This resource outlines PEIMS data sources, CCMR indicators, and IBC values for 2025-2027 A-F accountability.
TEA CTE Reports
TEA released updated CTE reports designed to assist in your program planning. These resources offer a comprehensive view of student progress for grades 9-12 and recent graduates. Within the reports you'll find:
CTE Status Reports: Summarizes the highest participation levels for all students
Programs of Study Reports: Provides counts of concentrators and completers

JROTC Guidance
In accordance with House Bill 2 (HB 2) – Article 6, 89th Texas Legislature, Regular Session, Department of Defense (DoD) authorized JROTC and NDCC programs will be recognized as a Career and Technical Education (CTE) program.
Federally authorized JROTC and NDCC programs will be included for CTE weighted funding using the JROTC course codes and weighted funding levels listed below:
Course / Course ID / Credit / CTE Weighted Funding
JROTC I / 03160100 / 1 credit / 1.28
JROTC II / 03160200 / 1 credit / 1.28
JROTC III/ 03160300/ 1 credit / 1.47
JROTC IV/ 03160400 / 1 credit / 1.47
School systems may allow students to substitute one credit in JROTC to satisfy the state physical education graduation requirement using the JROTC PE Substitution course code (PES00004). The PE Substitution PES00004 will generate CTE weighted funding of 1.28 and can be used in place of JROTC I, II, III, or IV.
On October 31, 2025, a CTE newsletter provided guidance that school systems that previously used JROTC PEIMS course codes for NDCC programs would have to transition to local course codes beginning with the 2025-2026 school year. Based on feedback and further research, the Texas Education Agency (TEA) has determined that federally authorized NDCC programs will be considered JROTC programs for purposes of CTE designation. This means that students who are enrolled in either JROTC or approved NDCC courses should be reported with the relevant JROTC course code in PEIMS.
School systems reporting one or more federally authorized JROTC or NDCC units will be required to annually upload official DoD authorization forms. Submission of these forms for the 2025-2026 school year can be made through the 2025-26 JROTC Unit Evidence Submission Form no later than May 29, 2026.
Additional information regarding JROTC for CCMR purposes will be included in the Accountability Manual. This information will indicate equivalent consideration regardless of whether the student has completed an approved JROTC or NDCC program.
PEIMS Working Submissions for CCMR Data
Last week TEA issued a TAA outlining new information to provide districts with an opportunity to correct coding errors that may have occurred in previous PEIMS submissions. Districts may submit PEIMS Working Submissions for the 2023-24 and 2024-25 school years. Data submissions with errors from the 2025 PEIMS Fall Submission may also be corrected through a Working Submission. Only Working Submissions with validated corrections related to CCMR indicators will be considered for accountability ratings. The eligible CCMR indicators that can be corrected through a PEIMS Working Submission include:
- College Preparatory Course Completion
- Dual Credit Course Completion
- Industry-Based Certifications (IBC)
- Program of Study Completer elements
- Associate Degree attainment
- Diploma Type values for reported graduates with completed IEP and workforce readiness
- Diploma Type and Endorsement values for reported graduates earning an advanced diploma and who were served within Special Education Programs
It is not anticipated that this will impact many, if any, districts in Region 9. If you would like more help double-checking your PEIMS submissions for 2023-2024 and 2024-2025, please call our PEIMS specialists at Region 9.

Oppotunity for Technology, Engineering, and STEM Educators
Empower Your Classroom with ExCITE II Cohort 3 – Now Accepting Applications from all 50 states!
Are you passionate about preparing your students for the future of technology and engineering? The ExCITE II program is now recruiting high school technology & engineering educators for Cohort 3 (26-27 school year), and this is your opportunity to be part of a national initiative that’s transforming how students experience computer science and engineering design. We consider a target program to offer these types of concepts to the students: woodworking, 3d printing, CAD, CNC, drafting, robotics, engineering design process, etc. We are not targeting computer science educators.
Through ExCITE II, you’ll receive comprehensive training to teach AP Computer Science Principles (CSP) byDesign, a course that blends computational thinking with hands-on, project-based learning. This isn’t just professional development, it’s a chance to elevate your teaching, expand your students’ opportunities, and join a vibrant community of educators committed to innovation in STEM education.
As a participant, you’ll receive a full class set of robotics and computer control kits (valued at $2,800) that will remain with your school district after the program. You’ll also earn a $2,000 stipend, with half paid at the start of the school year and the remainder upon completion of your project research notes. All travel, lodging, and meal expenses for in-person events are fully reimbursed, so you can focus on learning and collaboration without financial stress. In addition, you’ll become a certified College Board AP CSP teacher, receive a free one-year ITEEA membership, and qualify for 90 hours of continuing education credit; a powerful boost to your professional credentials.
If you're ready to bring hands-on, design-based computer science education to your students and grow as a leader in your field, we encourage you to apply today. Learn more and apply here.
10 cohort seats left for the 26-27 school year, do not delay!
