❓ What is TPRS? Is it the same as TAPR?

The Texas Performance Reporting System (TPRS) integrates state and federal reporting requirements into a single reporting system that can be viewed at the campus, district, region, and state level. As the most comprehensive reporting system published by TEA, TPRS provides additional performance reports, results, and indicators for student groups not previously reported on state accountability data tables, the Texas Academic Performance Reports (TAPR), or the School Report Card. TPRS is the enhanced online version of TAPR. It has been recently updated with Remote vs. In-Person Data. TEAL Accountability application will show you unmasked data.

The TPRS Glossary provides definitions, describes methodologies, and lists sources for each tab in the TPRS system.

This Week in Performance Reporting Nov. 11

A–F Accountability

An updated Preliminary 2023 Academic Accountability System Framework is now available on the 2023 Accountability Development Materials website. As part of the continuous improvement process, the agency spent more than two years consulting with stakeholders on enhancements to the accountability system. The proposed enhancements described in the updated preliminary framework are designed to provide parents, community members, and educators with the data essential to drive improved outcomes for all Texas children.

A two-page summary document provides an overview of the proposed adjustments and is intended to guide discussions and spur additional stakeholder feedback, which will be gathered through winter 2022. Additionally, a summary of stakeholder feedback and adjustments provides a summary of how stakeholder feedback has informed updates to the framework since the June release.

For additional information, please view the November 9, 2022 To the Administrator Address letter.

Local Accountability System

Now is the perfect time to explore the local accountability system and how your district can develop a plan using your existing priorities and data! Districts may use the 2022–23 school year to develop a plan for approval and application to 2023 accountability year or develop a plan for application to the 2023–24 school year.

Districts wishing to learn more about the local accountability system and how to develop a district local accountability plan can participate in a 45-minute overview webinar with time for Q & A.

Assessment Scoring and Reporting

TIDE Updates

  • New Information Banner Feature

Beginning on November 7, 2022, the Test Information Distribution Engine (TIDE) features an announcement banner to provide reminders of important dates and deadlines as well as other information. The banner will be blue for information and reminders and red for critical notifications.

  • Deleting Student Attributes

District personnel will have the ability to use the Additional Student Attributes Upload File to delete student attributes beginning on November 11, 2022.

TDS Test Tool Update

The graphing tool in the Test Delivery System (TDS) has been updated to include a draw functionality. The tool has been renamed Graph/Draw and is available starting November 7, 2022, for mathematics, science, and social studies tests. Reading language arts tests do not have this tool, as there are notepad and sticky notes tools available. The Graph/Draw tool allows students to plot points and lines and includes free-form draw functionality with multiple colors.

Calendar of Events

Printed copies of the Calendar of Events are scheduled to arrive in districts during the week of November 14, 2022. The online version of the Calendar of Events, available in the District and Campus Coordinator Resources, has been updated to include information about selecting the correct paper format in TIDE for the State of Texas Assessments of Academic Readiness (STAAR®) Alternate 2. Refer to the STAAR Alternate 2 Administration section below for more information. This update is not reflected in the printed version.

CHROME OS Secure Browser Update

As a reminder, version 8.0.0.1 of the Chrome OS Secure Browser is now available in the Chrome Webstore. The secure browser should update automatically, but individuals should coordinate this required change with their information technology staff if the Chrome OS testing devices are not set to automatically update applications.

2023 TELPAS Administration

All students who need to take the Texas English Language Proficiency Assessment System (TELPAS) assessments must have the Emergent Bilingual Indicator Code set to “1” in the Student Information page in TIDE.

The deadline for districts to indicate a special paper or holistic administration of TELPAS assessments is November 23, 2022. For students who need a paper or holistic administration and meet the eligibility requirements, districts must indicate the following in TIDE.

  • Emergent Bilingual Indicator Code set to “1”
  • Special Ed Indicator Code or Section 504 Indicator Code set to “Yes”
  • Test Mode set to “Holistic” for TELPAS listening and speaking
  • Test Mode set to “Paper & Holistic” for TELPAS reading and writing
  • Paper Test Format set to the appropriate material for TELPAS reading

Initial order material quantities will be available for verification by districts using the TELPAS and TELPAS Alt Paper Materials Management administration task. These quantities are calculated based on students flagged appropriately in TIDE. Districts must review the initial order materials to confirm that sufficient quantities are ordered.

2023 TELPAS Alternate Administration

For any student eligible for TELPAS Alternate, districts must indicate the following in TIDE.

  • Emergent Bilingual Indicator Code set to “1”
  • Special Ed Indicator Code set to “Yes”
  • Alternate Student Flag: TELPAS Alternate set to “Yes”

All indicator codes must be marked prior to November 23, 2022, for the district to receive an adequate supply of the Observable Behaviors Inventory.

2023 STAAR Alternate 2 Administration

As a reminder, for any student eligible for STAAR Alternate 2, districts must indicate the following in TIDE.

