❓ R10 Most Asked Questions ❓
❓ Where can I find the printable reference materials for STAAR?
Math:
https://tea.texas.gov/student-assessment/testing/staar/staar-mathematics-resources
Science:
https://tea.texas.gov/student-assessment/testing/staar/staar-science-resources
❓ What are the Required Grade 7 Reading Instruments?
Texas Education Code (TEC,) §28.006(c-1) requires each school district to administer at the beginning of the seventh grade a reading instrument adopted by the commissioner to each student whose performance on the grade 6 STAAR reading assessment did not demonstrate reading proficiency.
In the fall of 2022, TEA released a call for Grade 7 Reading Instruments. TEA is now in the process of reviewing publishers' applications for inclusion on the 2023-2027 Commissioner’s List of Approved Grade 7 Reading Instruments. The approved list is expected to be made available in Spring 2023 so that school districts and open-enrollment charter schools may order instruments for the 2023-2024 school year. For the most up-to-date information, please visit the TEA web page Call for Grade 7 Reading Instruments.
❓ What is Permissive Mode?
Permissive Mode is a feature within the secure browser application that allows a student to use non-embedded assistive technology to complete a test.
For more information, refer to the Assistive Technology Manual for Windows & macOS.
❓ Who can be a test administrator for the Texas Assessment Program?
Any district staff member may serve as a test administrator if they hold valid education credentials (e.g., a Texas educator certificate or permit) or if they are supervised by a district staff member who holds valid education credentials. All district and campus personnel who participate in state-required testing or who handle or have access to secure test materials must be trained at least once in test security and administration procedures and must have signed an Oath of Test Security and Confidentiality.
❓ What are the sunsetting limits for CCMR?
The January Updates to Preliminary A–F Framework describes limiting the percentage of graduates who only meet CCMR criteria via a sunsetting IBC to five graduates, or
20 percent, of graduates, whichever is higher. Does this mean a 20 percent cap on the total sunsetting IBCs earned?
The agency proposes limiting the percentage of graduates who only meet CCMR criteria via a sunsetting IBCs to five graduates or 20 percent of the total annual graduates, whichever is higher.
Example: Texas High School has 200 annual graduates. 50 graduates earned ONLY a sunsetting IBC as their CCMR credit. With the limit, Texas High School would receive credit for 40 of these graduates (20 percent of the total annual graduates), and ten of these graduates would not generate CCMR credit. This limit would be applied within Student Achievement and School Progress, Part B: Relative Performance and would not be applied within Closing the Gaps.
2019-22 Industry-Based Certification List for Public School Accountability Sunsetting (PDF)
The gradated points methodology uses 0-4 points to provide further differentiation for groups demonstrating growth but not yet achieving target performance. It also allows 4 points for those achieving the long-term 2036- 2037 target.
Summary of Proposed ESSA Amendment
TEA Federal Report Card Dissemination Requirement Jan. 5
Federal Report Card
The Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA), requires each State education agency to prepare and publish an annual report card with state-, local education agency (LEA)- and campus-level data. The Federal Report Card data for 2021-2022 are now available.
Dissemination Requirement
Each LEA that receives Title I, Part A funding is responsible for disseminating the state-, LEA- and campus-level report cards to 1) all LEA campuses, 2) parents of all enrolled students, and 3) the general public via widely available public means, such as posting on the Internet, distribution to the media, or distribution through public agencies.
At a minimum, the LEA must—
- Post direct links to the State, LEA, and campus report cards on its web site;
- Notify parents of all students about the availability of the report cards and the options for obtaining them;
- Provide appropriate translation (either oral or written) upon request;
- Make hard copies available to parents upon request; and
- Make hard copies available for viewing in public locations.
Sample parent notification letters in English and Spanish that LEAs may customize are available on the TEA Federal Report Card Web Page. TEA strongly encourages LEAs to translate the sample letter in a language and format that all parents can understand.
LEAs are not required to use the sample parent notification letters, but they must make the federal report card information readily accessible to the public, and LEAs must notify parents of the availability of the federal report card information no later than Thursday, March 2, 2023.
Contact Information
Questions related to the dissemination requirement should be directed to the Federal Program Compliance Division at ESSASupport@tea.texas.gov, or 512-463-9499.
Questions related to the data contained in the report should be directed to the Performance Reporting Division at Performance.Reporting@tea.texas.gov, or 512-463-9704.
❓ What is TPRS? Is it the same as TAPR?
The Texas Performance Reporting System (TPRS) integrates state and federal reporting requirements into a single reporting system that can be viewed at the campus, district, region, and state level. As the most comprehensive reporting system published by TEA, TPRS provides additional performance reports, results, and indicators for student groups not previously reported on state accountability data tables, the Texas Academic Performance Reports (TAPR), or the School Report Card. TPRS is the enhanced online version of TAPR. It has been recently updated with Remote vs. In-Person Data. TEAL Accountability application will show you unmasked data.
