On the design side, our spaces are truly coming to life. We're thrilled to share that a sample classroom of furniture is currently set up at CK Burns School, and a big thank you goes out to Kate Carrier's third graders for putting it to the test and sharing their feedback. Their input is helping shape the learning spaces that future Saco students will call home. Cafeteria, library, and classroom finish selections continue to move forward as well.

While the buildings take shape, Saco's leadership is already well into a thoughtful, two-year transition plan designed to ensure that when the doors open in Fall 2028, our staff and administrators already have strong, established relationships. Principals LeBlanc and Noble are spending dedicated time across buildings, joining walkthroughs, observing team meetings, and getting to know the students, staff, and instructional practices that make each school community unique. Staff have been actively involved throughout this process as well, from participating in hiring committees to sharing feedback on building and position preferences.

More updates to come as we hit the next milestones. Stay tuned!

April 2026

Work on the Saco Primary and Elementary School building project is moving forward on multiple fronts. Underground infrastructure work continues on the Elementary building in the first-grade classroom wing and into the basement, where crews are carefully managing naturally occurring ledge. Foundation footings are being poured this week, with walls scheduled to begin in the coming weeks. The team is also coordinating with environmental specialists ahead of the April 15th bat season start date to ensure all drilling and blasting activity meets the necessary requirements. On the site's eastern edge, planning is underway to connect the Eastern Trail and Route 1 sidewalk corridor, with the state DOT agreeing to incorporate portions of our site work into a larger paving project — a move that should improve quality and efficiency. The project team continues to manage erosion control measures along Mill Brook and is working to address an underground pipe issue near the drainage pond. As always, the team is keeping the project on track and will share updates as key milestones are reached.

As our new school takes shape, we want to hear from YOU! We are asking the community to help us choose the official Bobcat mascot image that will represent our schools for years to come. Please take a moment to review the preliminary candidate images and cast your vote through our survey — every voice matters, and we want this decision to reflect our whole community.

March 2026

The Saco Primary and Elementary School building projects are full steam ahead despite winter weather challenges. With 30-35 workers on site daily, crews have been installing the critical underground infrastructure that will serve the new schools, including stormwater drainage systems, water lines, and geothermal wells for the building's energy-efficient heating and cooling system. The Eastern Trail connector pathway has been excavated, and topsoil is being carefully preserved for future landscaping. Recent work has focused on building the loop roads around the site and removing ledge in areas where it has been encountered. Foundation drilling operations have begun this month, marking an important milestone as the project advances toward building the foundations starting in March. The team is working diligently to complete ledge removal operations before April 15th. All work remains on schedule, with regular inspections confirming that erosion control and environmental protection measures are working effectively. Check out our most recent drone footage of the site in progress.

New Schools Construction - Winter 2026

February 2026

The Saco Primary and Elementary School building project continues to make steady progress through the winter months. Site preparation work has advanced significantly, with the stormwater management system in place and functioning effectively, the Eastern Trail connector pathway excavated, and topsoil carefully stockpiled for future landscaping. Recent work has focused on installing critical underground infrastructure, including stormwater pipes and waterline along the loop roads. All tree removal and site clearing work was completed in early January, and the project remains on track for well drilling to begin this month, followed by accelerated site work and foundations starting in March 2026. We look forward to welcoming students and families into both new school buildings in Fall 2028.

December 2025

The Saco School Department and City of Saco marked a historic milestone on Thursday, December 4, 2025, as families, city officials, students, educators, and construction partners gathered for the official groundbreaking of its transformative new PreK–5 school campus, representing the long-awaited transformation of the district’s elementary learning environments.

Following more than two decades of planning, the community-backed bond and state funding—covering approximately 72% of the total $140 million project—have paved the way for this exciting initiative to move from vision to reality. The campus will consist of two new elementary schools on a shared site to serve all PreK through Grade 5 students in a unified and equitable setting.

“This project has been years in the making, and today’s groundbreaking represents far more than bricks and mortar—it’s about creating opportunity, equity, and excellence for every child in Saco” said Jeremy Ray, Superintendent of Schools. “Our students will learn in spaces designed to spark curiosity, collaboration, and creativity. They will thrive together in facilities built for their success.”

The new campus will feature two climate-controlled buildings– a primary building for PreK-Kindergarten students and an elementary building for grades 1-5 students– with flexible classroom spaces to adapt to evolving teaching methods, enhanced safety and security systems, a dedicated unified arts wing and expanded outdoor learning opportunities ensuring that every elementary student has access to the same high-quality facilities. The two buildings on one campus also allows our youngest learners to have fewer transitions providing more stability and our educators access to the resources and environment to inspire students.

A project of this scale requires strong leadership, and Superintendent Ray highlighted the administrators who will lead the new schools forward. The new Grades 1–5 Saco Elementary School will be led by current CK Burns School Principal April Noble, supported by Assistant Principals Jeff Mears and Tom Partridge. The new PreK–Kindergarten Saco Primary School will be led by current Fairfield School Principal Wendy LeBlanc, supported by Assistant Principal J’Aime Walker. These individuals provide strong instructional leadership, a collaborative spirit, and a dedication to student success that will help define the culture and identity of the schools. By naming these leaders early, administration is able to engage deeply in the design and preparation of the buildings, help shape the educational programs, collaborate with staff, and begin establishing the vision for each school.

City of Saco Mayor Jodi MacPhail added, “This major investment reflects the values of Saco’s families in our shared future when they supported the bond, and the state’s strong commitment when it covered more than $100 million of the cost. For twenty years, Saco has waited for this opportunity—and together, we are building a brighter future for every student who calls this city home.”