  • Special Ed Indicator Code set to “Yes”
  • Alternate Student Flag: STAAR Alternate 2 set to “Yes”

In addition, any student who needs to take a STAAR Alternate 2 end-of-course (EOC) assessment must have the STAAR Alternate 2 EOC Eligibility field for the specific course marked “Yes.”

The STAAR Alternate 2 Paper Format field has been added to TIDE. The paper format defaults to "Regular Print." For a student who needs a large-print version of a STAAR Alternate 2 test booklet, the district will need to select “Large Print” in the STAAR Alternate 2 Paper Format field in TIDE; otherwise, no action is necessary.

All indicators must be marked prior to January 6, 2023, to ensure that districts receive sufficient paper materials in the initial order shipment. Additional orders must be placed for students whose STAAR Alternate 2 indicators are added after the due date.

STAAR Redesign Trainings

Starting November 7, 2022, STAAR redesign training modules are available to teachers in the Learning Management System (LMS). A communication will be sent to all teachers on November 14, 2022, to inform them that these modules are available and to share registration links for optional webinars about the STAAR redesign led by the Texas Education Agency. A teacher must be a registered user in TIDE to access the LMS, so testing coordinators should anticipate access requests from teachers that do not already have TIDE accounts. Teachers should be given the user role of “TE”; if a district does not want teachers to have this permission level, the role “LMS Only” may be used to provide access only to the LMS. Refer to the User Role matrix in the District and Campus Coordinator Resources for additional information.

For questions or assistance regarding the information in this communication, contact Texas Testing Support at 833-601-8821, TexasTestingSupport@cambiumassessment.com, or TexasAssessment.gov via live chat.

Teacher Email: STAAR Redesign Nov. 11

Please see below regarding the information that TEA will be sending out to all teachers on Monday, November 14th.

https://tea.texas.gov/about-tea/news-and-multimedia/correspondence/taa-letters/email-to-teachers-regarding-staar-redesign-training

The purpose of this communication is to inform superintendents and school system administrators about an email that will be sent to teachers on November 14, 2022, regarding STAAR redesign training.

The Texas Education Agency (TEA) has been supporting ESCs and school systems in training their teachers about the STAAR redesign. Two new training opportunities are available this month for teachers that have yet to receive training from their ESCs or school systems. An asynchronous module is now available in the Student Assessment Learning Management System, and optional, TEA-led webinars for teachers about the STAAR redesign will be held during the week of November 28.

TEA will email the message below to all teachers in the Educator Certification Online System (ECOS) database on Monday, November 14. Superintendents are encouraged to share the contents of this email with teachers through local communication channels after the 14th in case some teachers’ contact information is not current in the ECOS database.

TEA Email Content to be Sent to Teachers

Dear Educator,

Texas educators played an important role over the past two years in helping to shape the redesigned State of Texas Assessments of Academic Readiness (STAAR®), which will be implemented in Spring 2023. The redesigned STAAR, a result of House Bill (HB) 3906 passed by the 86th Texas Legislature in 2019, will align more closely with effective classroom instruction. The redesign includes several components:

  • New types of test questions: New, non-multiple-choice question types are more like the kinds of questions teachers ask in class and give students more ways to show understanding.
  • More cross-curricular reading passages: Reading comprehension test questions reference topics students have learned about in other classes.
  • Evidence-based writing incorporated into reading language arts tests: Combined reading and writing tests better support the interconnected way these subjects are taught and eliminate stand-alone writing tests for grades 4 and 7.
  • Robust accommodations in online tests: The online testing platform provides a full suite of robust accommodations for students with specific learning needs.
  • Tests administered online: Online testing supports all the changes above and will provide faster test results in future years to support accelerated learning. The transition to online testing will be implemented beginning with the December 2022 administration.

There are multiple opportunities for educators to learn about the STAAR redesign, and all educators are encouraged to participate in at least one opportunity. Educators can receive CPE credit hours for participating in any of the following training opportunities, each of which cover the same STAAR redesign content:

  • An interactive professional development session facilitated by your district or regional education service center (ESC) using TEA-provided materials.
  • Online training modules hosted in the Student Assessment Learning Management System that can be completed on your own schedule. Please reach out to your district’s testing coordinator if you need access to the learning management system.
  • Live STAAR redesign webinars hosted by TEA from November 28–December 2, 2022, which cover the same information educators will receive in trainings offered by their ESC or district.

Registration links for TEA webinars are bulleted below:

  • Monday, November 28, 2022 | 3PM–4PM (CST)
  • Tuesday, November 29, 2022 | 11AM–Noon (CST)
  • Wednesday, November 30, 2022 | Noon–1PM (CST)
  • Thursday, December 1, 2022 | 4PM–5PM (CST)
  • Friday, December 2, 2022 | 3PM–4PM (CST)

Please submit any questions about the training opportunities to the Student Assessment Help Desk.

Thank you for all the work you do to support Texas students.

Sincerely,

Texas Education Agency

Texas Formative Assessment Resource (TFAR)

TFAR is a free, optional platform used by educators to create, administer, analyze, and share formative assessments. Teachers will be able to analyze the results of these formative assessments to help inform instructional choices such as making immediate lesson plan adjustments or providing specific interventions for students at the level of individual standards.

