Board Reviews Community Feedback and Next Steps in Superintendent Search
At Tuesday’s meeting, Dr. Carmen Ayala—a consultant with the Illinois Association of School Boards (IASB)—shared an update on the superintendent search process, including a summary of results from the community-wide survey conducted earlier this month. A total of 720 stakeholders participated, including staff, families, community members, students and board members.
Dr. Ayala highlighted the top leadership characteristics identified across all groups: strong communication and collaboration skills; the ability to foster a positive professional culture; a commitment to inclusive and safe learning environments; equity and cultural responsiveness; and deep expertise in curriculum and instruction. Stakeholders also expressed a strong preference for leaders with teaching experience and, ideally, principal experience.
Open-ended responses reinforced key themes, including a desire for a leader with deep knowledge of Oak Park and a long-term commitment to the community; strong communication, transparency, and visibility; support for teachers and principals; academic rigor and improved middle school performance; attention to equity, special education, and multilingual learner needs; and a steady focus on safety, SEL and behavior expectations.
Dr. Ayala shared how this feedback will shape the superintendent profile and job posting. The district and board also provided additional context and key information to IASB about the role, and board members discussed requirements they would like included for applicants.
Next Steps
IASB will finalize a candidate brochure and distribute it to more than 8,000 individuals and professional networks. The position will be posted across a wide range of platforms, with applications closing Jan. 7.
During the first week of December, IASB will also conduct nine focus groups to gather more in-depth feedback from stakeholders. These groups are designed to be as inclusive as possible and reflect the diversity of the District 97 community.
IASB is scheduled to present a slate of recommended candidates on Jan. 13, after which the board will determine next steps for first-round interviews. Board members additionally expressed interest in holding a community forum that would allow the public to meet finalists before a final hiring decision is made.

2025 Tax Levy Proposal Supports Long-Term Stability and Essential Services
During Tuesday’s meeting, Chief Financial Officer Crystal LeRoy presented District 97’s proposed 2025 tax levy, which serves as the district’s primary source of operating revenue and supports the continuation of high-quality educational services, staffing, and safe, well-maintained facilities.
Real estate taxes continue to make up the majority of District 97’s budget—79% of total revenue. The levy proposal is designed to maintain financial stability in a funding environment where revenue growth is expected to slow in coming years.
Key Highlights from the Presentation
The 2025 levy reflects a 2.9% CPI, the statutory cap for this year.
Cook County has estimated $10 million in new taxable property, which would generate approximately $400,000 in additional revenue for District 97.
The total recommended levy is $101.36 million, a 3.3% increase over last year’s extension.
District 97’s current fund balance is 44.3% of expenses, centered within board policy but below peer districts. Maintaining healthy reserves is critical due to ongoing delays in Cook County tax distributions.
The levy directly funds:
Classroom staffing and instructional programming
Student services and supports
Building operations, safety, and maintenance
Transportation
Long-term financial stability aligned with Board Policy 4:12
Next Steps
The Board of Education is expected to vote on the final 2025 tax levy at its Dec. 9 business meeting. Once approved, the district will file required documents with the Cook County Clerk by the statutory deadline.
