Message From School Administration
Dear Lisbon Families,
It was wonderful to see so many of you in our classrooms during American Education Week! Lisbon Elementary is such a special place, and we are so grateful for our amazing students and staff. We hope you enjoyed seeing some of the outstanding teaching and learning that takes place each day at our school. We also encourage you to take advantage of Parent/Teacher Conferences next week to hear about your student’s progress.
We look forward to seeing many of you this evening for our PTA-sponsored Community Night, where we will be preparing Thanksgiving meal baskets for local families who could use a little extra support during the holiday season. Thank you to everyone who donated, collected, and organized the items we will be packaging together. Please see the flyer below for additional information.
Finally, we want to share how thankful we are for every one of our students, staff members, and families. The Lisbon community is like no other, and we are so grateful for you all. Please note that our next Lisbon Lines will not be sent until December 5th, as students will only be in school next Monday and Tuesday. We wish each and every one of you a very Happy Thanksgiving.
Have a great weekend,
Dr. Carr & Mr. Scobie

New Information
CogAT Testing for All 3rd Graders
This year, the Howard County Public School System will be administering the Cognitive
Abilities Test (CogAT) to all students in grade 3. The CogAT is a group-administered abilities test that measures students’ reasoning abilities, which they develop through in-school and out-of-school experiences. It is not designed to test a student’s academic achievement, but their potential.
All students in Grade 3 will participate in the testing. The CogAT will be administered on Wednesday, December 3rd, Thursday, December 4th, and Friday, December 5th. No special preparation is required. Just send your child to school ready to learn as you do daily.
The Gifted and Talented Education Program will use the data from the CogAT as one criterion for placement into fourth grade Gifted/Talented mathematics classes and middle school Gifted/Talented content classes. Students’ individual scores will be reported to parents in late February/early March.
Pocket Pantry
Howard County has launched a community-led initiative called the Pocket Pantry program. The Pocket Pantry offers residents in need free perishable and non-perishable food items, 24/7, no questions asked.
The goal of the Pocket Pantry program is to contribute to family and community wellness by reducing food waste, increasing food access, building community, promoting dignity and choice, and encouraging community sustainability.
In addition to our monthly Park- It -Market, sponsored by Glenelg United Methodist Church, Lisbon families and community members may now access a Lisbon Pocket Pantry at any time at the following location:
Heritage Realty Services, 15950 North Avenue, Lisbon
(sponsored by Glenelg United Methodist Church)
The refrigerator and accompanying pantry shelves are stocked with items such as fresh produce, dairy, meats and canned goods. Anyone can take what they need at any time. Community members are encouraged to donate food, non-perishable items as well as prepared meals.

HCPSS Pre-K Program
Families that have been affected by the federal government shutdown and who would not ordinarily qualify for the Pre-K program could now be eligible due to their current loss of income. Howard County families who have lost pay due to the shutdown, even those families who have previously applied and did not meet Tier I eligibility, may apply. If your family qualifies, the Pre-K program would be offered at no cost to your family for the remainder of the school year. Please submit a completed application and the required income documentation to: hcpss_pk@hcpss.org. Application submissions must include the required income documentation in order for our office to determine eligibility. If you have any questions, please contact the Office of Early Childhood Program by email at hcpss_pk@hcpss.org or by phone at 410-313-6836.
Young Authors' Contest
The Howard County Literacy Association invites students in grades 1-5 to submit their original poems and/or short stories to the annual writing contest called The Young Authors' Contest. Please see the attached Young Authors’ Contest Guidelines for information about the rules and guidelines. Stories and poems must be typed and saved as a Word Doc or Googledoc. All entries must have a completed YAC Cover Sheet sent as a PDF. Submissions may be emailed to your teacher or Mrs. Hansen by December 15, 2025. Contact Mrs. Hansen at Alicia_Hansen@hcpss.org with any questions. All Young Authors’ Contest information can be found on the HCLA website.
Howard County Literacy Association welcomes parents as members. Visit the HCLA Welcome Page for information about joining.
Complete Family File
Please assist us by completing your Family File at hcpss.org/connect.
- Parents/guardians must verify and/or update emergency information for each child every school year. This is completed online in Family File, which has several new updates including how and where to access. Full details on updating your Family File are available online. Please let us know if you need assistance.
Change of Address
Any change of residency must be reported through Family File within 10 school days of the move. Current residency documentation must be provided to the school each time residency changes.
Student Meals & Payments
For the 2025-2026 school year, HCPSS will be using LINQ Connect for all things food and nutrition. LINQ Connect is a secure, online portal that allows families to make online payments to their child’s meal account, monitor their child’s account, schedule automatic recurring payments, set up low balance alerts, submit a Free and Reduced Meals program application, and more.
Free and Reduced Meals-check your eligibility today!
Students whose families do not qualify for free or reduced lunch will be required to pay the daily meal price. Many HCPSS families are eligible to participate in the Free and Reduced Price Meals (FARMs) program, which provides children with a wide range of benefits including free or discounted college tuition, testing and application fees, academic and athletic program fees, and many others in addition to free or discounted meals. Families are urged to check their eligibility and complete a FARMs application as soon as possible. Families must submit a new application every school year. Details on the Free and Reduced Meals program, including a link to apply, are available online.
