Three Months In: Grateful, Inspired, and Excited for What’s Ahead
As I think about my first three months as Superintendent of Ingram ISD, I just want to say how truly grateful I am to be here. From day one, this community has been so welcoming and supportive, and my family and I have felt that in a big way.
One of the highlights so far has been my listening tour. Getting to sit down with so many of you, hear your perspectives, and learn what makes this district special has been incredibly meaningful. It didn’t take long to see that Ingram ISD is a place where people genuinely care—about students, about each other, and about doing what’s right.
There’s also so much to be proud of. We’re a growing, A-rated district with a strong P-TECH program, great extracurricular opportunities, an amazing team of dedicated staff, and students who represent us so well every day. It’s exciting to see all the great things already happening across our district.
I’m really looking forward to what comes next. I’m honored to be part of this community and to work alongside all of you as we continue building on the strong foundation that’s already in place. The future is bright for Ingram ISD, and I’m excited to be on this journey together.
Teacher Incentive Allotment
Ingram ISD recently celebrated an important milestone by honoring our outstanding educators for their achievements through the Teacher Incentive Allotment (TIA). This program continues to recognize and reward the exceptional work happening in our classrooms every day.
We are proud to share that, since the program’s inception, Ingram ISD has generated over $3 million dollars that has been paid out to teachers through TIA—an incredible investment directly tied to teacher excellence and student growth. This milestone reflects both the dedication of our educators and the district’s commitment to supporting high-quality instruction.
Research consistently shows that the most significant school-based factor impacting student success is the quality of the teacher in the classroom. At Ingram ISD, we see that truth lived out daily. Our educators are working tirelessly to support, challenge, and grow every student, and it is rewarding to see their efforts recognized through meaningful compensation.
In Ingram ISD, 65% of teachers now hold a TIA designation. We currently have 24 Recognized, 26 Exemplary and 17 Master designated teachers. We celebrate these accomplishments and remain committed to fostering an environment where both students and teachers thrive.

Strategic Compensation - The Future of Pay Structures in Public Education
Ingram ISD is proud to be selected as one of just 28 districts statewide—and one of only five in the San Antonio region—participating in the Strategic Compensation pilot through the Texas Education Agency. This distinction places our district at the forefront of innovative efforts to strengthen educator recruitment, retention, and recognition across Texas.
Building upon the foundation of the Teacher Incentive Allotment, this initiative expands strategic compensation to include not only classroom educators but also administrative positions, creating a more comprehensive and aligned system of performance-based recognition. Through this work, Ingram ISD is collaborating with TEA to design compensation models that reflect educator impact, support student outcomes, and respond to the unique needs of our campuses.
The district is currently developing business rules and scorecards that will guide this work, with implementation for administrative roles planned for the 2026–2027 school year. This thoughtful, phased approach ensures clarity, fairness, and transparency as we move forward.
We are honored to represent our community in this important initiative and remain committed to investing in our people—because strong educators and leaders are the foundation of student success.
Administration Building Set to be Built
I want to take a moment to share an important update with our Ingram ISD community regarding the future of our district facilities.
As many of you know, the July 4th floods caused significant damage to our previous administration building, ultimately rendering it unusable. While that was a difficult situation for our district, I am incredibly grateful for the way this community continues to come together in support of our schools.
Thanks to a generous $1.3 million donation from the Community Foundation of The Texas Hill Country, we are able to move forward with plans to construct a new Ingram ISD Administration Building. This new facility will be located next to the main entrance of Ingram Tom Moore High School, just off Highway 39. Because these funds are designated specifically for this purpose and must be utilized by September 30, 2026, it is important that we begin construction in the near future.
In addition, the former administration building and its property are currently listed for sale. Any proceeds from that sale will be reinvested directly into projects across our campuses that positively impact our students and staff on a daily basis.
We are thankful for the opportunities ahead and for the continued support of our community as we take this next step forward. If you would like more information regarding the sale of the previous administration property, please feel free to contact me at jturner@ingramisd.net.
Testing Season is Here!
As we enter testing season across Ingram ISD, I want to take a moment to encourage and support all of our students and families during this important time of the school year.
State assessments provide our students with the opportunity to demonstrate the learning and growth they’ve achieved throughout the year. We are proud of the hard work taking place in our classrooms each day, and this is a chance for students to showcase that effort.
Please take a few moments to review the attached testing calendar so you are aware of important dates. We also encourage families to help students be set up for success by following a few simple best practices—getting a good night’s sleep, eating a healthy breakfast, arriving to school on time, and maintaining a positive mindset.
We believe in our students and know they are well-prepared. Thank you for your continued support in helping them do their very best during this testing season.
Coffee with the Superintendent!
I invite you to join me in the foyer of the ITM auditorium on April 16, from 7:30–8:30 a.m. for Coffee with the Superintendent. This informal gathering is a chance for me to share updates on what’s currently affecting our school district, and for you to ask any questions or share your thoughts.
I will host these sessions quarterly (April, July, October, and January) as a way to stay connected with our community. If you’re unable to attend, please know you can always reach me at jturner@ingramisd.net. I hope to see you there!
