Dear MESD Community,

The Multnomah Education Service District is pleased to announce that James Loveland will join MESD as a Senior Program Administrator for Student Services effective August 1. James brings more than two decades of experience leading districtwide systems that support student well‑being, behavioral health, and equitable access to education.

James served most recently as the Senior Director of Student Success & Health at Portland Public Schools. His work has centered on building coherent, equity‑driven systems that integrate mental health, physical health, special education, and academic success.

Throughout his career, James has led efforts that strengthen student support services, including suicide prevention initiatives aligned with Adi’s Act, districtwide MTSS implementation, and integrated behavioral health systems. He has supervised multidisciplinary teams, and collaborated cross-departmentally to ensure coordinated, student‑centered services.

James began his career as a school psychologist and has served in multiple leadership roles at PPS, including Academic Programs Administrator for Special Education, Special Education Placement Coordinator, MTSS Coach, and School Improvement Specialist. His experience supporting students with complex behavioral and mental health needs has shaped his commitment to equitable, trauma‑informed, and culturally responsive practices.

James holds a Professional Administrator License and Initial Administrator License from Lewis & Clark College, where he also earned his M.S. in School Psychology. He has served as adjunct faculty in the Graduate School of Education and Counseling, teaching courses on prevention, consultation, and program evaluation.

Outside of work, James enjoys traveling, playing guitar, fly fishing, backpacking, and spending time with his family.

Please join us in welcoming James Loveland to MESD.

Sincerely,

Sascha Perrins

Assistant Superintendent | Multnomah Education Service District
