Test Security & confidentiality Requirements

Maintaining the confidentiality of the TELPAS program involves protecting the contents of all secure test materials, including test booklets; online assessments and test tickets; and TELPAS calibration activities and components for holistically rating student performance.

Testing Accommodations

The following accommodations, or Designated Supports, are available to eligible students taking the TELPAS online tests.

  • Designated supports approved locally:
  • Individualized structured reminders
  • Manipulating test materials
  • Basic transcribing
  • Large print (approved paper only)
  • Designated supports that require TEA approval:
  • Extra day

The following procedures are NOT permitted, as they may invalidate the test.

  • Students may not receive reading assistance.
  • Students may not use English-language or foreign-language reference materials.
  • Test questions, reading selections, and listening passages may not be translated.
  • Test questions, answer choices, and selections may not be rephrased, clarified, or read to students.

Administration Directions

Prior to testing, familiarize yourself with the administration directions that you will read aloud to students. The TELPAS online test administration directions take into account the difficulties that some ELLs have in understanding oral administration directions in English, as well as some students’ limited experience with standardized testing.

Materials for Testing & Seating Arrangements for Listening & Speaking

Test administrators need the following materials on the day of testing:

  • seating chart
  • Session Roster(s) (a list of students assigned to the test session)
  • printed student test tickets (secure documents that provide unique TestNav login information for each student)
  • scratch paper for each student
  • pencils for use with the scratch paper

For the listening and speaking test, you will also need to gather headsets or headphones and microphones for students to use to complete the test.

TELPAS Online TELPAS Online

STARTING TELPAS Online Tests

To log students into an online test, follow the steps below for each student.

1. Log out of the chromebook

2. Click on the Secure Test Browser on the Chromebook

3. When the Student Sign-In page appears, enter the student’s first name and TSDS ID exactly as they appear on the student test ticket.

4. Enter the session ID.

5. Click the Sign In button. After signing in to the Student Interface, students must verify their personal information on the page.

6. Students can select their tests from the Your Tests page that appears after students verify their personal information. The Your Tests page displays all the tests that a student is eligible to take. Students can only select tests that are included in the session and still need to be completed.

7. Depending on the test content and the specified test settings, students may need to verify that their testing device is functioning properly from the Audio/Video Checks page. If a test does not require functionality checks, this page is skipped.

8. The Instructions and Help page is the last step of the sign-in process. Students may review this page to understand how to navigate the test and use test tools as well as review their test settings. This page may also contain additional test instructions or acknowledgments that a student needs to review in order to proceed.

9. To start the test, students select Begin Test Now.

TELPAS Transition-Year Assessments (2026–2027 and 2027–2028) TELPAS Transition-Year Assessments (2026–2027 and 2027–2028)

ELPAS Transition-Year Assessments (2026–2027 and 2027–2028)

In the Fall of 2024, the Texas State Board of Education (SBOE) adopted new English Language Proficiency Standards (ELPS). These new standards will become effective in classrooms in the 2026–2027 school year. As a result of the changes to the ELPS, the Texas English Language Proficiency Assessment System (TELPAS) will transition to a new assessment.

Before the new assessment is implemented, transition-year assessments will be used during the 2026–2027 and 2027–2028 school years to measure the English language proficiency of emergent bilingual (EB) students.

During the transition period, the current proficiency level descriptors (PLDs) will continue to be used for the purpose of assessment. In addition, TELPAS will follow the assessment blueprints currently in place. The transition-year assessments will only include questions aligned to standards where there is an overlap between the current and the new ELPS.

The draft assessed curriculum for the transition-year assessments is linked below.
