Resource Guide for Supporting Deaf, DeafBlind, and Hard of Hearing Individuals

The Office of Developmental Programs (ODP) is excited to announce the annual publication of the Resource Guide for Supporting Deaf, DeafBlind, and hard of hearing Individuals.

The purpose of this guide is to offer resources in one central location for those who support or care for someone who is Deaf, Hard of Hearing, or DeafBlind, and receives supports from ODP. The guide provides some of the most frequently accessed resources to assist in addressing the unique needs of these populations, such as information about American Sign Language (ASL) courses, home modifications, assistive technology, a foundational organizations directory, and so much more!

Development of this guide included input from individuals within the Deaf, DeafBlind, Hard of Hearing, and hearing communities and will be revised annually.

This guide is attached and can also be found on MyODP under the Resource Guide for Supporting Deaf, DeafBlind, and Hard of Hearing Individuals.

For questions, email RA-ODPDeafServices@pa.gov.

What Families Need to Know About Restraints

Student safety is a top priority for all educators. School staff are trained to help students with disabilities manage their emotions and behavior. They use different techniques to de-escalate students, refocus attention, and reduce behaviors that could create unsafe situations. As a last resort, staff may need to use restraints to ensure the safety of the student and others. This publication explains some of the details.

What Families Need to Know about Manifestation Determination

School staff are trained to understand how a student’s disability might affect their actions and to use strategies like calming techniques, positive behavior supports, and clear expectations and routines to help them be successful in school. Even with these strategies in place, a student’s behavior can lead to a disciplinary change in placement. When that happens, the school must conduct a manifestation determination meeting to determine whether the behavior was related to the student’s disability. This publication highlights this information for families.

Procedural Safeguards

The Procedural Safeguards Notice includes a full explanation of rights available to parents of a school age child with a disability when their child has been referred for or is receiving special education services. This model form provides a format that LEAs may choose to use to provide information about procedural safeguards to parents. This revised Procedural Safeguards Notice includes updated contact information and the Bureau of Special Education Complaint Information Packet and Form.
