Jesus Mendoza - Director of Connecting Languages

Hello, I am delighted to serve as the new EPISD Director of Connecting Languages. My goal is to work closely with each of you to drive innovation, support students' biliteracy and bilingualism, and ensure we achieve our shared objectives with excellence.

As a professional and as a parent of two dual-language students, I want to highlight the incredible value of bilingual education. Learning a second language not only equips children with the ability to communicate across cultures but also strengthens cognitive skills, enhances creativity, and broadens their global perspectives.

Research consistently shows that bilingual students excel in problem-solving, critical thinking, and multitasking. Additionally, being bilingual opens doors to future academic, career, and social opportunities in an increasingly interconnected world.

By encouraging and supporting bilingual education, we are empowering our children to embrace diversity, connect with their heritage, and build bridges between cultures. Together, let’s continue to inspire our students to grow as confident, capable, and compassionate global citizens.

Thank you for your partnership in this important journey. Please don’t hesitate to reach out if you have any questions or need resources to support your child’s bilingual learning experience.

Together, we can continue building an inspiring and inclusive environment that thrives on teamwork and shared success.

What is TELPAS?

The Texas English Language Proficiency Assessment System (TELPAS) assesses the English language. All Emergent Bilingual students participate in the TELPAS assessment in grades Kindergarten through grade 12. Student performance of students is measured by the TELPAS’ four language domains: Listening, Speaking, Reading, and Writing. Each of the language domains (parts) of the assessment are in alignment with the Texas English Language Proficiency Standards (ELPS). Just like the State of Texas Assessments of Academic Readiness (STAAR) assess the Texas Essential Knowledge and Skills (TEKS), the TELPAS assesses the English Language Proficiency Standards (ELPS).

The proficiency rating for each of the domains is converted to a domain score, from 1 (Beginning), 2 (Intermediate), 3 (Advanced) to 4 (Advanced High). Each domain score is multiplied by the weight— 0.25—and then summed to obtain the TELPAS composite score. Now remember, the goal for TELPAS is for students to grow from one proficiency level to the next. It’s all about what? It’s all about GROWTH!

Who takes TELPAS?

All Emergent Bilingual (EB) students in all grades K-12 participate in the TELPAS assessment. Emergent Bilingual students are students who are in the process of learning the English language and speak another language, such as Spanish. EB students are identified during their first school year in a Texas school by the campus’ Language Proficiency Assessment Committee (LPAC). Let’s get one thing clear, being an Emergent Bilingual is an asset, as you are in the process and journey to being bilingual!

Quien toma TELPAS?

Why TELPAS is important?

TELPAS, which stands for Texas English Language Proficiency Assessment System, is important because it provides a standardized way to measure and track your progress in learning the English language.

The data from TELPAS allows teachers to identify areas where students may need additional support and tailor instruction accordingly to help them achieve English language proficiency across listening, speaking, reading, and writing domains.

Scoring Advance High opens a lot of doors for students. They may choose certain electives that in the past they were not able to choose. They also may get a graduation cord for a Performance Acknowledgment for Bilingualism and Biliteracy.

TELPAS is important. Tell your kids to do their best on the test!
