12/10/25 Bargaining Session
7th Negotiation Session for the 25-26 School Year.
Two TAs and three MOUs were signed at the table today. However, due to the lack of meaningful progress on class size and special education caseloads, SVEA has declared impasse on all remaining open articles. SVEA's Position
SVEA continues to fight for whatโs best for students in a meaningful and timely fashion. It has been over a year since SVEA and SVUSD agreed that class size and special education caseloads are the negotiation priorities for the 25-26 reopeners. Based on guidance provided by the SVEA Executive Board, the bargaining team declared impasse at todayโs session.
SVUSD's Position
SVUSD indicated earlier this morning that they were prepared to present a counterproposal regarding Article VI: Class Size. However, at the bargaining table, SVUSD reversed course, stating that while they had developed a counterproposal, they needed additional time to consult SVUSDโs Chief Fiscal Officer (who was present at the table) and legal counsel before they could proceed.

Article - a section of the contract
Proposal - an initial request to change language in the contract or MOU to solve an immediate problem.
Counter/Counterproposal - a response with changes to the original proposal
TA - Tentative Agreement - signed when both parties agree to changes in the contract Language. TAs must be ratified at the next ratification cycle at the conclusion of negotiations.
MOU - Memorandum of Understanding - Used to temporarily implement desirable language before full ratification. MOUs can also be used to fix immediate issues with specific employee situations.
Impasse - Teachers' unions declare an impasse in contract talks when negotiations stall, signaling positions are too far apart, leading to a formal mediation process with a neutral third party to help reach an agreement.
PERB - The Public Employment Relations Board (PERB) in California oversees labor relations for public school teachers, administering laws like the Educational Employment Relations Act (EERA) that govern collective bargaining, unfair practices, and employee rights.
