Open Enrollment
The Clinton Massie Local Schools Board, after thorough consideration, approved a resolution on 11/27/2023 to discontinue Open Enrollment (OE) for non-staff students in grades K-5 starting with the 2024-2025 academic year. While current OE students in grades K-4 will complete the ongoing school year, they will not be accepted for OE in the subsequent academic year. However, existing OE students in grades 5-11 will remain at CMLSD unless they choose to withdraw.
This decision was not hastily made but is a response to a substantial reduction in state funding for OE students over the past three Fiscal Years due to the Fair School Funding Plan implemented by the State of Ohio. Coupled with a diminished revenue increase compared to projections from the recent Clinton County property tax re-evaluation, the district faces the imperative to cut costs.
OE, initiated in the 2011-2012 school year, had previously provided a financial benefit to the district, contributing to a revenue increase of $674,000 in fiscal year 2021 before the incentive was removed from the state school funding formula for CMLSD. Since then, the district has not received any OE incentives. Fulfilling a fiduciary responsibility to over 200 employees, 1,800 students/families, and district taxpayers, CMLSD has evaluated various scenarios and consulted experts. Continuing as is would result in a negative cash balance exceeding $100,000 with levy renewal or exceeding $385,000 without levy renewal by the end of the next school year.
This difficult decision, impacting all students and staff, was not taken lightly and represents the most challenging one faced by the board in the past 14 years. CMLSD acknowledges the positive contributions of OE students and families and is committed to facilitating a smooth transition for the affected students. We will reach out to affected families in the coming months to assist where possible.

CMLSD Makes Music Everywhere!
The high school jazz band performed at the Rhodes State Office Tower in Columbus on Thursday. The jazz band was part of the Ohio Music Educators' Association lunch at the Statehouse concert series. The jazz band also had the pleasure of meeting Joe Michalowski our Legislative Aide for Bill Dean 71st House District and receiving a tour of the Rhodes State Observation Tower.
Our High School Choir is making this holiday season a little brighter! Last week, they visited the Cape May retirement village to spread holiday cheer through caroling. They put a smile on the faces of everyone in the village and made the holiday season a little more special!
Outdoor Facilities - "4 Quarter Drive"
Our facilities need immediate attention as some are on the verge of not being useable due to safety concerns and many need significant upgrades over the next 1-3 years to allow continued use. The district is asking for community financial support through a grassroots funding program.
We aim to partner with local businesses and community members to drive facility upgrades. Local businesses and community members are rewarded with many great sponsorship opportunities including but not limited to Naming Rights, Advertisement Opportunities, Donor Wall Recognition, PA Announcements, Season Passes, etc.
The entire project is approximately $2.5 million dollars. The "1st quarter" of the 4 Quarter Drive focuses on replacing the turf. It is 13 years old and at the end of life. An average turf field lasts between 8-12 years. The turf provides athletic opportunities for our football, soccer, lacrosse, youth teams, band, and community. It is a revenue generator for our school, so it needs to be our focus.
