October 2021 Newsletter
A message from the Superintendent
This fall has returned so many joyful sights and sounds to us here at Norfolk Public Schools: smiling children and hands raised high in our classrooms, cheering fans, and energetic athletes on our fields.
We have been delighted to return to full-time, in-person instruction and to once again provide to the majority of our students the hands on, face-to-face care, academic instruction, and support that is the foundation of all our efforts. We are simultaneously providing high quality instruction to students enrolled in our Virtual Scholars Academy, backed by our experience over the last two years as well as extensive educational and technical support from partners throughout the community.
The continuing COVID-19 pandemic affects all of our efforts, visible daily in the masks required for everyone in our buildings. Recently, the School Board unanimously voted to mandate COVID-19 vaccinations for all employees by no later than January 3, 2022. This commitment is an extension of the many mitigation measures already in place throughout our division, including daily sanitizing and disinfection of our buildings, social distancing within our classrooms, and provision of personal protective equipment for any staff or student who needs it.
Please continue to monitor your children for signs and symptoms of COVID-19, and please keep sick children at home to mitigate the spread of this virus. Parents and guardians may now quickly and easily report COVID-19 symptoms or test results to their school through the “COVID CASE REPORTING” button at the top center of each school’s home page. For additional information about NPS’ COVID-19 response and policies, head to npsk12.com and click on “Coronavirus Update” in the “Find it Fast” section. This site includes a wealth of information, including our Health Mitigation Plan, the Continuity of Learning Plan for Quarantined Students, and our spending plan for federal money received through the federal American Rescue Plan.
As always, thank you for your support of Norfolk Public Schools. Parents/guardians are crucial to each child’s success. Remember that the lines of communication to your school are always open. Working together we will achieve equity and excellence for all in Norfolk Public Schools!
Free tutoring available through FEV Tutor
Norfolk Public Schools will provide free, school-sponsored, one-to-one online tutoring and homework help through FEV Tutor.
NPS’ students can receive tutoring in core subjects – math, science, social studies, and English language arts. Students can schedule tutoring each week or access a live tutor around the clock for last-minute homework help and coursework support.
Since this is a virtual service, tutoring can be accessed at any time, anywhere with a computer/device, Internet connection, username, and password. Tutoring services integrate with NPS systems already in use such as Canvas and Clever. FEV's Support Team is ready to answer any questions and work to create a personalized tutoring experience that best suits each student.
“We are excited to deliver this high-quality, easy to access learning support to our students,” said Dr. Michael Cataldo, Chief Information and Instructional Technology Officer for NPS.
Kudos to a great principal!
Congratulations to Principal Charlene Feliton of WH Taylor Elementary! Mrs. Feliton was recognized by the Virginia Department of Education’s office of School Quality for her diligent work toward Comprehensive School Improvement.
"Thank you, I’m proud to represent our amazing city," she said after receiving word of her recognition.
Mrs. Feliton is one of very few principals throughout the state awarded this honor! Norfolk Public Schools is proud to have such a dedicated and hardworking leader in our school district.
Fruits and veggies for students
Get ready for healthy meals and snacks: all 23 eligible schools in our division have been approved and funded for the Fresh Fruit and Vegetable Program!
Norfolk Public Schools now has the second largest such program in the state, behind Richmond City, according to Lisa M. Winter, Senior Director of School Nutrition.
The Fresh Fruit and Vegetable Program was founded by Congress in 2002 to provide a wider variety of fresh fruits and vegetables to low-income elementary students. Program evaluation has shown that it can reduce obesity rates and increase consumption of fruits and vegetables both within the snack program and at school lunch.
Schools that have previously offered the Fresh Fruit and Vegetables Program will begin in October. Additional schools will be added through November.
“This program is of great benefit to students and will be well worth the effort,” Winter said.

Observe in October with Orange: Bullying Prevention Month and Disability Awareness Month
October is National Bullying Prevention Month. Wear orange on Unity Day, October 20, 2021, to show in blazing color that we believe no child should ever experience bullying. Let’s unite our nation for kindness, acceptance and inclusion.
Also in October, we observe National Disability Employment Awareness Month. According to a proclamation from Governor Ralph Northam, just 42 percent of working-age Virginians with disabilities are employed, which indicates an underrepresentation of people with disabilities among the gainfully employed. Additionally, an estimated one in five Virginians will have a disability at some point in their lifetime. People with disabilities, including veterans, have the ability and desire to seek employment and to develop the skills they need to join Virginia’s economy.
All month long we will feature some of the many Norfolk Public Schools employees who support our students with disabilities as they prepare for their own entry to the workforce and to support our economy.
