremendous growth in math and ELA state assessment scores over the past few years. We’re especially proud of the continued growth among all students in math and students with disabilities in ELA over the past three years.
This progress is a testament to the hard work of our students, the dedication of our educators, and our collective commitment to creating inclusive and engaging learning environments.
BANKS SPOTLIGHT
Backpack & Pantry Programs Thrive
Backpack Program
When Banks Elementary School Behavior Specialist Katie Roy took the lead on the backpack program three years ago, there were times when she worried there wouldn’t be enough food to send home with students. Since then, the community of Banks has stepped up generously, and now, there always seems to be enough.
With help from Roy, community and high school student volunteers, and of course the generous support of the community, the backpack program provides breakfast, lunch, snacks, and oftentimes extra fruits and vegetables to elementary students and their siblings every weekend. Behind the scenes, the volunteers place the food in backpacks and deliver them inconspicuously to students whose families have expressed a need. During winter and spring breaks, volunteers send full boxes of food home with the students. With such an abundance of community support, this year the program was able to launch right away, on the second week of school, and it now serves 41 students.
Anyone who has a need can sign up to benefit from the backpack program, and there are no qualifications to do so. Forms go home with students at the beginning of the year and at various times throughout the year to provide families with the opportunity to sign up. At any time, families may contact Roy at the elementary school via email at katier@banks.k12.or.us or by calling 503-324-2772.
Those interested in contributing can purchase items on the program’s Amazon Wish List or may contact Roy.
Salvation Army Mobile Food Pantry
In addition to the backpack program, the school district has partnered with the Salvation Army to provide another way to ensure students always have enough food at home. The Salvation Army hosts a mobile food pantry at Banks Elementary School every other Wednesday from 4:15-5:15pm. The pantry is open to anyone in the community, and it currently serves about 20-30 families.
If you’re interested in donating to the Salvation Army to support the food pantry, please give here.
WHAT'S HAPPENING
Fall Conferences
Conferences are coming up! We are excited to invite you to parent-teacher conferences, happening Nov. 5-6 at Banks schools. This is a great opportunity for you to meet with your student’s teachers, discuss their progress, and collaborate on how we can support their learning journey together.
High School and Middle School Conferences: Nov. 5-6 from 4:30-8pm
Elementary Conferences: Nov. 5 from 4:30-8pm and Nov. 6 from 8am to 8pm
We look forward to seeing you there!
Winter Weather Prep
As the temperatures get colder, it’s time to start preparing for winter weather! If the weather is severe enough, we may implement snow routes or limited routes, a delayed opening, a full district closure, or an early release (if students are at school when weather hits).
To make sure you’re set to receive information about school delays or closures, please subscribe to Banks School District on FlashAlert. If you use the FlashAlert app, it’s important to update to the newest version of the app – 1.4.1 for Android users and 1.2.1 for iPhone users. Please note that while we may also send messages via email, our website, and social media, the fastest and most reliable way to receive delay or closure notifications is by subscribing to FlashAlert.
For more information on Banks school closures, delays, and bus snow routes visit our Resources web page.
Pump Station Construction to Begin
Clean Water Services contractors will begin construction on a sewer Force Main and Pump Station project next month, and construction will last through November 2026. This work is to connect the area east of the railroad tracks to a CWS sanitary sewer pump station near Jim's Market, requiring installation of new pipe under the train tracks to and through the neighborhood along NW Oak Way. Use the QR code or click here to learn more about this project, its timing, traffic detours, and impacts.
Cell Phone Policy Update
Once again, thank you to all who participated in our Cell Phone Policy survey, and to the students, parents, and staff who came together to engage in a conversation around cell phone use in response to the State of Oregon’s Executive Order 25-09. This committee collaborated on a first draft of the policy, which was presented to the board in September. The board officially adopted the policy at their meeting on Monday, Oct. 13.
Staff and students have already been working together to implement the new policy, and things are off to a great start!
Partnering with the City
On Monday, Oct. 13, the Banks School Board and Banks City Council came together for an evening of collaboration and discussion. Superintendent Brian Sica and City Manager Jolynn Becker shared reports, and both groups had a chance to connect on shared goals for our community. We appreciate the teamwork and partnership!
BOND UPDATE
Thank You
As always, we want to thank our voters for approving the $49 million construction bond to provide improvements to Banks School District facilities. With the Oregon School Capital Improvement Matching (OSCIM) grant, we have a total of $55 million to complete the following projects:
Banks High School Addition
Campus-wide traffic flow improvements
Locker room modernization
Auxiliary gym addition
Safety and security
Elementary and middle school HVAC and roof repair
We’re working with partners Cornerstone Management Group, BRIC Architecture, and P&C Construction to steward these funds well and complete projects on time.
The Latest
Community Engagement
The Banks School District and AKS Engineering & Forestry invited nearby residents to a Neighborhood Review meeting on Oct. 7 regarding preliminary plans for the Banks High School Modernization project. The purpose was to provide an opportunity for neighbors to review the project ahead of the formal application process.
Also this month, Bric Architecture hosted a Banks High School Design Committee meeting with Banks HS staff and students. They reviewed updated drawings, including site plan updates, building elevations, and building floor plans. The design committee has been a great way to gain feedback and keep people involved!
Finally, on Oct. 15, the district hosted a Community Open House at the old district office building to provide information and answer questions on all things bond-related.
Thank you to all who participated in these opportunities to learn more about the bond projects and help shape the future of our facilities.
In-Kind Work
P&C Construction serves as the main point of contact for contractors or vendors in the community who are interested in contributing in-kind work to these bond projects. If you have leads or referrals for this type of work, please contact Brian Sica at the Superintendent’s Office at brians@banks.k12.or.us or 503-324-8591.
Coming Up
The Banks High School addition design will be complete soon with early demolition beginning in January 2026.
The team is working to compile a list of items to salvage from the District Office building.
Teams will set the modular classroom buildings in place shortly, connect utilities, and make improvements such as painting and flooring.
Five Star Builders is in the process of ordering the aux gym pre-engineered steel building, with construction expected to begin in March. The new gym is expected to be ready by Early Winter 2026!
For the Banks Creek culvert repairs, we have completed surveying and held site meetings with consultants and agencies. Our teams are working on a proposal for design and permitting with culvert repairs planned for summer 2026.
Bond Oversight Committee
The Bond Oversight Committee meets quarterly to monitor bond-funded construction projects and help citizens stay informed about new construction and renovation projects in the district. The committee held a meeting in September and presented a report at the regular board meeting on Monday, Oct. 13.

ATHLETICS UPDATE
Homecoming Fun
Thanks to the Banks community for helping us celebrate a “Journey through Time” for Homecoming Week during Oct. 6-11. The school hosted athletic events every day during the week. Then on Friday, there was a great turnout at the afternoon parade and tons of fans later that night to cheer the Banks High School football team onto a 42-7 win against Kennedy.
As fall sports continue, please note that winter sports coaches have already begun open-gym workouts for student-athletes who are interested.
More Activities – Get Involved!
In addition to sports, Banks offers many opportunities for students to participate in other co-curriculars. One such opportunity is Drama Club, which meets every Wednesday after school in preparation to showcase a fall performance of Clue. Other clubs include Fabrication and Design Club, FFA, Robotics, and Trap Shooting. For information or questions on how to get involved, please contact the high school.
“The Brave Experience,” besides being the title of this newsletter, is a mantra we use as we strive for educational excellence. The Banks School District strives to ensure that ALL students have a school experience that makes them happy and proud. That is the BRAVE EXPERIENCE.