The TPRS Glossary provides definitions, describes methodologies, and lists sources for each tab in the TPRS system.
❓ Where can I find my past CCMR Verifier information?
TEA provides a final VERIFIER file as the LISTING file a few weeks after the Verifier window has closed in TEAL Accountability.
❓ What is the character limit for TELPAS writing items?
Constructed Response Items
1,000 character limit
Sentence Rewrite Items
100 character count limit
❓ Has the time limit for STAAR testing changed?
TEA is removing the maximum time allowed for STAAR assessments based on feedback from educators, parents, and students, as well as other changes to the program.
Districts will no longer have to stop students from testing after a four- or five-hour testing period. Students are expected to complete STAAR tests in about three hours. Any students who are still testing after four hours should be consolidated into a general testing area to continue testing. Students may continue testing until the end of the school day.
❓ What is the short and extended constructed response?
Short Constructed Response
To answer a short constructed response item, the student will give a brief explanation in their own words to demonstrate their understanding of the content. This type of item will be included on STAAR RLA, English I, English II, science, and social studies test (3-8 or EOC). Responses may be up to 475 characters in length, not including spaces. The question will contain two parts, both of which must be answered in the student’s response to receive full credit. Responses will be scored using a 2-point rubric by one human scorer. Rubrics will be item-specific.
Extended Constructed Response
Extended constructed response (ECR) items will require the student to provide an in-depth response by explaining, analyzing, and evaluating information in a reading selection or stimulus. Extended constructed response items may be included on any STAAR RLA test (3-8 or EOC). 3rd-5th grade ECR items will be either informational or argumentative, and 6th-8th and EOC ECR items will be either information, argumentative, or correspondence. The genres of the ECRs will not be released before testing.
The student’s responses will be based on a passage they have read. Information from the passage will be needed to answer other items as well. The student will be expected to cite evidence from the passage in their ECR. Their response can be up to 2300 characters long, not including spaces.
ECRs will be scored by two human scorers, each using a 5-point rubric. Students can receive up to ten points for their ECR. Sample rubrics will be released later in the summer of 2022.
❓ Who can make changes to AskTED?
The TED Administrator, you can find out who this is on AskTED. Search by District, Personnel, Include Other District Roles, TED Administrator.
👉 Charter Schools should use the New All In One Charter Information Form to make AskTED requests.
- TEA plans to create an overarching "what if" ratings file by district available through TEAL.
- After the "what if" ratings file is available through TEAL, TEA plans to release a public file with and rating by domain.
The public file could contain district name, district number, campus name, campus number, school type, % econ. disadv., overall score and grade, student achievement scaled score and grade, school progress scaled score and grade, closing the gaps scaled score and grade.

This Week in Performance Reporting Feb. 24
What’s New in Performance Reporting
A–F Accountability
T
As was shared in the February 23, 2023 To The Administrator Addressed correspondence, TEA has submitted updates to the amendment of the state’s ESSA plan to adjust the methodology within the Closing the Gaps domain. These updates have been made in response to stakeholder feedback and guidance from the U.S. Department of Education (USDE).
A detailed summary of the proposed Closing the Gaps changes, comments and responses, and a full draft of the submitted ESSA amendment, including Appendix A and Appendix E, are available on the Every Student Succeeds Act page.
If you have any questions regarding this amendment, please contact our Performance Reporting Division at (512) 463-9704 or performance.reporting@tea.texas.gov.
STAAR High/Low Cut Points
The School Progress, Part A: Academic Growth domain provides an opportunity for campuses to receive credit for STAAR results in reading/language arts and mathematics that show annual growth and/or demonstrate accelerated learning. For STAAR assessments, annual growth is measured by a transition table. Individual student progress is calculated as the change between Low Did Not Meet Grade Level, High Did Not Meet Grade Level, Low Approaches Grade Level, High Approaches Grade Level, Meets Grade Level, and Masters Grade Level performance from the prior year to the current year.
The STAAR raw scores and scale scores associated with the calculation of School Progress, Part A: Academic Growth, and corresponding high and low performance level cut points, are now available on the 2023 Accountability Development webpage.
Removal of 2021 Accountability Reports and Student Listings in TEAL
In order to facilitate the posting of 2023 accountability reports, all 2021 accountability reports and student listings for all campuses and districts will be removed from the TEA Login (TEAL) Accountability application on Friday, April 14, 2023. Once removed, the data contained in each report and student listing will be unavailable. Please ensure that your district downloads and maintains a copy of these reports and data for your records.
