- Tell Us About It
From the Executive Director
As we welcome the month of March, we want to extend our gratitude for your patience and continued support during our transition to the North Carolina State Bureau of Investigation. Your dedication to school safety has been invaluable, and we are excited about the opportunities this new chapter will bring in strengthening our shared mission of creating safer learning environments for all students and educators.
March is also a time to celebrate Women’s History Month, a moment to reflect on the remarkable contributions of women who have shaped our communities, schools and society. We honor the trailblazers who have championed safety, education and advocacy, inspiring future generations to lead with courage and compassion.
Thank you to all public school units that applied for 2024-2025 School Safety Grant funding. We have $35 million available with over $80 million in requests from PSUs. The School Safety Grant Review Committee examined each application thoroughly, and recipients have been notified. If you have questions, send an email to CFSS Assistant Director-Physical Safety & Compliance Karen Everett.
With our recent move, we needed to pause trainings in January and February. Our Training Section has released a Training Calendar that includes both online sessions and in-person sessions in our eight regions. Trainings will include School Risk Management Plan, Youth Mental Health First Aid and Behavioral Threat Assessment and Management. If you have questions about upcoming trainings, send an email to CFSS School Safety Training Coordinator Jeffrey Branch.
I encourage everyone to follow the Center for Safer Schools on social media to stay up to date with all the latest happenings.
As we move forward together, we remain committed to collaboration, innovation and unwavering pursuit of safer schools across NC. Thank you for your partnership and trust in this journey.
— Karen W. Fairley

CFSS-BTAM & NC SBI-BeTA Partnership
The North Carolina Center for Safer Schools (NCCFSS) and the NC State Bureau of Investigation's Behavioral Threat Assessment Team (BeTA) have formed a strong partnership to enhance school safety across the state. Through this collaboration, we are committed to ensuring that schools receive the highest level of support in identifying, assessing and managing potential threats before they escalate.
By combining the expertise of NCCFSS' Behavioral Threat Assessment and Management (BTAM) program with BeTA's investigative and analytical capabilities, we are strengthening North Carolina's ability to prevent violence and protect students, educators and school communities.
Together, we provide comprehensive training and resources to equip school personnel with the knowledge and tools needed to recognize and respond to concerning behaviors. Our joint efforts focus on early intervention, ensuring that schools have a structured and proactive approach to maintaining a safe learning environment. Through workshops, guidance materials and direct support, this partnership is dedicated to fostering safer schools while promoting a culture of awareness, preparedness and collaboration.
SRO Appreciation Day
Center for Safer Schools School Safety Training Coordinator Jeffrey Branch attended Stanly County Schools’ SRO Appreciation Day on Friday, Feb. 14. The school district recognized School Resource Officers for their dedication to keeping schools safe while building positive relationships with students, staff and the community.
Regional School Safety Specialist Visits
Center for Safer Schools Regional School Safety Specialists Robert Holland, Michael Furse, Donna Hamilton, Jeff Branch and Zahiraakira Sanchez spent January visiting public school units throughout the state and in their designated regions. During the past three months, Regional School Safety Specialists have visited over 100 districts in North Carolina, working on school safety and building partnerships with those responsible for teaching the state’s 1.5 million public school students.
If you are interested in having a Regional School Safety Specialist visit your school, please contact your PSU’s School Safety Director. All of them are eager to talk school safety and to see firsthand the great things you are doing.

While visiting schools in the Western Region, Holland had an opportunity to visit with Principal Jennifer Caldwell and discuss school safety.
BearWise
During a recent visit to ArtSpace Charter School in Swannanoa, Center for Safer Schools Lead Regional School Safety Specialist Robert Holland discussed school safety with Executive Director Dr. Sarena Fuller and her staff.
When it comes to school safety, most people think about fire drills, lockdowns and uniformed officers. But for ArtSpace, nestled in the mountains near Asheville, the safety protocol includes a somewhat more wild issue: bears.
Black bears have been known to wander onto the playgrounds, stroll through the breezeways (one even posed for a picture) and pace the sidewalks, giving students a close-up study of local wildlife.
Every student at ArtSpace is trained in BearWise, a program run by North American bear biologists that teaches how to respond to bear encounters. Students know how to move to secure areas when necessary, keeping the bear fascination at a safe distance.
The school’s response team works closely with animal control, utilizing a mix of noisemakers and brightly colored props to safely encourage the bears to leave campus and return to their natural habitat.