TFAR is meant to supplement and support existing LEA resources and formative assessment practices. Assessments created in TFAR should be combined with a broader set of classroom formative practices that are part of a coherent instructional framework.

Additionally, formative assessments from select, high quality instructional materials (HQIM) with an open education license will be available to administer through the same online test administration system as assessments created using TFAR. Assessments from math and RLA curricula, grades K-5, will be prioritized, and other, select curricula’s assessments will be released on a rolling basis. More information about which HQIM products’ tests will be available in the online system and the release dates of these tests will be available in the fall.

Redesign of TELPAS Reading and Writing

Based on input from educators, the Texas English Language Proficiency Assessment System (TELPAS) reading and writing domains will be combined in an online test for students in grades 2–12 this year.

Because of this new standardized version of a writing assessment, districts will no longer need to holistically rate writing samples for students in grades 2–12.

Students in kindergarten and grade 1 will continue to be holistically rated in all four language domains—listening, speaking, reading, and writing.

TEA will release the ACT/SAT testing data to districts in TEAL for districts to review, verify and submit for reimbursement. The person responsible for this project must have Accountability-level access in TEAL. Only the Superintendent can grant this level of access in TEAL.

In the TEAL application, districts will need to review the following four categories:

  • School Day – Matched: This link is an Excel file that districts may download, review and keep for record-retention. TEA assumes that if a student tested in the school day environment, the district paid for the cost of the exam at the state-negotiated rate and is eligible for reimbursement. *

    • *Since the School Day – Matched students are automatically considered for reimbursement, districts whose students did take a school day assessment but did not pay for their students must opt out. This is not needed for districts that want to be reimbursed for national day students.

  • National Day – Matched: This link provides access to an application where districts SELECT the students for whom the district paid and who tested on a national testing day. Districts must ADD the 10-Digit Student ID. To be eligible for reimbursement, districts must identify students and verify the district paid for the cost of the exam.
  • School Day/National Day – Unmatched: This link provides access to an application where districts SELECT the students for whom the district paid and who tested on a national or school testing day. Districts must ADD the 10-Digit Student ID. To be eligible for reimbursement, districts must identify students and verify the district paid for the cost of the exam.
  • Not Represented: Any student for whom the district paid for an assessment and is not found in any of the above categories. The district will have the opportunity to submit the student for a reimbursement request while the TEAL application is open.

Industry-Based Certifications

Industry-based certifications are a valuable component of strong student pathways. TEC §39.053 requires the Texas Education Agency (TEA) to account for high school students who earn an industry-based certification as one indicator within the student achievement domain of the state's public school accountability system.

TEA Releases Final 21-22 Financial Accountability Nov. 10

PRESS RELEASE

TEA Releases Final 2021-2022 Financial Accountability Ratings

AUSTIN, Texas – November 10, 2022 – The Texas Education Agency (TEA) today announced final financial accountability ratings for more than 1,200 school districts and charter schools across the state, with 85 percent earning the highest rating possible for 2021-2022.

Created in 2001 by the 77th Texas Legislature, the Financial Integrity Rating System of Texas (FIRST) is designed to encourage public schools to improve their management of financial resources to provide the maximum allocation possible for direct instructional purposes.

The FIRST ratings are calculated using twenty (20) financial indicators for school districts and twenty-one (21) financial indicators for open-enrollment charter schools, such as administrative cost expenditures; the accuracy of a district’s or charter school’s financial information submitted to TEA; and any financial vulnerabilities or material weaknesses in internal controls as determined by an external auditor.

Ratings for 2021-2022 are based on annual financial reports provided to TEA by districts and charter schools for the 2021 fiscal year. The financial accountability rating system requires TEA to review the audited financial reports from all districts and charter schools.

A school district or charter school is assigned one of four letter grades (A, B, C, or F), as well as a coinciding financial management rating (Superior Achievement, Above Standard Achievement, Meets Standard Achievement, or Substandard Achievement).

For 2021-2022, the final FIRST ratings are as follows:

Final ratings chart

There are five critical indicators that result in an automatic F or Substandard Achievement rating should a school district or charter school fail in that specific category – regardless of overall score.

In addition, FIRST ratings for charter schools operated by a public institution of higher education (IHE) are assigned separately. Based on 7 indicators, IHEs are assigned either a Pass or Fail rating. For 2021-2022, every public institution of higher education operating a charter school (7) received a final FIRST rating of Pass.

For IHEs, there are two critical indicators that result in an automatic Fail rating should an IHE fail in that specific category – regardless of the overall score.

All school districts and charter schools are required to report information and financial accountability ratings to parents and taxpayers. In addition, districts and charter schools must hold a public discussion or hearing regarding its financial report.

To review the final 2021-2022 FIRST ratings for all districts and charter schools (plus view final FIRST ratings from previous years), visit the TEA website at http://tea.texas.gov/index4.aspx?id=3864.