The accountability reports consist of accountability summaries, calculations, and data tables for each domain. Accountability student listings include data that was used to calculate the STAAR performance; College, Career, and Military Readiness (CCMR); and English Language Proficiency components for 2021 accountability.
Assessment Scoring and Reporting
Spring 2023 STAAR Administration
- Test Administrator Manuals
For the spring State of Texas Assessments of Academic Readiness (STAAR®) administration, the initial order shipment of test administrator manuals is scheduled to arrive between February 21 and February 24, 2023. District personnel can now log in to the Test Information Distribution Engine (TIDE) to see how many STAAR Test Administrator Manuals they will receive. In TIDE, select "STAAR TAMs, Paper Materials Management" from the Administration Task dropdown menu to view this information.
- Deadline to Indicate Paper Administration
As a reminder, February 23, is the deadline for districts to indicate student eligibility for a special paper administration of STAAR. Districts must ensure students are appropriately registered in TIDE by this date to ensure districts receive sufficient paper materials in the initial order shipment. Initial order shipments will arrive in districts between April 3 and April 7. Districts may place additional orders beginning on April 7 for students whose eligibility for paper testing is updated after February 23.
- Early Results Guidance Tables
On May 22, district testing coordinators will be able to access students’ raw scores for the spring STAAR administration in the Centralized Reporting System (CRS) and via data files sent to their secure inboxes in TIDE. To support districts in interpreting the raw score information and making accelerated instruction and graduation decisions, the Texas Education Agency has posted early results guidance tables on the STAAR Redesign webpage. For each STAAR grades 3–8 and end-of-course assessment, the table indicates whether the total raw score earned is likely passing, likely not passing, or in the zone of uncertainty. Refer to Reporting Timelines for Spring 2023 STAAR for additional information regarding reporting dates.
STAAR Alternate 2 Administration
Districts can expect to receive the initial order of secure test materials for STAAR Alternate 2 between February 27 and March 3. A training video on how to handle secure test materials will be available in early March. If needed based on initial orders received, districts may order additional paper test materials between March 3 and April 21. In TIDE, select “STAAR Alternate 2, Paper Materials Management” from the Administration Task dropdown menu to view more information.

Texas Formative Assessment Resource (TFAR)
TFAR is a free, optional platform used by educators to create, administer, analyze, and share formative assessments. Teachers will be able to analyze the results of these formative assessments to help inform instructional choices such as making immediate lesson plan adjustments or providing specific interventions for students at the level of individual standards.
TFAR is meant to supplement and support existing LEA resources and formative assessment practices. Assessments created in TFAR should be combined with a broader set of classroom formative practices that are part of a coherent instructional framework.
Additionally, formative assessments from select, high quality instructional materials (HQIM) with an open education license will be available to administer through the same online test administration system as assessments created using TFAR. Assessments from math and RLA curricula, grades K-5, will be prioritized, and other, select curricula’s assessments will be released on a rolling basis. More information about which HQIM products’ tests will be available in the online system and the release dates of these tests will be available in the fall.
STAAR Redesign 2022-2023
❓ How will a student qualify for a paper test?
TELPAS Spotlight
When TELPAS writing was a holistically-rated student writing collection, those resources could be kept up. However, if the inquiry is about the new online writing assessment, the testing environment needs to be appropriate for testing and no instructional displays are visible that could provide a direct source of answers for the subject-area assessment being administered. In this case, it is the TELPAS writing domain that is being tested.
Improved Process for submitting TELPAS Holistic Ratings Jan. 18
The purpose of this communication is to inform you of a new and improved process for submitting holistic ratings for the Texas English Language Proficiency Assessment System (TELPAS). Based on requests from educators for a simpler process for submitting ratings, the Texas Education Agency (TEA) and Cambium Assessment, Inc. (CAI) have developed a new process for the 2023 TELPAS administration.
District and campus testing coordinators will be able to upload student ratings using a new template, the Holistic Ratings Upload template, in the Test Information Distribution Engine (TIDE). The Holistic Ratings Upload template will be accessible in TIDE in the Administering Tests section under the Appeals/Score Codes module. District personnel must use the new upload template to submit holistic ratings for all students in kindergarten and grade 1 and all students in grades 2–12 who participate in a special holistic administration of the online TELPAS assessments. As this new process of using the upload template replaces the current process, holistic ratings cannot be submitted in the Data Entry Interface (DEI). For the 2023 TELPAS administration, holistic rating information will only be accepted using the TIDE holistic ratings upload process.