Assistant Superintendent Meg Parkhurst thanked the community for their support, the students and staff for providing feedback on the design, and the project architect for their work. Rob Tillotson, president and owner of Oak Point Associates, also spoke, sharing insight into the design process and expressing excitement about the project’s positive impact on the community and its students.

“As we build these schools for the future, we are also entering a transformative new era for the Saco School Department,” added Ray. “The construction of this PreK–5 campus will consolidate our current elementary schools—Young, Fairfield, C.K. Burns, and our dedicated PreK program—into one unified system. We honor the proud history of these schools, and we recognize the deep memories they hold for generations of families. But we also know that what we are creating here today will offer even greater opportunities, designed for the way students learn now and the way they will learn tomorrow.”

Following the ceremony, attendees gathered at Saco Public Works for light refreshments and community conversation about the construction timeline, projected opening dates, and the long-term vision for the campus. Construction is expected to be completed by Fall 2028, at which time a community-wide open house will be scheduled.

November 2025

It is certainly an exciting time for Saco! On Thursday, December 4th at 11am, we will be hosting our official groundbreaking ceremony for our two new schools. The event will celebrate the long-anticipated construction of our PreK-5 schools on one campus that will improve our educational facilities for students. This project will modernize our elementary schools, offering PreK-5 students an equitable learning environment, increased safety and security, increased access to outdoor learning, innovative unified arts, and flexible classroom spaces–all within climate-controlled buildings.

Due to limited parking and safety concerns along an active construction site, all participants will be shuttled to the groundbreaking location. If you would like to attend, please RSVP here and park at Saco Public Works at 15 Phillips Spring Road and board the school bus shuttle no later than 10:45am. Following the groundbreaking ceremony, all participants will be shuttled back to the Public Works Lot for a celebratory gathering, warm beverages, and light refreshments. Due to the uneven, possibly muddy, terrain and unpredictable weather in Maine, we ask everyone to come prepared with warm winter clothing and flat boots.

For 20 years, Saco has waited for this chance to redevelop our educational infrastructure. Thanks to the overwhelming bond approval by the Saco taxpayers and over $100 million (or 72% of the total project) funded by the State, that moment has come. Please join us as we continue to build a brighter future for our community.

Our New School Construction project continues to move forward for our two new schools: Saco Primary School (Pre-K/K) and Saco Elementary School (grades 1-5). Our community-based Theme Team will conclude their work during our final meeting at 4pm on January 8th with a review of the key themes that will be represented in the design, featuring a heavy focus on the diverse natural habitats within Saco. The Primary School will draw inspiration from ocean habitats, with the space between the buildings and into the Elementary School featuring elements that draw on the Saco River and industrial downtown roots and the classroom wings featuring forest and meadow elements.

We continue to finalize kitchen design to ensure that the Primary School is well positioned to serve lunches in the classroom (no small feat with the number of students and the balance between long-term environmental impacts, efficient staffing, and scheduling of meals throughout the day).

In addition to fine-tuning interior design elements, exterior elements are in the final design phases as well. Outdoor spaces are a key feature of both schools, featuring three outdoor playgrounds, two enclosed courtyards, and one rooftop classroom. Feedback from students at CK Burns focused heavily on the design of the two main playgrounds at the Elementary Schools (see top concepts chosen below). Currently, the top five playground activities include soccer, spinners, swings, basketball, and the slide and the most requested items from surveying students included motion equipment and sports areas.

We appreciate all the input received from the Theme Team, CK Burns’ students, and those who have completed the online feedback form. To provide additional feedback related to the building project, please complete this feedback form.

Beth Johnston Way

On September 11, 2024, the School Board officially dedicated the soon-to-be driveway leading to our new schools as Beth Johnston Way in honor of one of our district’s most dedicated and long-serving members.

Beth Johnston has been a steadfast member of the School Board for an impressive 20 years. In that time, she worked with nine superintendents (myself included) and navigated through countless challenges, from budget negotiations to major district decisions, including the withdrawal from RSU 23. Through it all, she has maintained a clear and focused vision: improving the education and opportunities for every student in Saco.

During the meeting, we unveiled the new street name as a surprise to Beth. The moment was marked by a standing ovation from the audience, and we were all moved by her emotional response. Beth, who was visibly humbled, expressed her gratitude for the recognition but emphasized that she has always believed in the work we do together.

Naming the access driveway Beth Johnston Way is more than a tribute to her decades of service. It serves as a model for our students and community, reminding us all of the importance of giving back. Beth’s dedication goes beyond meetings and policies—it reflects her deep love and care for the future of our schools and the young minds they nurture.

Saco Schools launches informational website on Question #2

The Saco City Council voted unanimously last week to place a referendum question about new schools on the June 11 ballot, and now the school department has launched an informational website about the referendum question: www.Info-On-2.com.

The site features a “virtual flyover” video that shows the new buildings and campus in remarkable detail, plus extensive information about the project and its cost. Superintendent Jeremy Ray said it’s the school department’s responsibility to provide comprehensive and accurate information to the community so that voters can make an informed decision about the proposal, planned for the northeast section of the city, just off the Portland Road (U.S. Route 1).

“We hope voters inform themselves about the plan and the referendum question before they cast their vote,” Ray said.

Question #2 asks voters’ approval of a bond that would allow Saco to benefit from $101 million in state funding to help consolidate the City’s school infrastructure and pay for badly needed construction that has been long-delayed. Saco’s share of the total project cost is only 28%, with the State of Maine having agreed to pick up the lion’s share, 72% of the required funding. Neighboring school systems have recently examined school construction proposals costing taxpayers $80 million, $100 million, and $160 million. In contrast, Saco’s agreement with the State allows the City to cap its financial contribution at about $39 million.

Absentee voting in Saco begins May 13, and in-person voting is June 11. Info about Saco Schools: www.sacoschools.org.
