Tentative Budget Update for Fiscal Year 2026 Tentative Budget Update for Fiscal Year 2026

Transformation Goal 3: We Align Resources

At its August 12 meeting, the Board of Education reviewed the tentative budget for Fiscal Year 2026 and scheduled a public hearing for September 16, 2025. The tentative budget is now on display at the district office until that date.

District 97 continues to take a thoughtful and proactive approach to financial planning, ensuring students and schools are well-supported both now and in the future. For the eighth consecutive year, the district closed the books with a balanced budget while also making investments in facilities and strengthening reserves.

Key Takeaways from the FY26 Tentative Budget:

  • The district projects $130.2 million in revenue and $129.3 million in expenses, keeping the budget balanced for another year.

  • Reserves remain strong—about 155 days of operating expenses—helping the district maintain stability amid economic shifts.

  • Rising costs and slower revenue growth highlight the importance of long-term planning, especially as the district prepares for future facilities projects.

  • Student programs and services will remain strong, with no major changes expected for the 2025-26 school year.

The Board will hold a public hearing and vote on the final FY26 budget on September 16, 2025.

Last month, District 97 welcomed Dr. Crystal LeRoy as its new Chief Financial Officer. In this role, Dr. LeRoy will lead the Business Office, with a focused charge to strengthen financial systems and operations, build grant management systems, drive efficiency, and align resources to support district priorities.

With more than 30 years of experience in financial and operational leadership across both public and private education, Dr. LeRoy has managed complex budgets, led multimillion-dollar construction projects, and championed initiatives to advance equity and inclusion. She comes to District 97 from Christian Brothers High School in Sacramento, California, where she served as President and CEO for five years. Her previous roles include Superintendent and Chief School Business Official (CSBO) in Kenilworth Public Schools and similar CSBO positions in several Illinois districts. Dr. LeRoy holds both a doctorate in administration and a master’s degree in cultural and education policy studies from Loyola University, as well as a bachelor’s degree in international relations from Northwestern University.

At its August 12 meeting, the Board of Education heard an update on how District 97 is bringing the Portrait of an Oak Park 8th Grade Graduate to life through community learning and entrepreneurialism.

This summer, more than 900 students joined eight Portrait-aligned programs led by over 50 teachers, exploring new interests, building real-world skills, and connecting with community partners. Through partnerships with organizations like Triton College, Oak Park Education Foundation, Park District of Oak Park, Oak Park Public Library, Oak Park-River Forest Community Foundation, Friday Night Place, and YEMBA, students explored careers, discovered passions, and practiced important life skills like self-advocacy, teamwork, and critical thinking.

We also saw students shine in clubs, sports, and music programs across the district. While participation reflects our overall student population, we are committed to expanding access so that every student can take part in the activities that inspire them.

Looking ahead, the district is preparing to create new Portrait “signature experiences” for students and launch a Youth Advisory Council to ensure student voices continue to guide this work. Together with our community, we’re showing that in District 97, students can learn everywhere.

Board Approves Middle School PE Waiver Application Board Approves Middle School PE Waiver Application

Transformation Goal 2: We Design for ALL

At its August 12 meeting, the Board of Education held a second public hearing on the district’s request for a three-year waiver of the state’s physical education (PE) requirements. The Board voted to approve the waiver, and the application will now be resubmitted to the Illinois State Board of Education (ISBE) for final approval.

This waiver allows Brooks and Julian Middle Schools to continue offering PE on an A/B rotation under the new master schedule that begins this school year. The repeat hearing was required due to a technical issue with the June 2025 notice, which did not list the meeting address.

For students and families, nothing is changing:

  • The new master schedule is moving forward as planned.

  • Middle school students will still have PE every other day.

  • The waiver is simply required to remain in compliance with state law.
