❓ R10 Most Asked Questions ❓
❓ When will the Texas Academic Performance Reports (TAPR) be released?
Late November 2022
The TEAL listing should be posted the first week of December.
❓What accountability is a district required to share?
Each district must post its 2022 accountability ratings on its website. They must also provide information directly to parents regarding school performance. For detailed information on what is required, see the Posting FAQ.
❓ Where can students and staff find practice?
❓ Has the time limit for STAAR testing changed?
TEA is removing the maximum time allowed for STAAR assessments based on feedback from educators, parents, and students, as well as other changes to the program.
Districts will no longer have to stop students from testing after a four- or five-hour testing period. Students are expected to complete STAAR tests in about three hours. Any students who are still testing after four hours should be consolidated into a general testing area to continue testing. Students may continue testing until the end of the school day.
❓ How much is the Extended Constructed Response worth?
The ECR (Extended Constructed Response) is worth 10 points. There will be two graders with a maximum of 5 points each.
❓ What is the character count limit for the extended constructed response?
Reading SCR will be 475
Writing SCR will be 475
ECR will be 2300
❓ Who can make changes to AskTED?
The TED Administrator, you can find out who this is on AskTED. Search by District, Personnel, Include Other District Roles, TED Administrator
Charter Schools may email CharterAskTED@tea.texas.gov
❓ When will the information about the 2023 Accountability Reset and new targets come out? Fall 2022
❓ What is TPRS? Is it the same as TAPR?
The Texas Performance Reporting System (TPRS) integrates state and federal reporting requirements into a single reporting system that can be viewed at the campus, district, region, and state level. As the most comprehensive reporting system published by TEA, TPRS provides additional performance reports, results, and indicators for student groups not previously reported on state accountability data tables, the Texas Academic Performance Reports (TAPR), or the School Report Card. TPRS is the enhanced online version of TAPR. It has been recently updated with Remote vs. In-Person Data. TEAL Accountability application will show you unmasked data.
The TPRS Glossary provides definitions, describes methodologies, and lists sources for each tab in the TPRS system.
Update District Contacts in AskTed
Please remember to update AskTED with any changes for the 2022-2023 school year.
Check to make sure you have a DTC and an Accountability contact in AskTED and that they are current. Only 40% of Region 10 districts have someone listed for the Accountability district contact.

ACCOUNTABILITY Spotlight
This Week in Performance Reporting Oct. 14
What’s New in Performance Reporting
A–F Accountability
The Texas Accountability Advisory Group (TAAG) recently met to discuss updates regarding the 2023 Accountability Refresh. You can find meeting materials as well as meeting notes on the 2023 Accountability Development page.
Military Enlistment Data
Beginning with 2023 annual graduates, TEA will award College, Career, and Military Readiness (CCMR) credit for graduates who enlist in the military by December 31 following graduation. Districts must obtain a completed DD Form 4 “Enlistment/Reenlistment Document-Armed Forces of the United States” from a student who has enlisted. The DD Form 4 must be completed in full, including all required signatures by the student and the enlistment officer, and submitted via a secure upload process which is expected be available from March through June of 2024. An example of the DD Form 4 is available from the DoD site here.
To learn more, view this To the Administrator Address letter.
Local Accountability System
Now is the perfect time to explore the local accountability system and how your district can develop a plan using your existing priorities and data! Districts may use the 2022–23 school year to develop a plan for approval and application to 2023 accountability year or develop a plan for application to the 2023–24 school year.
Districts wishing to learn more about the local accountability system and how to develop a district local accountability plan can participate in a 45-minute overview webinar with time for Q & A.
Webinar registration links for October are below.
Assessment Scoring and Reporting
December 2022 STAAR Administration
- Student Eligibility and Retester Information
As a reminder, districts should ensure that all students eligible for the December end-of-course (EOC) administration of the State of Texas Assessments of Academic Readiness (STAAR®) have the December EOC Eligibility field set to “Yes” in the Test Information Distribution Engine (TIDE) by October 6, 2022. The Retester and End-of-Course Eligibility fields will be updated on October 14, 2022, for students who previously took a STAAR assessment and did not meet the passing standard.
- Indicate Students Eligible for Paper Administrations
As a reminder, if a student is eligible for a special paper administration of an online assessment, ensure that the Special Ed Indicator Code or Section 504 Indicator Code is set to “Yes” in TIDE. District personnel must also set the student’s Test Mode to “Paper” and make the appropriate Paper Test Format selection. If these settings are not entered correctly by October 6, 2022, for students who need to test on paper, materials for these students will not be shipped with initial orders.
