Halloween Parade Information:

The annual Hoover Elementary School Halloween parade will take place at 3:00 pm on Thursday, October 29, 2026, on the blacktop. Parking for this event will be extremely limited. You may want to walk or carpool to Hoover. If the weather is nice, you will be able to park on the grass near the blacktop.

If the weather cooperates, the parade will take place on the blacktop. Family members may watch the parade from the designated areas on the blacktop that will be marked with cones. If it rains, the students will march inside the building, but we will not be able to invite parents and visitors into the building to watch the parade.

  • Costumes depicting any violence or horror as seen in movies, television, video games, on the news, or in comics are not permitted.

  • Weapons of any kind, including metal, plastic, wood, and cardboard, are not permitted.

  • Costumes should reflect age-appropriate characters.

If you do not wish to have your child participate in the parade, please write a note to your child’s teacher. Your child will be excused from the festivities beginning at 2:30 pm, and he/she will be provided with an alternate activity that is not related to this event. Additionally, if you do not want your child to participate in this event, you may pick your child up from school at 2:30 pm with no attendance penalty.

We request that all students bring their costumes to school in a bag with their name and their teacher’s name clearly marked on the bag. Students will be provided with time in the classroom to put on their costumes prior to the parade.

To help create a “Safe and Joyful” parade experience for everyone, the following procedures will be implemented:

  • Parents/Guardians and community members who plan on watching the parade will do so in the back of the school. No visitors will be permitted in the classrooms before or after the parade.
  • Weather permitting, parking will be available in the grassy area in front of the school.
  • Only those parents who are assisting with classroom celebrations will be permitted into the building. Teachers will notify those parents and provide the office staff with a list of parents who will assist with the classroom celebrations.
  • If the weather conditions are poor, and the outdoor parade needs to be cancelled, a decision will be made by 8:30 am on October 29, 2026. This decision will be published via the School Messenger program and the Herbert Hoover Facebook page. In the event of a cancellation, the parade will not be rescheduled. Students will march in an indoor parade. Students will have their scheduled classroom activities/celebrations on October 29 regardless of the weather conditions.

Thank you for your understanding and cooperation with these procedures.

David S. Glennon, Ph.D.

What is P.B.I.S.?

P.B.I.S. stands for Positive Behavior Intervention and Supports. At Hoover Elementary School, we believe that students can be taught how to make appropriate behavior choices in the same way that they can be taught math, reading, science, and social studies. Our three behavior expectations are:

  • Be Respectful
  • Be Responsible
  • Be Safe

We teach our students how to meet these expectations in a variety of settings (classroom, cafeteria, playground, bus, hall, bathroom, etc.). We reinforce appropriate behaviors with verbal praise and with P.B.I.S. Tickets. Students who earn tickets can exchange them for a sticker that they can wear proudly throughout the day. Students can also earn prizes on Friday during our P.B.I.S. raffle. The more tickets you earn each week, the better the chance you have of winning a prize.

Our P.B.I.S. program has been recognized by the PA Commonwealth as being effective in helping our students to make appropriate behavior choices.

If you have any questions regarding our program, or if you have any suggestions for how we could improve our program for 2026-2027, please email any of the following individuals:
