Laying the Groundwork

How "Off-Season" Strategy Drives Long-Term Wins

As March Madness comes to a close—congrats to the Florida Gators on taking home the national title—we turn our attention to the warmer months ahead. But if I’m being honest, I’m still in a basketball state of mind.

Growing up in western Kentucky, there was no such thing as being “out of season.” One of my coaches used to say, “Champions are made in the off-season.” In the same breath, he’d also remind us, “There is no off-season.” Confusing at first, sure—but over time I realized both sayings were driving home the same point: real progress happens when no one is watching.

That mindset holds true for economic development, too.

We all celebrate the headlines—new companies choosing our region and existing businesses expanding—but the real work happens behind the scenes, often during economic lulls. Truth be told, we’ve seen a slowdown in leads recently. But slower periods are not time to sit back—they’re time to double down.

We’re using this moment to advance land development and infrastructure projects across four significant industrial properties. While down markets can sometimes bring cost advantages, that hasn't exactly been the case for us. Still, our continued push positions NETWORKS and our partners for success when market confidence returns - and it will - and projects move from pause to fast-forward.

The same principle applies to workforce development. NETWORKS continues to play a strong supporting role, and recent wins—like new grants secured with BTES and the Bristol City and Sullivan County school systems—are already building tomorrow’s workforce. This effort is especially critical as talent availability is always a key driver in site selection decisions.

Speaking of education, a big congratulations to Dr. Jeff McCord, President of Northeast State Community College, on receiving the Phi Theta Kappa Paragon Award for New Presidents. Nominated by students, this honor highlights his commitment to creating a supportive, high-quality learning environment.

In uncertain times, we’re also putting a renewed focus on our existing industries. Retention and reinvestment matter—especially when national trends shift. Stability now can mean strength later.

Interest in Foreign Trade Zone 204 is also climbing. Administered by Mark Canty at Tri-Cities Airport, the FTZ is drawing significant company attention. Alongside First Horizon Bank, we’re excited to co-sponsor TRI’s Lunch and Learn on May 6 at the Ron Ramsey Agricultural Center in Blountville.

We’re also partnering with Oak Ridge National Laboratory to organize another field trip for our existing industries. The last visit sparked real interest and momentum, and we’re aiming for a return visit this August.

And stay tuned—we’re planning an upcoming APEX Lunch and Learn session. In partnership with the Tennessee APEX Accelerator at the University of Tennessee Center for Industrial Services (UTCIS), this session will offer valuable insights for companies navigating government contracting opportunities.

The bottom line? The communities that prepare during slowdowns are the ones that come out ahead. as we have learned first hand in similar times. Investing in site readiness, workforce pipelines, and industry support now means we’ll be ready to accelerate when the tide turns.

With strong leadership and continued collaboration, we’re setting the stage for a winning season—just in time for the sport that trades jump shots for curveballs. You know the one: they give you a round bat, a round ball, and tell you to hit it squarely.

Property Development Property Development

Through targeted investments in industrial site preparation and infrastructure upgrades, we’re not just preparing land—we’re preparing for opportunity.

These proactive efforts are laying the groundwork for future success, enabling us to attract new industries while supporting the expansion of our existing business community. It’s a clear signal of our commitment to job creation, economic vitality, and keeping our region at the forefront of industrial recruitment and development.

Airport Parkway

In 2024, NETWORKS Sullivan Partnership took another step toward expanding the industrial capacity with the acquisition of 41 acres along Airport Parkway from the Kingsport Economic Development Board.

The newly acquired land is set to undergo extensive grading and site preparation to create two shovel-ready parcels, positioning the property as a prime location for industrial development. By transforming raw land into buildable, infrastructure-ready sites, NETWORKS is addressing the needs of site selectors and corporate decision-makers, making Sullivan County an even more attractive destination for investment.

To support this initiative, NETWORKS intends to leverage the Tennessee Department of Economic and Community Development’s (TNECD) Site Development program, which provides critical funding and resources to help communities enhance their industrial site offerings.

By investing in site development today, NETWORKS is laying the foundation for tomorrow’s job creation, business expansion, and economic success. As grading activities progress, NETWORKS will continue working closely with stakeholders and industry partners to market the sites and attract businesses that will bring high-quality jobs and investment to the region.

Partnership Park II - Lot 2

In late 2023, NETWORKS was awarded a $1,000,000 TNECD Site Development Grant to assist in the grading and improvements of lot #2 in Partnership Park II.

Once completed, Lot #2 will be transformed into a fully graded, development-ready 32-acre site capable of accommodating a 350,000-square-foot facility. This project will not only expand the region’s portfolio of marketable industrial properties but also create new opportunities for businesses looking to establish or expand their operations in a strategically located, well-prepared site. The improvements will enhance the site's accessibility, infrastructure, and overall appeal, making it a prime location for manufacturing, logistics, or other industrial uses. Grading activities are set to begin within the next 60 days, and the project is expected to be fully completed by the fourth quarter of this year.

As the site development progresses, NETWORKS will continue working closely with economic development partners and prospective businesses to ensure the site is positioned for maximum impact.
