Who Participates

  • All licensed teachers responsible for planning and/or providing instruction in the subjects or courses identified in the Roster Verification Guidelines should verify rosters.

  • Only teachers and co-teachers providing at least 20% instructional time may roster a student. Instructional responsibility and percentages should align with the student’s IEP, when applicable.
  • If an Intervention Specialist provides 20% or more instruction, the student must be rostered for that percentage and remaining instructional alerts acknowledged.
  • If instruction is less than 20%, the student should not be rostered, and any underclaimed instructional alerts must be acknowledged.

Who Does Not Participate

  • Long-Term Substitute Teachers', Tutoring program staff or instructional support staff who did not plan or provide instruction do not participate in roster verification.

Student Attendance

As long as a student is enrolled in a class and appears on the roster, the teacher must include that student during roster verification.

Important Notes:

  • Daily attendance should not be considered when completing roster verification.
  • Teachers should verify students based on enrollment and instructional responsibility, not attendance records.
  • The Ohio Department of Education and Workforce (ODEW) will remove from value-added analysis any student with 45 or more total excused or unexcused absences during the academic year based on EMIS data.
  • Promise Center exception: Students with 0% instructional time for the entire school year may be removed.

Roster verification is important because it effects how students contribute to a teacher's overall Value Add rating.

Student growth data is weighted based on the percentage of instructional time claimed by their teachers of record.

Value - Added Roster Verification

Roster verification is the process that facilitates validation of which teacher teaches what subject to which students in support of Value-Added Roster Verification student growth measures. Roster verification directly involves educators in the process that assigns instructional responsibility for the students they teach.

Roster verification allows educators to verify the following four pieces of information:

  1. The grades, classes, and subjects taught;
  2. The students who received instruction;
  3. The months during which students received instruction; and
  4. The percentage of instructional responsibility for each student during the months selected (verifying sole — or a percentage of — shared instructional responsibility).

Currently, the primary purpose of roster verification is to provide teacher-verified roster data that will be used to develop EVAAS value-added reports.
