❓ R10 Most Asked Questions ❓
❓What accountability is a district required to share?
Each district must post its 2022 accountability ratings on its website. They must also provide information directly to parents regarding school performance. For detailed information on what is required, see the Posting FAQ.
❓ Where can students and staff find practice?
❓ Has the time limit for STAAR testing changed?
TEA is removing the maximum time allowed for STAAR assessments based on feedback from educators, parents, and students, as well as other changes to the program.
Districts will no longer have to stop students from testing after a four- or five-hour testing period. Students are expected to complete STAAR tests in about three hours. Any students who are still testing after four hours should be consolidated into a general testing area to continue testing. Students may continue testing until the end of the school day.
❓ How much is the Extended Constructed Response worth?
The ECR (Extended Constructed Response) is worth 10 points. There will be two graders with a maximum of 5 points each.
❓ What is the character count limit for the extended constructed response?
Reading SCR will be 475
Writing SCR will be 475
ECR will be 2300
❓ Who can make changes to AskTED?
The TED Administrator, you can find out who this is on AskTED. Search by District, Personnel, Include Other District Roles, TED Administrator
Charter Schools may email CharterAskTED@tea.texas.gov
❓ When will the information about the 2023 Accountability Reset and new targets come out? Fall 2022
❓ What is TPRS? Is it the same as TAPR?
The Texas Performance Reporting System (TPRS) integrates state and federal reporting requirements into a single reporting system that can be viewed at the campus, district, region, and state level. As the most comprehensive reporting system published by TEA, TPRS provides additional performance reports, results, and indicators for student groups not previously reported on state accountability data tables, the Texas Academic Performance Reports (TAPR), or the School Report Card. TPRS is the enhanced online version of TAPR. It has been recently updated with Remote vs. In-Person Data. TEAL Accountability application will show you unmasked data.
The TPRS Glossary provides definitions, describes methodologies, and lists sources for each tab in the TPRS system.
Update District Contacts in AskTed
Please remember to update AskTED with any changes for the 2022-2023 school year.
Check to make sure you have a DTC and an Accountability contact in AskTED and that they are current. Only 40% of Region 10 districts have someone listed for the Accountability district contact.
TEA, Student Assessment, Performance Reporting, and the ESC use these lists to relay important information to districts.

- Update Student Eligibility
As a reminder, districts should ensure that all students eligible for end-of-course (EOC) assessments have been added to the Test Information Distribution Engine (TIDE) by October 6, 2022. All eligible students must be registered in TIDE for retester flags to be set. Students participating in the December 2022 STAAR administration must have the December EOC Eligibility field set to “Yes” in TIDE. Student eligibility must be added before the deadline indicated on the Calendar of Events so that the correct number of test administrator manuals are shipped to districts.
- Indicate Students Eligible for Paper Administrations
As a reminder, if a student is eligible for a special paper administration of an online assessment, ensure that the Special Ed Indicator Code or Section 504 Indicator Code is set to “Yes” in TIDE. District personnel must also set the student’s Test Mode to “Paper” and make the appropriate Paper Test Format selection. If these settings are not entered correctly by October 6, 2022, for students who need to test on paper, materials for these students will not be shipped with initial orders.
Initial order materials quantities will be available for verification by districts. These quantities are calculated based on students flagged appropriately and are updated nightly. Districts must confirm sufficient quantities by October 6, 2022. If additional paper materials are required after this deadline, district personnel will be responsible for entering their own counts during the additional order window.
- Out-of-District and Out-of-School Test Site Registration
As a reminder, districts must register each participating out-of-district (OOD) and out-of-school (OOS) test site. The STAAR Out-of-School and Out-of-District Test Site Registration Form for the December 2022 STAAR administration is available now through October 7, 2022.

Texas Formative Assessment Resource (TFAR)
TFAR is a free, optional platform used by educators to create, administer, analyze, and share formative assessments. Teachers will be able to analyze the results of these formative assessments to help inform instructional choices such as making immediate lesson plan adjustments or providing specific interventions for students at the level of individual standards.
TFAR is meant to supplement and support existing LEA resources and formative assessment practices. Assessments created in TFAR should be combined with a broader set of classroom formative practices that are part of a coherent instructional framework.
Additionally, formative assessments from select, high quality instructional materials (HQIM) with an open education license will be available to administer through the same online test administration system as assessments created using TFAR. Assessments from math and RLA curricula, grades K-5, will be prioritized, and other, select curricula’s assessments will be released on a rolling basis. More information about which HQIM products’ tests will be available in the online system and the release dates of these tests will be available in the fall.
STAAR Redesign 2022-2023
❓ How will a student qualify for a paper test?
TELPAS Spotlight
Redesign of TELPAS Reading and Writing
Based on input from educators, the Texas English Language Proficiency Assessment System (TELPAS) reading and writing domains will be combined in an online test for students in grades 2–12 this year.
Because of this new standardized version of a writing assessment, districts will no longer need to holistically rate writing samples for students in grades 2–12.
Students in kindergarten and grade 1 will continue to be holistically rated in all four language domains—listening, speaking, reading, and writing.

TEA Approves 1,600 New Teachers for Teacher Incentive Allotment Designation
Nearly $55.5 million in additional funding was awarded for Texas teacher compensation during the 2021-2022 school year
AUSTIN, Texas – September 29, 2022 – The Texas Education Agency (TEA) today announced 1,600 newly designated teachers are being recognized and rewarded for their outstanding performance in the classroom as part of the Teacher Incentive Allotment (TIA).
Made possible by the passage of House Bill 3 during the 86th Legislative Session, the Teacher Incentive Allotment provides a pathway for high-performing teachers to earn six-figure salaries while enabling districts in rural and high-needs areas to recruit and retain highly effective teachers on their campuses.
Since 2019, TIA has allocated $138.7 million in additional funding to school systems across Texas. During the 2021-22 school year, approximately $55.5 million was distributed towards teacher compensation for more than six thousand Recognized, Exemplary, or Master designated teachers.
“Our challenge has been recruitment because it can be difficult to offer a competitive salary as a rural district,” said Coupland ISD Superintendent Tammy Brinkman. “This past year, I had to fill ten new teaching positions, and I was concerned about whether I could find the high-quality teachers our district needed. I am thrilled to share that I was able to fill every single one of them with amazing teachers who were all extremely excited about having the opportunity to work and earn extra compensation through TIA.”
“Right now, we're seeing a nationwide movement to increase teachers’ salaries, which is not just necessary, but very justified,” said Slaton ISD Assistant Band Director Trey Gossett. “And for the state and even our school district to step up and make TIA available to the faculty here is a big deal. Being a teacher requires a lot of hours, and you don't always feel like you're getting paid for the amount of work you put into it, and [TIA] has been a really nice reward for that work.”
Now in its fourth year, a total of 373 districts across all 20 ESC regions are actively participating in TIA, 29 of which were fully approved during the 2021-22 school year. Of the districts participating in TIA, nearly 50% are considered rural.
For districts to be approved for a Local Designation System, they must undergo a multi-year application process. The process starts with system development and an application that must pass statutory and regulatory requirements, followed by a full year of implementation to capture teacher performance data. Districts then submit their data to be validated by Texas Tech University and holistically reviewed by TEA for full system approval.
For more information on the Teacher Incentive Allotment and a complete list of participating school systems, please visit: tiatexas.org.
