Short-Term Cash Flow Analysis Short-Term Cash Flow Analysis

Cook County has not yet finalized the 2024 property tax extensions and rates. Until these rates are set, tax bills cannot be calculated or distributed to taxpayers, and in turn, taxing bodies are not receiving property tax revenue. Typically, Cook County distributes property tax revenue to taxing bodies in two installments beginning in March and August, following the issuance of tax bills.

However, the County has not provided an update on when those bills will be released. This delay directly impacts the District’s cash flow, as local property taxes represent the District’s largest source of revenue. Without this funding, the District must continue to meet expenditures without the corresponding inflows, potentially for several months. The delay in tax revenue will also have a significant impact on interest earnings for the current fiscal year.

2025 Proposed Tax Levy and Truth in Taxation Resolution 2025 Proposed Tax Levy and Truth in Taxation Resolution

The levy and extension process is set in state statute (35 ILCS 200/18) and outlines the specific purposes for which taxes can be levied and limitations on the amount taxing districts may levy. For District 211, the total levy is comprised of the Educational, Operations and Maintenance, Transportation, Illinois Municipal Retirement and Social Security, and Working Cash Funds.

Under PTELL, or the “Tax Cap”, the 2025 levy limitation is 2.9% determined by the December 2024 rate of CPI-U. The PTELL limit for the 2025 levy may not exceed 2.9% plus any new property growth over the prior year’s levy extension baseline.

The Board of Education approved the resolution which set forth the amount of $290,701,000 as the proposed 2025 levy for Township High School District 211 and directed publication of a notice of public hearing on the proposed levy at its meeting to be held on December 11, 2025.
