Monthly Bond Construction Update
January 16, 2026
THANK YOU
As always, we want to thank our voters for approving the $49 million construction bond to provide improvements to Banks School District facilities. With the Oregon School Capital Improvement Matching (OSCIM) grant, we have a total of $55 million to complete the following projects:
Banks High School Addition
Campus-wide traffic flow improvements
Locker room modernization
Auxiliary gym addition
Safety and security
Elementary and middle school HVAC and roof repair
We’re working with partners Cornerstone Management Group, BRIC Architecture, and P&C Construction to steward these funds well and complete projects on time.
THE LATEST
Project Preview
We are excited to share this flyer-over video rendering to show what district facilities may look like once our construction projects are complete. We know that as we continue through the process, some details will change, but this provides a great representation and sneak peek of the improvements made possible by our community’s support.
Construction & Preservation Plans
Construction is underway! Part of the process involves taking down old structures, including the high school south wing, the former admin center (the old building), and the barn. So, large equipment will continue to be on site at the Banks School District, with demolition likely taking place through February.
We know that changes like this, especially replacing old structures, can bring about a range of reactions. We want the Banks community to know that as part of this work, we are taking great care to preserve our school, community, and building history. Throughout this effort, we are working closely with and following the guidance of the State Historic Preservation Office. We have a dedicated team that is planning the details of salvaging items and materials from the buildings, including the board room mural, to incorporate into our updated spaces. Thanks to Dave and Bill Schlegel, who are helping to oversee the removal and recommissioning of the mural. Along with preserving items, we are also planning to showcase artifacts of historical significance via digital formats, such as a web page, a coffee table book, and a documentary produced by BHS students. We are excited to be able to share those with you in the coming year.
Thank you for your continued support to enrich our facilities, ensuring that our students have safe, healthy, accessible, and innovative learning environments that enhance their school experience and are a source of pride for the community. We will continue to keep you up to date, and if you have any concerns or questions, please feel free to reach out to the school district office.
In-Kind Work
P&C Construction serves as the main point of contact for contractors or vendors in the community who are interested in contributing in-kind work to these bond projects. If you have leads or referrals for this type of work, please contact Brian Sica at the Superintendent’s Office at brians@banks.k12.or.us or 503-324-8591.
COMING UP
For the Banks High School addition, we will have a planning commission hearing in late January or early February, with grading and site utilities work beginning in late February or early March.
Five Star Builders has ordered the aux gym pre-engineered steel building, with construction expected to begin in March. The new gym is expected to be ready by Early Winter 2026!
For the Banks Creek culvert repairs, we have completed surveying and held site meetings with consultants and agencies. Our teams are working on a proposal for design and permitting with culvert repairs planned for summer 2026.
P&C Construction will provide a bond project budget update on Jan. 13, with final construction documents expected at that time.
BOND OVERSIGHT COMMITTEE
The Bond Oversight Committee meets quarterly to monitor bond-funded construction projects and help citizens stay informed about new construction and renovation projects in the district. The committee met in December and presented to the board on Monday, Jan. 12.
