Structured Literacy Structured Literacy

What is structured literacy? Structured literacy is defined as “systematic, explicit instruction that provides a strong core of foundational skills in English.” It integrates listening, speaking, reading, spelling, and writing, and emphasizes the structure of language across the speech sound system (phonology), the writing system (orthography), the structure of sentences (syntax), the meaningful parts of words (morphology), the relationships among words (semantics), and the organization of spoken and written discourse.

In the first-ever Highlighting Structured Literacy section, PDE invites you to read Secretary Rowe's Substack on structured literacy, what it means for schools and administration, and provides an in-depth overview to orient you on all things structured literacy in PA.

Structured Literacy: Update Structured Literacy: Update

Act 135 of 2024

The lists and resources associated with Act 135 of 2024 are now available on the Structured Literacy webpage on PDE's website. The lists include evidence-based reading curricula, intervention materials, and professional development opportunities around Structured Literacy.

A list of approved universal screeners will be forthcoming, pending a review of Act 47 of 2025.

The Learning Network The Learning Network

The Learning Network is a free resource that has been bringing the world into classrooms for 26 years. Through features such as writing prompts, contests, discussion forums, and lesson plans, the site provides daily opportunities for teenagers to both learn more about current events and raise their voices in response to them. Here are four quick facts about the site:

• The Learning Network publishes hundreds of teaching resources each school year. These resources all use content from The New York Times — articles, essays, images, videos, graphics, and podcasts — as teaching tools across subject areas.

• The regular daily and weekly features run from September through May, with special resources published throughout the summer.

• The intended audience is middle and high school teachers and students (age 13 and up). That said, we know that our content is also used in elementary schools and colleges, and much of it is appropriate for both.

• All of the resources are free — and everything linked to in The Times is free as long as you access it from the site. You do not need a Times subscription to use The Learning Network.

Writing in Action: Around the World with the Gingerbread Man Writing in Action: Around the World with the Gingerbread Man

A kindergarten teacher at Homer, Mrs. Tanya Hirsch, recently started a creative Gingerbread Men project with her students. After the children crafted their gingerbread men, they escaped the classroom, prompting Mrs. Hirsch to post a fun update on Facebook asking friends and family to keep an eye out for them.

What happened next has been nothing short of magical. The post gained traction, and the classroom has since been flooded with letters and photos from people all over the world claiming to have "spotted" the gingerbread men in their own cities. The students have received mail from across the United States, and the globe - coming from as far away as Australia!

This project has transformed a simple classroom lesson into a global geography and literacy experience for these young learners. Seeing the excitement on the students' faces as they open mail from different continents is a wonderful testament to the power of community and imagination.

Information and Media Literacy Toolkit

In his second budget address, Governor Josh Shapiro charged the Department of Education and our Office of Commonwealth Libraries with developing resources to help schools incorporate information literacy into all aspects of learning so that our youngest Pennsylvanians have the skills to navigate the world around them. As more and more Pennsylvanians turn to digital sources for news and information, it’s more important than ever that students be equipped with the skills to discern between fact and fiction online. Information literacy is a vital component of the high-quality academic standards taught across the Commonwealth. These new resources will not replace those standards. Rather, PDE will provide tools that schools can use to enhance existing lessons and empower the next generation of Pennsylvanians.

Teach Plus PA Literacy Leadership Coach

(In-person, Pittsburgh-based)

Our Why

Teach Plus is a national nonprofit whose mission is to empower excellent, experienced, and diverse teachers to take leadership over key policy and practice issues that advance equity, opportunity, and student access. The Teach Plus team exists to breathe life into the Student Opportunity Mandate: All students should have the opportunity to achieve their potential in an education system defined by its commitment to equity, responsiveness to individual needs, and ability to prepare students for postsecondary success. At the heart of our work is advocacy for collective impact, beginning with classroom teachers.

What We Do

At Teach Plus, we believe in equity-driven teacher leadership. When we invest in developing our most talented teachers into teacher leaders who are well-informed, persuasive, and prepared to lead, they have deep leverage in advancing equity for students, for students of color, low-income students, and those from underserved communities. To close the opportunity gap and to ensure equitable access to a world-class education for all students in the schools and communities we serve, we ignite systems change at multiple levels through our Policy Fellowship and Instructional Leadership programs designed to inspire and equip teachers.

What You’ll Do

Teach Plus is launching the Literacy Forward Network Pennsylvania, a multi-district initiative focused on supporting the implementation of evidence-based reading instruction grounded in the science of reading. This program aims to increase literacy achievement by equipping small to mid-size districts in Southwestern PA with the tools, coaching, and leadership capacity to drive sustainable improvements in reading outcomes through teacher leadership.

Teach Plus’ Teacher-Led Practice Initiatives are innovative programs that engage, develop, and support teacher leaders to generate, implement, and manage change in district and school practices that impact teaching and learning, school culture and climate, and instructional effectiveness. This is a critical leadership opportunity for an experienced coach who is passionate about literacy, teacher leadership, and equity.

The Literacy Leadership Coach will be responsible for the following:

  • Coaching & Development: Provide high-impact coaching to a diverse cohort of Teacher Leaders from participating schools in Southwestern PA.

    • Deliver feedback, guidance, and on-site literacy coaching to strengthen structured literacy instruction.

    • Support Teacher Leaders’ growth through bi-weekly 1:1 and small group sessions, literacy and leadership development conversations, and ongoing observation-based feedback.

  • Professional Learning Facilitation: Plan, design, and facilitate professional learning for Teacher Leaders and school partners, including:

    • Bi-monthly cohort meetings, multi-day hands-on training, quarterly convenings, and other sessions as needed.

    • Ensure professional learning aligns with equitable teaching practices and evidence-based continuous improvement cycles.

  • Collaboration & Partnership: Build and maintain strong, trust-based relationships with school, district, and Teach Plus leaders.

    • Partner with them to create and implement strategic literacy and leadership goals, develop improvement plans, monitor progress, and adjust strategies as needed.

  • Program Implementation & Planning: Serve as the primary point of contact for Teacher Leaders, addressing needs, answering questions, and providing resources.

    • Collaborate with the Teach Plus Program Director and school leaders to plan for future school years, including designing and co-facilitating professional learning for 2026 and 2027.

  • Data Review & Continuous Improvement: Participate in quarterly data review sessions with Teach Plus staff and district partners to evaluate progress, inform instructional strategies, and ensure program goals are met.

What You’ll Need to be Successful

  • Structured literacy training and/or certification (e.g., Reading Specialist certification, LETRS, AIM Institute, Wilson, Orton-Gillingham, etc.) with deep knowledge and practical application of the Science of Reading.

  • Experience coaching teachers and/or school leaders in diverse or under-resourced environments, including leadership development and facilitating instructional inquiry.

  • Demonstrated success leading literacy-focused school transformation and instructional improvement in elementary literacy.

  • Strong focus on data, using analysis to inform instruction and drive continuous improvement.

  • Experience designing and delivering professional development, supporting adult learning, and leading instructional initiatives.

  • Commitment to educational equity and belief in the power of teachers to improve outcomes for all students.

  • Ability to support evidence-based reading practices and ensure instructional approaches align with current research to improve student literacy outcomes.

Start Date and Term

The target start date for this position is February/March, but it is flexible based on the candidate’s availability. This is a 2.5-year, grant-funded position, contingent upon the program’s continued funding, organizational needs, and annual performance.
