Bell to Bell, No Cell Policy
To support a focused learning environment and minimize distractions during the school day, Howe Public Schools will continue implementing our Bell to Bell, No Cell policy in accordance with Oklahoma law. Oklahoma law requires school districts to adopt policies regarding student use of cell phones and personal electronic devices during the school day, and our Board of Education has adopted a bell-to-bell policy for Howe Public Schools. Here's what this means at Howe:
During the School Day
Students may not use personal electronic devices—including cell phones, smartwatches, earbuds, smart headphones, tablets, or similar personal devices—from the first bell until the dismissal bell.
School-Issued Devices
School-issued devices used for instructional purposes are not affected and will continue to be used throughout the school day.
Health & Student Support Exceptions
Students who require a personal electronic device for documented medical needs or as part of an IEP, Section 504 Plan, or other approved accommodation may continue to use those devices as outlined in their plan.
Emergency Situations
Students may use personal electronic devices during emergencies or other situations permitted under district policy.
We appreciate your partnership as we continue to create classrooms where students are engaged, focused, and ready to learn. Thank you for helping reinforce these expectations with your child before the school day begins.

FREE Breakfast & Lunch for All Howe Students – Again This Year!
We're excited to share that Howe Public Schools will once again provide FREE breakfast and lunch to every student during the 2026–2027 school year through the Community Eligibility Provision (CEP) program.
This marks our second year participating in CEP, allowing us to continue ensuring that every student has access to healthy, nutritious meals each school day at no cost to families.
Before qualifying for CEP, Howe Public Schools proudly absorbed more than $100,000 annually to keep meal costs from becoming a burden on our families. Thanks to CEP, we can continue providing this important benefit while directing those local resources toward supporting student learning and success.
We're grateful for the opportunity to continue investing in the well-being of our students. Here's to another great year of learning, growing, and thriving together!