Initial order materials quantities are available for verification by districts, and districts must confirm sufficient quantities by October 6, 2022. If additional paper materials are required after this deadline, district personnel will be responsible for entering their own counts during the additional order window.
- District and campus personnel can verify the number of their students that have been added to TIDE using the Frequency Distribution Report task in the Student Information This report can provide numbers of students by grade level and provide details including the number of students who are marked eligible for EOC assessments, the number of students who are marked as eligible for special paper administrations, and the number of students eligible for alternate assessments.
- Out-of-District and Out-of-School Registration

Texas Formative Assessment Resource (TFAR)
TFAR is a free, optional platform used by educators to create, administer, analyze, and share formative assessments. Teachers will be able to analyze the results of these formative assessments to help inform instructional choices such as making immediate lesson plan adjustments or providing specific interventions for students at the level of individual standards.
TFAR is meant to supplement and support existing LEA resources and formative assessment practices. Assessments created in TFAR should be combined with a broader set of classroom formative practices that are part of a coherent instructional framework.
Additionally, formative assessments from select, high quality instructional materials (HQIM) with an open education license will be available to administer through the same online test administration system as assessments created using TFAR. Assessments from math and RLA curricula, grades K-5, will be prioritized, and other, select curricula’s assessments will be released on a rolling basis. More information about which HQIM products’ tests will be available in the online system and the release dates of these tests will be available in the fall.
STAAR Redesign 2022-2023
❓ How will a student qualify for a paper test?
TELPAS Spotlight
Redesign of TELPAS Reading and Writing
Based on input from educators, the Texas English Language Proficiency Assessment System (TELPAS) reading and writing domains will be combined in an online test for students in grades 2–12 this year.
Because of this new standardized version of a writing assessment, districts will no longer need to holistically rate writing samples for students in grades 2–12.
Students in kindergarten and grade 1 will continue to be holistically rated in all four language domains—listening, speaking, reading, and writing.

ADVANCED ACADEMICS Spotlight
There is a verification process in TEAL for the SAT and ACT college preparation assessment reimbursements. This verification process has occurred in November/December in the past.
Here is past TEA communication:
TEA will release the ACT/SAT testing data to districts in TEAL for districts to review, verify and submit for reimbursement. The person responsible for this project must have Accountability-level access in TEAL. Only the Superintendent can grant this level of access in TEAL.
In the TEAL application, districts will need to review the following four categories:
- School Day – Matched: This link is an Excel file that districts may download, review and keep for record-retention. TEA assumes that if a student tested in the school day environment, the district paid for the cost of the exam at the state-negotiated rate and is eligible for reimbursement. *
- *Since the School Day – Matched students are automatically considered for reimbursement, districts whose students did take a school day assessment but did not pay for their students must opt out. This is not needed for districts that want to be reimbursed for national day students.
- National Day – Matched: This link provides access to an application where districts SELECT the students for whom the district paid and who tested on a national testing day. Districts must ADD the 10-Digit Student ID. To be eligible for reimbursement, districts must identify students and verify the district paid for the cost of the exam.
- School Day/National Day – Unmatched: This link provides access to an application where districts SELECT the students for whom the district paid and who tested on a national or school testing day. Districts must ADD the 10-Digit Student ID. To be eligible for reimbursement, districts must identify students and verify the district paid for the cost of the exam.
- Not Represented: Any student for whom the district paid for an assessment and is not found in any of the above categories. The district will have the opportunity to submit the student for a reimbursement request while the TEAL application is open.
We are lining up many things for your secondary advanced academics needs this Fall. Please mark your calendars for the opportunities listed below and know that more details and options will be on the way. Some registration links are not yet active, but they will be soon!

Texas Education Agency
(512) 475-1497
To the Administrator Addressed Update Oct. 13
The following new Texas Education Agency Correspondence has been posted at the TEA website:
Date Title Division
October 13, 2022 Identification and Recruitment of Migratory Children Federal Program Compliance Division
October 13, 2022 Attendance Projections for the 2023-2024 and 2024-2025 School Years Attendance Projections for the 2023-2024 and 2024-2025 School Years
October 13, 2022 Notification of the Release of Adopted FASRG Version 18 Financial Compliance
Attendance Projection Data Collections Oct. 13
The Attendance Projections module in the Foundation School Program (FSP) application will open on Monday October 17, 2022. Attendance projections are estimates of student average daily attendance (ADA), enrollment, or full-time equivalent (FTE) counts by program or instructional setting. The Texas Education Agency (TEA) develops these attendance projections and will provide them to the Legislative Budget Board by March 1, 2023. The Legislature then uses these projections to determine the cost of public education for the next biennium (school years 2023–2024 and 2024–2025).
