The State Plan for the Education of Gifted Students "Bites"
According to the State Plan, districts must share their school board approved policies on transfers, furloughs, reassessment, exiting of students from program services, and appeals of district decisions regarding program placement in their G/T handbook (2.7 and (19 TAC §89.1(5)). Teachers should know where the G/T handbook for their district is located and be able to guide parents there to find information they seek on these policies.
When an identified gifted/ talented student transfers from one district to another, the receiving district has 30 days to either place the student in G/T services based upon their previous districts' assessments or to retest them. Receiving G/T services is not necessarily automatic if they were previously identified elsewhere.
Furloughs are temporary breaks from G/T services, for a set length of time determined by the district. If the student decided to re-enter the G/T program, they would not need to retest or re-qualify for services. Exiting G/T services is a permanent end to the student's participation in the G/T program. If the student changed their mind later, they would need to re-test and re-qualify to receive services. Both furloughs and exits should be decisions made by all of the stakeholders working together, after appropriate supports have been instituted to ensure the students' success (2.12). We don't "fire" kids from or kick them out of G/T services for poor behavior or bad grades.
Appeals must be allowed if parents, students, or teachers disagree with the placement decision made by the G/T committee. It is an opportunity for families to submit additional information/ data to the committee for consideration. Appeals must be made within a district specified time period.
