Annual Budget Meeting
Please mark your calendars and plan on attending!
Our annual budget meeting will be held in the clubhouse on Wednesday, November 19, 2025
We will share our plan for the 2026 budget and we welcome your feedback.
Fall Update
We had a very successful summer pool season! The pool company will soon be replacing the pool cover to keep it safe during the winter and many more to come.
We have a new company, R & J Tree Service, that will be on site soon to do some tree work in the next few weeks.
We have been working with M. Gaudalupe Home Improvement Corp., a local Ossining contractor, to complete necessary repairs around Liberty Knoll. They will be replacing the fence from David's Lane to Knoll View among other jobs.
Please expect to see them around the property. If they need to access your home, we will be sure to let you know ahead of time.

Parking at Liberty Knoll
Beginning October 14, 2025, the HOA will begin strict enforcement of all parking rules. Violations may result in fines and/or towing at the owner’s expense.
Traffic & safety issues are created when we do not park legally within the community. Our roads are simply not wide enough to accommodate street parking. There have been a number of complaints and after several attempts to take corrective measures, there are still dangerous parking violations.
We encourage all residents to review the policy in advance to ensure compliance. Our website has the entire handbook as well as other important information available- we have copied the pertinent sections below.
Thank you for your cooperation.
Parking Regulations at Liberty Knoll
- The Ossining Police, Ambulance, and Fire Departments have notified the Homeowner’s Association that their ability to respond to emergencies within the complex may be delayed or inhibited by the narrow road widths of Knoll View, Sparta View, David’s Lane, and Vista Court. As a result, parking on the street is not permitted at any time.
- Homeowners, their families, renters, and guests must be extremely careful on the common roadways of the property, instructing them to stay on the sides of the road and on the lawn areas either in front or back of their respective homes. The playground is available for use by children as a play area.
- Parking on the street (not in a designated parking area) or blocking the roadway or the driveway of a homeowner will result in the offending vehicle being towed at the vehicle owner’s sole risk and expense. Common roadways should not be blocked by pedestrian, bicycle or skateboard traffic.
- Homeowners are not permitted to park in visitor spots at any time. Visitor spaces are for visitors only.
- Any homeowner vehicle parked in a visitor spot will be issued a warning and/or fine in accordance with the “Fines & Fees Schedule”. Towing, at the vehicle owner’s sole risk and expense, will result if a third violation occurs.
- Parking on the street is not permitted at any time and may result in immediate towing at owner’s expense.
HOW TO AVOID FINES
Follow the LK parking rules. Park in your garage, driveway or in a designated parking spot. Do NOT leave your car parked in the street.
Please be reminded that the Liberty Knoll Parking Policy is available for review at www.LibertyKnoll.org.

Being a Good Neighbor Means...
A Little Effort Makes a Big Difference!
It’s time for a quick cleanup around the outside our homes including the decks! If you have any old decorations, toys, or other items lying around, please take a little time to put them away. We all share this space, and a little effort from each of us goes a long way in keeping it looking great. Thanks for pitching in — it makes a big difference!
Being Considerate. Leash your pet at all times.
Pet owners are expected to be respectful of their neighbors and always clean up after their dogs. This includes the waste bags. Please be sure they make it to the dumpsters.
If a homeowner chooses to ignore these guidelines, they will incur a $25 fine for each violation.
Observing the Posted Speed Limits
Be sure to drive slowly throughout our neighborhood.
We have many people that enjoy walking and they need to be safe to do so.
If a homeowner is reported to be speeding, they will face a $50 fine.
Fines for Violating our Community Rules
Fines & Warnings for Violations
1st Violation- a warning via email or certified letter
2nd Violation - $25 fine
3rd and additional violations for each occurrence and/or each month that infraction continues - $25 (parking violation at this level may result in towing of vehicle at owner’s sole risk & expense)
Fines and fees will be directly billed to a homeowner’s account via the Property Manager’s office.
Unpaid fines will be carried over month-to-month until paid, and may be subject to a late charge and or interest as set forth in the notification.
Unpaid fines will go into arrears and are subject to collection action by the Association attorney.
Garbage & Recycling
Be Responsible!
Every time we need to call CRP Sanitation to clear the mess, it affects all of us since it is always an additional cost.
Please be considerate- Call CRP directly if you have larger items to dispose of.

Keep the Sheds Clean!
It's up to each one of us. Keep the garbage & recycling sheds clean!
- Break down the cardboard. We incur extra costs when homeowners ignore this.
- Don't overflow the receptacles. Use the receptacles in the back.
- Be a good neighbor & keep this area neat & clean.
If you see that the garbage sheds need tidying, please be a good neighbor and do the right thing!