Methodology:
The Attendance Projections module is preloaded with TEA’s projections, which are developed using historical data and growth assumptions. Historically, TEA has used a five-year growth rate to develop projections. However, due to the pandemic, growth from 2017–2018 to 2021–2022 was -0.79%. Actual 2021–2022 ADA decreased to 89.3% of enrollment, whereas in the three prior years it was 92% of enrollment.
Assuming this pandemic-related decline is likely not realistic and applying an overall decline each year of 0.79% would have had a large negative impact on funding, TEA used an alternative methodology. With the new methodology, LEAs are getting an increase from the 2022–2023 ADA projections, inflated (prorated based on LEAs percentage of total ADA) to reach the statewide goal of 92% ADA to enrollment ratio which is 5,008,806 ADA. In 2023–2024 and 2024–2025, the same method was applied but using a statewide goal that is a 0.31% increase from each prior year. The 0.31% was chosen because the last pre-pandemic year (2018–2019) showed a growth from 2017–2018 of 0.31%, and the enrollment 5-year growth 2017–2018 to 2021–2022 was 0.13%.
Additionally, in the last biennium attendance projections, growth was around 0.71%; the 0.31% would continue with a trend of overall declining growth but still positive growth. TEA’s statewide attendance projections for 2023–2024 and 2024–2025 are 5,024,480 and 5,040,203.
Please note: For the 2022-2023 ADA projections, these 2022-2023 projections will not change what is on the Summary of Finances (SOF) reports for 2022-2023, and they are solely being used as a baseline to project the 2023-2024 and 2024-2025 school years.
Next Steps (action required):
Local educational agencies (LEAs) can enter their own projections or accept TEA’s projections. LEAs should examine local factors that may result in different estimates than the pre-loaded projections, to avoid larger-than-needed settle-up issues. LEAs can enter their own projections or accept TEA’s projections. The Attendance Projection module will close at midnight on December 14, 2022. Failure to submit the required attendance projections data by the deadline will result in TEA using its own projections as part of the appropriations process for state aid calculations during the next biennium.
Impacts:
For cashflow purposes, the payments made LEAs during the upcoming biennium will be based on final attendance projections submitted to the Legislature. These ADA and FTE estimates will ultimately be shown in the Legislative Payment Estimate (LPE) column of the Summary of Finances (SOF) reports and are not subject to revision. Final earnings will, as always, be based on actual ADA and FTEs submitted to TEA at the conclusion of a school year.
Please note: This submission impacts the 2024–2025 and 2025–2026 Financial Integrity Rating System of Texas (FIRST). FIRST Indicator 15 (Indicator 16 for charter schools) measures the difference of the LEA’s attendance projections compared to the actual ADA reported to TEA. It also measures if a LEA certified its projections. Please contact Robin Aldridge at (512) 463-3940, David Marx at (512) 463-2945, or email financialaccountability@tea.texas.gov if you have additional questions regarding FIRST.
Technical Assistance, Resources and Contact Information:
The FSP application in TEAL requires that a designated district approver, usually the superintendent, submit the attendance projections data to the TEA. If you already have a TEAL account but do not have access to the FSP application, please apply for access by clicking the My Application Accounts button found in the upper-left corner of the Self-Service menu in TEAL. If you already have access to the FSP application, please check that you have the appropriate role assigned for submitting the data. You will need to select either the role of pupil projections user or district approver (usually the superintendent).
Your LEA’s Service Account Manager must approve all requests for access to the FSP application and modifications to access via the TEAL. (Note that Service Account Manager is a role within the TEAL system. Each employing organization must have at least one employee with a Service Account Manager status.) If you have submitted a request for access to modify access and it has not been granted, please consult with your superintendent or district approver or check with your LEA’s Service Account Manager to check the status of the request before contacting the TEA.
For more information on the FSP System, including information on applying for specific roles in the system, please see the TEA FSP System web page. For more information on the Attendance Projections subsystem in the FSP System, please visit the Attendance Projections web page. For help with accessing the FSP application or submitting attendance projections data, please contact Thomas Heil at ADAprojections@tea.texas.gov or at 512-463-9622.