The Holistic Ratings Upload template can be used to submit students’ holistic ratings at any time during the testing window. District testing personnel may submit more than one upload file; for example, districts may want to upload each grade separately. The same file can also be submitted to add students or correct ratings for previously submitted students. However, district testing personnel should review and verify the student rating information prior to submission to reduce errors and incomplete records. Once holistic ratings are complete for a group of students, for example, all grade 1 students, and the upload template has been submitted, district testing personnel should review and verify the data to ensure all student data is included and is correct. All ratings must be uploaded by 11:59 p.m. (CT) on March 31. Holistic ratings that are not uploaded by March 31 will not be scored or reported, and ratings will not be accepted during the data correction window.
NOTE: District testing personnel must verify the TELPAS data submitted using the upload template since this information will not be available in the test completion reports in TIDE.
To assist districts with this new process, a training video on how to submit holistic ratings using the Holistic Ratings Upload template will be available in February. In addition, the District and Campus Coordinator Resources, as well as other documents, will be updated to reflect this new process.
If you have questions regarding TELPAS or holistic ratings in general, contact TEA using the Student Assessment Help Desk. For questions or assistance regarding the Holistic Ratings Upload template, contact Texas Testing Support at 833-601-8821, TexasTestingSupport@cambiumassessment.com, or TexasAssessment.gov via live chat.
Redesign of TELPAS Reading and Writing
Based on input from educators, the Texas English Language Proficiency Assessment System (TELPAS) reading and writing domains will be combined in an online test for students in grades 2–12 this year.
Because of this new standardized version of a writing assessment, districts will no longer need to holistically rate writing samples for students in grades 2–12.
Students in kindergarten and grade 1 will continue to be holistically rated in all four language domains—listening, speaking, reading, and writing.

There is a verification process in TEAL for the SAT and ACT college preparation assessment reimbursements. This verification process has occurred in November/December in the past.
Here is past TEA communication:
TEA will release the ACT/SAT testing data to districts in TEAL for districts to review, verify and submit for reimbursement. The person responsible for this project must have Accountability-level access in TEAL. Only the Superintendent can grant this level of access in TEAL.
In the TEAL application, districts will need to review the following four categories:
- School Day – Matched: This link is an Excel file that districts may download, review and keep for record-retention. TEA assumes that if a student tested in the school day environment, the district paid for the cost of the exam at the state-negotiated rate and is eligible for reimbursement. *
- *Since the School Day – Matched students are automatically considered for reimbursement, districts whose students did take a school day assessment but did not pay for their students must opt out. This is not needed for districts that want to be reimbursed for national day students.
- National Day – Matched: This link provides access to an application where districts SELECT the students for whom the district paid and who tested on a national testing day. Districts must ADD the 10-Digit Student ID. To be eligible for reimbursement, districts must identify students and verify the district paid for the cost of the exam.
- School Day/National Day – Unmatched: This link provides access to an application where districts SELECT the students for whom the district paid and who tested on a national or school testing day. Districts must ADD the 10-Digit Student ID. To be eligible for reimbursement, districts must identify students and verify the district paid for the cost of the exam.
- Not Represented: Any student for whom the district paid for an assessment and is not found in any of the above categories. The district will have the opportunity to submit the student for a reimbursement request while the TEAL application is open.

State Compensatory Education Tier Counts Feb. 27
The 2022–2023 preliminary summary of finances (SOF) reports now incorporate (in Run ID 39894):
- State Compensatory Education (SCE) tier counts––Adjustment to LPE and DPE using PEIMS Fall Snapshot counts of economically disadvantaged students by census block group by tier. A campus detail report is available to view from line 23 of the SOF report, and a summary of the SCE allotment is viewable on the Tier One Detail Report. This update impacts the districts’ cash flow.
Note: Maintenance of Effort and Equity (MoQ) calculations on the Other Programs Detail Report will continue to change through near-final and final settle ups.
Forthcoming updates (March 2023) to the 2022–2023 SOF reports will include:
- ADA and FTEs––Adjustment to DPE only, using PEIMS Fall enrollment and prior year’s attendance to enrollment ratios. This adjustment attempts to project settle up and will NOT impact cash flow. Districts should use local state aid templates to estimate settle up, as districts have access to more up-to-date attendance information locally.
o For charter schools, the SOF reports reflect self-reported attendance from the FSP system.

TX Model Training for Administrators PPT linked below (we’re not permitted to send as an editable deck), so feel free to use it with your administrators, as needed. You are welcome to present it as is or incorporate into your district’s mandatory training. As a reminder, TEC §21.054 (as well as TEC §33.005 and §33.006), present an opportunity for SCs and administrators to work together to identify appropriate school counselor duties so students receive optimal support.
Supporting Students Behavior
When people ask me what I wished I had learned more about in school, my answer is easy… behavior. So much of my time has been spent supporting student behavior, but I feel like I didn't know much about it before I went into the field. It was definitely trial by fire. And while I definitely don't know everything about child behavior, I did want to share some resources that I think you'll find helpful! -Counselor Chelsey
