LISD Families,

As we enter the final stretch of the school year, I want to thank our families and community for the continued partnership and support you’ve shown throughout this school year.

We’re keeping a close eye on developments within the state legislature as lawmakers consider changes to school funding. The House and Senate are currently approaching funding proposals from very different perspectives, and the outcome remains uncertain. Yesterday House Bill 2 (HB2) passed in the House with a $395 maximum increase to Basic Allotment (BA). While it is estimated that $1,340 is needed to address inflationary costs, we greatly appreciate the House recognizing the need for an increase to the BA. As a reminder, the school funding bill passed in the Senate did not include an increase to the BA. We now wait to see how these different approaches will work out.

Also, late yesterday, the House passed its version of an Education Savings Account (ESA) bill which would send taxpayer dollars to private and homeschooled students. The Senate already passed their version of a bill similar to this, so now we wait to see how they will be combined.

On April 24, the Texas Education Agency (TEA) is expected to release the 2023 A–F accountability ratings, which were delayed from last August due to legal action taken by several school districts after TEA redesigned the system. As currently structured, elementary and middle school ratings are based solely on standardized test performance. While we take state assessments seriously and use that data to guide instruction, LISD remains committed to a broader view of student success. We believe that a single test score cannot fully define the growth, potential, or achievements of our students. Our schools evaluate student needs and progress using a wide range of tools—including local assessments, feedback from teachers, and student and family input—because our students are so much more than a letter grade.

Thank you for your continued support of LISD, and for calling our district home.

Lori Rapp, Ed.D.

Texas School Funding: The Misleading Per-Student Average

When it comes to funding Texas public schools, one of the most commonly cited figures is the amount of money allocated “per student.” At first glance, this number seems straightforward—an easy way to understand how much funding our schools receive. However, this average is misleading and fails to reflect the reality of what school districts like Lewisville ISD actually receive to educate each child. Read Dr. Rapp's recent editorial with the Cross Timbers Gazette HERE.
