SAU#75SuperintendentNewsletterVolume 2, Issue 3 (October 2026)

Dear Grantham School Community,

October was a busy month! The Grantham School District administrative team has been busy preparing the upcoming 2027-28 school budget. Several meetings have occurred across all departments to balance student educational needs with fiscal responsibility. In addition, all administrators have met with me to set their professional goals for this school year. Grantham School District staff participated in professional learning opportunities on October 9th that included understanding aspects of student services, managing student relationships, updating academic competencies, assessing our current reporting system, and integrating the use of artificial intelligence into daily tasks to promote efficiencies. In November and December, the school board will be discussing the proposed budget for the 27-28 school year. These months also bring a variety of seasonal activities for our staff and students. As always, we are grateful for the partnerships and support that surround the Grantham School District.

Sincerely,

Christine Downing, Superintendent

NH Laws and Legislation - Updates NH Laws and Legislation - Updates

Let's talk about HB 564!

HB 564 and HB 1300 (Ballot Question #2) are often lumped together in conversations. However, they should not be considered one in the same. As most people know the passage of HB 1300 led to Ballot Question #2 coming up on November 3rd.

So, what is HB 564 all about?

HB 564 was signed into law by Governor Ayotte on August 18, 2026. As a law, it requires all NH school districts to separate their School Administrative Unit (SAU) budgets from the overall School District budget. This means at this year's annual school meeting there will be a separate article on the school warrant for voters to approve the SAU budget. If the SAU budget is not approved, then a level-funded adjusted budget matching the prior year will be used. The rest of the school district budget will be approved in a different warrant article.

Why do HB 564 and HB 1300 get lumped together?

HB 1300 contains a different definition for the SAU budget than what is defined in HB 564.

HB 1300 states, "School administrative unit central office administrative budget means expenditures for the general management and administration of a school administrative unit. The term does not include school-based administrative staff; classroom instruction; instructional support services; special education services; transportation; food services; or facilities operations and maintenance."

HB 564 states, "a budget required for the expenses of the school administrative unit for the next fiscal year, which budget may include the salary and expenses of supervisors of health, physical education, music, art, and guidance, and any other employees, and shall include the expenses necessary for the operation of the school administrative unit." It also references RSA 194-C, which is the RSA that directly governs School Administrative Units or SAUs.

There is a conflict between these two definitions when it comes to expenses related to what is included in the SAU budget versus the School District budget. One definition (HB 1300) excludes school-based administration, but the other definition (HB 564) indicates salaries and expenses of school-based administrators ("supervisors") may be included.

I will talk more about HB 564 and its application to the Grantham School District in my next newsletter!
