Provide Feedback on Cell Phone and Personal Device Use in Schools
During the last school year, LCPS enacted a cell phone policy (School Board Policy 8655 - Student Personal Device Use) that ensured students could receive their instruction free from the distraction of cell phones.
In April 2025, the General Assembly of Virginia adopted an amendment to Section 22.1-79.3:1 of the Code of Virginia to address student cell phone and smart device use at school. Virginia law now broadly “restrict[s] student cell phone and smart device possession and use on school property from bell to bell,” meaning “after the first bell rings at the start of the school day to begin instructional time until the dismissal bell rings at the end of the school day.”
We know many students bring personal technology to school with the intention of using devices for educational purposes, and this change may have potential impacts on available digital tools or preferences, productivity, visibility to your students’ location, and more. Virginia law defines “smart devices” as any personal electronic device that can connect to the Internet and wirelessly collect, process, and transmit data, including cell phones, laptops, smart watches and tablets. This definition would cover personal computers, Macs, and any other device that is internet-connected.
Students will still be able to use specific personal technology as required for documented accommodations to support Individualized Education Plans (IEPs), 504 plans, medical needs, or English Learners.
We are asking for your feedback on potential positive and negative impacts, so we can address any gaps and unintended consequences due to aligning LCPS policies with the new state law. Your feedback is valued and appreciated. Participate in the Thought Exchange.
Expanded Literacy Screening for Select Grades 4–8 Students
This school year, LCPS will expand the Virginia Language and Literacy Screening System (VALLSS) to include select students in grades 4–8. This state-required literacy screener helps teachers understand each student’s reading development and tailor instruction accordingly. Students may be selected for screening based on specific criteria, including SOL results, accommodations or enrollment status. Schools will share details directly with eligible families. Students who do not pass the reading SOL will receive evidence‑based interventions during the school day. For more information, visit the LCPS Literacy Plan webpage.

SEAC Is Seeking Parent Representatives
The LCPS Special Education Advisory Committee (SEAC) advises the Loudoun County School Board on the needs of students with disabilities. SEAC meets monthly to discuss important topics and progress in the special education community as well as conduct SEAC business meetings, including a public comment forum. SEAC is seeking parents/guardians of students receiving special education services to be their school’s PTA/PTO SEAC representative. Representatives attend monthly SEAC meetings and share what they learn with other families and staff at their school. To make this easy, SEAC provides talking points and other information after each meeting. SEAC’s first meeting of the school year is on Wednesday, Sept. 10, 6 p.m. to 8:30 p.m. in the LCPS Administration Building (21000 Education Ct., Ashburn). If you are interested in serving as your school’s SEAC representative, speak with your PTA/PTO president to volunteer in this capacity and forward your contact information to SEACViceChairMembership@lcps.org as soon as possible. Learn more about SEAC.
Be a Host for Job for a Day
LCPS Job for a Day is happening Wednesday, Nov. 19. This program of opportunity, options and access gives 10th and 11th-grade students the chance to explore careers by shadowing professionals in the workplace. The experience benefits both students and the businesses that volunteer to host and share their operations, impact and expertise.
Families with businesses or company connections are invited to participate as hosts. Opening doors provides students with real-world insights into the field, introduces them to the skills and responsibilities of the profession, and demonstrates LCPS’ commitment to supporting every student’s future success. Interested in hosting? Learn more and register at Job for a Day.

September is Attendance Awareness Month. This school year, make school attendance a priority and help your student develop good habits that last a lifetime. Ways parents and guardians can help their students get into the habit of regular on-time school attendance include:
Make sure your student keeps a regular bedtime and establishes a morning routine.
Turn off all electronics, including TVs, phones and tablets at bedtime.
Make sure clothes and school supplies are ready the night before.
Develop backup transportation plans to school if the normal routine is interrupted. Call on a family member, neighbor or another parent to take your student to school.
Avoid scheduling medical appointments or extended trips when school is in session.

Please see the Policy Review webpage for more details about policies currently under review and feedback submission deadlines. Providing input does not guarantee that the feedback will be included in the final policy. All feedback will be reviewed by the School Board Committee as they develop policies for submission to the entire School Board. The authority for final approval of any policy lies solely with the Loudoun County School Board.
