TDOE ILP-D Updates
ILP-D Renewal/Exit Decision Guidance from TDOE
TN PULSE Navigation Guidance
You will use the most recent URS as your basis for renewal/exit decisions when it comes to annual review. Regardless of meeting exit criteria, when a student plan is up for renewal, the student must "requalify" to be renewed for another calendar year.
- If the student does, and the team agrees the plan is necessary and appropriate, a new plan can be written for another year.
- If the student meets criteria, and the team agrees the plan is not necessary or appropriate because of student growth or no longer requiring a dyslexia-specific intervention, the ILP-D can be exited.
- If the student does not meet criteria for another year, regardless of intervention needs, the student's ILP-D will be exited. This does not mean the student must or should be exited from intervention; it just means they will be served through a student intervention plan that is not an ILP-D. Keep in mind, an ILP-D is just one type of student intervention plan, but it is not the only way students with characteristics of dyslexia can be served.
Below is some guidance for navigating this in TNPULSE.
When plan is expiring:
- Analyze URS data and confirm student meets ILP-D criteria in rule to be eligible for a new annual plan
- If student meets criteria, is eligible for another year of funding through an ILP-D service plan, and the data team determines the plan is appropriate, enter a new record of decision and create a parent notification marking that the parent will sign the document in person. Parental consent is not required for a renewal, and this will allow you to then mark the date for parent consent and proceed with creating a new plan. Edit the workspace and finalize with new dates.
- If the student does not meet ILP-D criteria, even if the student still requires dyslexia-specific intervention, the student will need to be exited and served through a student intervention plan. In order to be eligible for another annual plan, the student must qualify according to rule based on defined criteria. Team can select reason from exit and/or select "Other" and input that the student did not qualify for another annual plan and the current plan was expiring.
Changes to TN PULSE will allow selection of "Initial" or "Renewal" to bypass having to create a new parent notification. Exit criteria is also being updated to include students not qualifying for a second annual plan. TDOE does not have a definitive release date for these updates, but we will keep districts posted.
Additional documents will post soon to TDOE RTI Resources Page, C&I RTI Webpage (currently under construction), but are in the On Target for Success SharePoint for ease of access.
DYS Coding
DYS Coding will follow the guidance from spring 2024 where DYS01 is discontinued and we now use DYS02 and DYS03. Update for 2024-25SY-The DYS coding is good for one calendar year and does not require you to input an end date any longer. Please ensure that DYS coding is present in PowerSchool for students with existing ILP-Ds. Additionally, as you create new ILP-Ds please ensure that you enter the DYS coding in PowerSchool using the start date to match the date on the ILP-D.
TDOE is set to release additional guidance on this and I will share when available.

Resources for Intervention
Best for All Foundational Literacy Resources
While we have access to iReady Teacher Toolbox for intervention instructional resources, I wanted to highlight that the TDOE has made Foundational Literacy Resources available on the Best for All site. Details are available below from the communication that I received.
The department is excited to offer supplemental resources aimed at enhancing foundational skills instruction for students in grades 3 and 4. These resources extend the foundational literacy support provided to students in these grades. For the past few years, districts have utilized the Tennessee Foundational Skills Curriculum Supplement (TNFSCS) on Best for ALL Central for grades K-2. This continuation aims to equip students in grades 3-4 with the foundational skills needed to close reading gaps and improve their reading abilities.
The resources will be available on Best for ALL Central alongside the TNFSCS and on a separate Grade 3 and 4 Foundational Literacy Skills Supplement page. The resources will include:
- Tennessee Foundational Literacy Skills Supplemental Resource: Scripted lessons, activities, games, and assessments designed to accelerate learning and provide scaffolds to close reading gaps.
- Tennessee Foundational Literacy Skills Support Guide: Guidance on implementing and using the TN Foundational Literacy Skills Supplemental Resource.
- Grade 3-4 Readers: Engaging grade-level readers that help students practice decoding and build knowledge.
- Grades 3-4 Reader Guidance Documents: Implementation guidance, including a crosswalk of topics found in commonly adopted TN State Board Approved Instructional Materials.
- Grade 3-4 Fluency Supplements: Fluency passages for practice with decoding and comprehension.
- Grades 3-4 Fluency Guidance Documents: Guidance on implementing and using fluency passages.
iReady
iReady is our adopted universal screener for K-12. However, the Teacher Toolbox is rich with materials for both ELA and Math that can be used to support Tier 2 and 3 intervention. Additionally, digital access to lessons within Magnetic Foundations for grades K-2 and Magnetic Reading for grades 3-5 are available by clicking the dropdown at the top left of the Teacher Toolbox.

Upload your Agenda (minimum 48 hours prior to meeting), Minutes (within 24 hours following the meeting), and update the CSRS (within 24 hours following the meeting) for your first data team meeting by Monday, September 30. Remember schools are encouraged to continue to meet monthly, but must hold a data team meeting once per quarter at minimum.
TNPulse Tier 2 and Tier 3 Plans
Please create new or modify existing Tier 2 and Tier 3 plans by Monday, September 30 following the data team meeting where you discussed available student data.
aimswebPlus Survey Level Assessment and Progress Monitoring
Please ensure that you conduct a survey level assessment prior to beginning progress monitoring cadence in aimswebPlus for students with Tier 2 and Tier 3 plans. Additionally, you must complete one grade level progress monitoring during the month of September. Details will be provided so that everything can properly be captured in aimswebPlus and feed to TNPulse so stay tuned this week.