National SAVE Summit
The 2025 National SAVE Promise Club Youth Summit will be held Saturday, April 26 in Philadelphia. This year’s theme is “Pave the Way.”
Students Against Violence Everywhere (SAVE) Promise Club is the youth leadership initiative of Sandy Hook Promise. The annual gathering of SAVE Promise Club youth leaders showcases best practices in preventing violence and helping young people feel connected. The summit is a time for youth voices to be heard in workshops and activities that encourage, educate, engage and empower youth with violence prevention strategies.
Click here for more information and here to register for the National SAVE Summit.
Also, applications are open for the Youth Advisory Board. Each board member must have a SAVE Promise Club advisor to support them in all aspects, including travel. Applications are due Tuesday, April 1, and both the youth and advisor must submit an application. Click here to apply.
Active Assailant Training
The Center for Safer Schools will host Active Assailant Simulation Training during the spring semester at the CFSS Training Center in Moore County. See upcoming dates in the CFSS Training Calendar.
This course – for school resource officers and law enforcement – provides a simulation of active-shooter incidents. This course teaches best practices to prevent, recognize, plan and react to an active-assailant incident. Strategies are provided that can be applied in a facility’s Emergency Action Plan, including tactics on how to escape, hide and fight against an assailant attack.
For more information on Active Assailant Simulation Training, send an email to CFSS School Safety Training Coordinator Jeffrey Branch.
BTAM Training
The Center for Safer Schools will hold Behavioral Threat Assessment and Management Training and BTAM Office Hours during the spring semester. See upcoming dates in the Calendar of Events and on the CFSS Training Calendar.
BTAM training is an updated training based on Session Law 2023-78/House Bill 605 for PSUs to review legislative requirements and best practice in implementation and development of BTAM teams. BTAM Office Hours are provided to PSUs to help provide technical assistance, consultation and support. Each BTAM Office Hours session begins with an implementation strategy for BTAM, and then PSUs are able to ask implementation questions and receive consultation and support.
For virtual trainings, note that you must attend Part 1 prior to Part 2. Also, Parts 1 and 2 must be attended completely to receive credit.
For more information on Behavioral Threat Assessment and Management Training, send an email to CFSS Assistant Director-Behavioral Health Dr. Stephanie Ellis.
SRMP Training
The Center for Safer Schools will hold School Risk Management Plan Training during the spring semester.
After completing SRMP training, attendees will be able to:
- Input site-based school data to develop a comprehensive schematic diagram and plans into the SRMP portal.
- Both identify and discuss vulnerabilities and training gaps in their individual plans.
- At least once annually initiate a full schoolwide tabletop exercise on the procedures documented in the SRMP portal.
To obtain the most beneficial training within the SRMP system, charter school personnel should ensure that their school has been loaded into the SRMP and that they have an active NCID and are able to log into SRMP. LEA personnel should make sure they can log into SRMP using their NCID.
If you are not able to log in, click here to try to reset your NCID password first.
Attendees are encouraged to bring a laptop, as they will receive technical guidance to ensure their plans meet the necessary state requirements. All sessions are the same.
For more information on School Risk Management Plan Training, send an email to CFSS Assistant Director-Physical Safety & Compliance Karen Everett.
YMHFA Training
Youth Mental Health First Aid teaches adults who regularly interact with youth how to identify, understand and respond to signs of mental health and substance use challenges among children and adolescents ages 12-18. Certified instructors are authorized to teach YMHFA both in-person and online. Those trained can include school staff and administrators, law enforcement, mental health professionals and social workers.
Center for Safer Schools Programs staff and Regional School Safety Specialists are certified to teach Youth Mental Health First Aid in North Carolina public school units. Click here to request YMHFA training facilitated by a CFSS staff member.
Executive Director Tours
Due to the long session of the North Carolina General Assembly and possible scheduling conflicts, school tours will resume in August. Center for Safer Schools Executive Director Karen W. Fairley will continue visiting North Carolina school districts and charter schools in August and welcomes the opportunity to see any school safety initiatives you’d like to showcase. For school districts, her visits will include stops at an elementary school, a middle school and a high school. She would also like to take time to speak with a small group of students.
To schedule a tour, send an email to CFSS Legislative & Communication Specialist Charles Kinnin. Thank you for your patience as she does what she can to get to as many public-school units as possible.
