May 2025
LISD Families,
As we enter the last week of the 2024-25 school year, we are looking forward to the upcoming graduation ceremonies for the Class of 2025 which will be held at The Star in Frisco. We know this is an important milestone for families and students and we are proud to be a part of this special moment each year as we celebrate our graduating seniors.
I want to express my thanks and appreciation for how our community has answered the call to help us retain our great staff through sharing your appreciation of our staff through our Recognize SomeONE program. When we first started this program in 2023, we had 5,000 submissions, we now have for this school year over 10,000 submissions recognizing the hard work and dedication of our over 6,000 staff members.
As I shared with you earlier this week in our Action Alert, the Texas Senate released their version of School Funding (Committee Substitute House Bill 2 (CSHB 2)), which made significant changes to the version of this bill that passed in the Texas House of Representatives. With inflationary costs at an all time high, the Basic Allotment is critical to addressing rising costs, staff pay, and reducing our recapture payment. When the Basic Allotment is increased, more of our property taxes stay here locally rather than being paid back to the state in the form of a recapture payment. It is not too late to contact your Senate and House representatives regarding school funding and the importance of an increase to the Basic Allotment.
In this month’s newsletter, you will find some preview information for the 2025-26 school year, updates about our bond program projects and so much more. Thank you again to our voters for your support of the 2023 and 2024 Bond Referendums.
In last month’s newsletter, I shared a link to an input opportunity for our community to let us know the top two reasons you choose LISD for your child’s education. I’ve included that link again in today’s message for you to submit if you haven’t done so already. Your feedback is critical as we make plans for the future of our district.
If you're visiting Grandscape in the coming days, keep an eye out for LISD on the big screen! Thanks to a generous partnership with Grandscape—who also sponsors our graduation ceremonies—we were given this opportunity at no cost. We’re thankful for their continued support of our students and schools.
I want to wish all of you a great summer and we will look forward to seeing everyONE when we return for the 2025-26 school year.
Let’s finish this year strong as ONE LISD. Thank you for being part of the LISD family.
Lori Rapp, Ed.D.

This spring, the families, staff and communities at B.B. Owen, Creekside, Garden Ridge, Highland Village, and Polser Elementary Schools gathered to celebrate the lasting legacy of each campus. We honored their impact with events filled with gratitude and reflection, and we thank the families, staff, and alumni who helped us celebrate. SEE PHOTOS
Several campuses who are set to welcome students for the 2025-26 school year from B.B. Owen, Creekside, Garden Ridge, Highland Village, and Polser Elementary Schools hosted students at their newly zoned campus for opportunities to meet friends, get familiar with their new campus, and connect with teachers ahead of the summer break. Parent Notes
We appreciate your help in working through changes on attendance policies for next year. We know that school attendance is linked to higher student achievement, math and literacy proficiency, graduating on time, and increased student engagement. We are returning to the system we had prior to COVID, distinguishing parent notes and pre-planned trip absences.
For this coming school year, there will be 5 absences allowed with a parent note for any reason. For pre-planned trips or outside school activity absences, parents will have 5 additional absences and will need to complete a pre-planned absence form. We will provide more information with back to school resources on how to access the pre-planned absence form.
As an important reminder, absences with a doctor’s note, received within three days, are excused and do not count towards the parent note or pre-planned absence count. We also understand that extenuating circumstances can happen and we will work to partner with you on those types of situations. It is our hope that this approach balances flexibility with maintaining a consistent learning environment. We will continue to advocate for change at the state level for a school finance formula that is based on enrollment and not on attendance.
Clear Bag Policy (Athletic Venues Only)

Meal Price Changes
For the 2025–2026 school year, LISD will increase student and adult meal prices to align with federal guidelines and rising food service costs. This marks the first student lunch price increase since the 22-23 school year. Student breakfast and lunch prices will increase by $0.30, and adult meal prices will increase by $0.30 for breakfast and $0.20 for lunch. These adjustments help ensure compliance with USDA requirements and reflect the district’s efforts to maintain high-quality, sustainable meal services.
Texas School Funding: The Misleading Per-Student Average
When it comes to funding Texas public schools, one of the most commonly cited figures is the amount of money allocated “per student.” At first glance, this number seems straightforward—an easy way to understand how much funding our schools receive. However, this average is misleading and fails to reflect the reality of what school districts like Lewisville ISD actually receive to educate each child. Dr. Rapp recently went back to her The Colony High School roots for an UnRapped math lesson with LISD Board members on averages. WATCH the video below.
