PBIS MYTHBUSTERS π
PBIS Myth
"PBIS is manipulative because it uses reinforcement."
PBIS FACT
All human environments use reinforcement systemsβgrades, salaries, praise, social approval, and natural consequences. PBIS makes reinforcement transparent, instructional, and equitable.
Rather than manipulation, it focuses on:
- Teaching expected behaviors explicitly
- Reinforcing behaviors that support learning
- Reducing reliance on punishment
Further Reading
Tier 1 Student Reinforcement Systems (Center on PBIS),
Tier 1 Student Reinforcement Systems, a resource from the Center on PBIS, explores why acknowledgment and reinforcement are part of Tier 1 PBIS and the rationale for using them intentionally. It also addresses the misconception that reinforcement is inherently manipulative.

PaPBS Discipline Referral (ODR) Triangle Data Report (2023-2024)
The 2023β2024 PaPBS Network Office Discipline Referral Triangle Data Report highlights strong behavioral outcomes across Pennsylvania, showing that over 90% of elementary students and more than 80% of secondary students in implementing schools receive no more than one discipline referral per year. While statewide ODR patterns generally reflect national trends, the findings demonstrate that elementary settings achieve the lowest referral rates and highlight complex patterns as schools expand into advanced tiers, emphasizing the ongoing opportunity to strengthen targeted and intensive behavioral supports in secondary and specialized settings.
PaPBS Network Process Report (2023-2024)

Highlighted by high attendance at statewide events like the annual Implementersβ Forum and the successful onboarding of new facilitators, the report underscores strong professional development momentum while emphasizing key opportunities to further expand facilitator capacity, integrate academic MTSS, and broaden training reach for advanced tiers and specialized settings.
