Dear Caldwell ISD Community,

As we close out November, I’m reminded of how much we have to be grateful for across our district. From classroom learning and student leadership to athletics, fine arts, and campus celebrations, our Hornets continue to make us proud each day. I’m thankful for our dedicated staff, supportive families, and outstanding students who make Caldwell ISD such a special place.

Public Input

There was no public input this month.

Superintendent’s Report

Enrollment Report:

The enrollment of Caldwell ISD is currently 1,832 students.

Informational Reports

Finance Reports:

Heather Escalante, Deputy Superintendent, presented the October Financial Reports. The full report can be viewed HERE.

District of Innovation Plan:

The Board heard a presentation from Mrs. Escalante on the district’s District of Innovation (DOI) plan, which allows Caldwell ISD certain flexibilities, such as setting an alternative start date and adjusting the instructional calendar. A committee will begin meeting in December to review DOI plans from other districts and develop an updated version for CISD, a routine process prompted by recent legislative policy changes. The updated plan will be posted for public review before a hearing and board consideration in April 2026. The full presentation can be viewed HERE.

Class Size Presentation:

Erin Supak, Chief Academic Officer, presented information to the board on class sizes for grades Pre-K through 4th, including requirements outlined in legislative statute and board policy. CISD is currently meeting all required ratios. Though it was noted that many nearby districts have expanded or removed these limits through their DOI plan, the district has no intention of seeking exception to exceeding the 22:1 ratio. Several board members expressed interest in exploring lower student–teacher ratios in the future to better support teachers and students. The full presentation can be viewed HERE.

New Business (Action Items)

Consider and Approve Policy Update 126:

The Caldwell ISD Board of Trustees unanimously approved Policy Update 126, part of a large set of statewide policy changes resulting from an unusually heavy legislative session. Mrs. Escalante shared that districts received 236 new action items—significantly more than in past years—with major updates affecting board agenda posting timelines, grievance windows, bus seat belt requirements, website transparency, teacher certification requirements, parent-teacher conferences, and parental consent processes. The full presentation can be viewed HERE.

Consider and Approve Resolution Authorizing Public Resale of Tax Trust Properties:

The Caldwell ISD Board of Trustees unanimously approved a resolution authorizing the public resale of district tax trust properties which are located in the Cade Lake subdivision. John Banks of Perdue, Brandon, Fielder, Collins & Mott explained that roughly 30 small lots will be offered at about 25% of their appraised value due to acreage requirements tied to septic system regulations. He also noted that the lots are scattered throughout the subdivision and will be sold in conjunction with a broader tax sale.

Consent Agenda

Meeting Minutes:

The Board of Trustees unanimously approved the meeting minutes.

The Board Meeting adjourned at 6:55 PM.
