Open Services from 2025-26
Submit Any Open Billings from the Previous School Year by October 9th
Open Service reports for the end of the 2025-2026 school year will be sent out to districts the week of September 7th.
Services from the 2025-26 school year that are still 'Open' in MISTAR will need to be marked Ready to Bill no later than October 9, 2026. Completing this important step, will allow the Medicaid Team to submit your billing to the state, which benefits your district's reimbursement percentage.
Follow these steps to make your 'Open' services Ready to Bill:
- Sign into MISTAR Q and click All for the Track to access your 2025-26 Service Tracker Caseload.
- Billings with the non-billable service code must also be made Ready to Bill.
When Billing, Leave the Procedure Code Category Blank
A Service Tracker Tip
Case Managers, when billing in MISTAR>Service Tracker, leave the Procedure Code Category blank. Leaving this box blank will allow you to access the Procedure Code in the next box. Selecting any item from the Procedure Code Category will only allow Non-Billable-Record Keeping Only items to auto-fill.
Please see the images below for clarification.
Leave the Procedure Code Category blank.
This step allows you to select billable code T2023, or Non-Billable Record Keeping Only.
Selecting any item from the Procedure Code Category box will autofill the Non-Billable Record Keeping Only code.
Your Role with the One-Time Consent Form
Obtaining Parental Consent to Bill Medicaid
When the One-Time Consent to Bill Medicaid is not on file with your school or district, provide the parent/guardian with the following:
- During the initial meeting with the student's parent or guardian, first, provide them with the Annual Notification Regarding Parental Consent.
- The Annual Notification provides details about the Medicaid School Services Program (SSP) and assures parents that participation in the SSP does not impact their family's Medicaid benefits and that they can revoke their consent at any time.
- Next, provide the One-Time Consent to Bill form that the parent or guardian will need to fill out, including their signature and date.
- The parent/guardian must check two of the three boxes on the form: the box that they acknowledge receiving the Medicaid Annual Notification Regarding Parental Consent.
- Then, they must check whether they grant permission for your school or district, along with Wayne RESA since we are submitting billings to the State, to bill Medicaid; or they can check that they do not grant permission to bill Medicaid.
- Their child will continue to receive services detailed in their IEPT/IFSP/NPSP, If they do not grant permission for billing.
After the One-Time Consent form is completed by the parent/guardian, submit it to your Special Education Office for updating in MISTAR and filing with the student's Special Education record.
*The Medicaid and MISTAR Teams are working on updates to both documents in MISTAR>Program Forms and will let you know when these are available. In the meantime, continue to use the MISTAR Forms, or download the updated PDFs to provide the Annual Notification and document parental one-time consent.
Authorization for Medicaid Services Form
Who is Responsible for Completing, Who is Responsible for Filing
Direct Service Staff, or Ancillary/Support staff, are the staff who are responsible for completing, signing and dating this form. They will then provide it to you at the IEP/IFSP/NPSP or Amendment meeting.
As the Case Manager, you are responsible for including the Authorization Form with the Special Education documentation that is being filed for each student, regardless of the student's Medicaid eligibility. The reason that it is needed for every student is this: since students can become eligible for Medicaid at anytime, the best practice is to have this document completed for every student with a direct, direct/consult service and/or assistance with Personal Care.
Random Moment Time Study Policy Change, Tips and Training Video
One of the requirements for billing Medicaid is also participating in the Random Moment Time Study (RMTS) survey process. It is the quickest and easiest requirement of the Medicaid reimbursement program.
1. 48 hours before your assigned survey moment, you will receive an email from
2. You will then have 48 hours to complete and submit your survey, which is now a hard deadline.
- If you do not submit your survey within the required 48 hours, your survey will count against the reimbursement funding that flows back to the district or academy for your services.
A link to quick tips and a training video on how you can successfully complete and submit your survey responses for RMTS is included below.
