23rd District PTA in April 2026!
STAY UP-TO-DATE ON PTA IN RIVERSIDE COUNTY!
You've Almost Made it Through the Year - Congratulations!
Happy April, Riverside County PTA and PTSA Leaders!
With only two and half(ish) months until the end of term, we are in the home stretch! Let's make sure we all do everything we can to set future elected leaders up for success for 2026-2027!
Transition to the board-elect is coming up fast! Check out this edition to get information on transitioning, upcoming training and more.
We're including current leaders and future leaders on newsletters through the end of the term to help facilitate transition.
Remember...
As you navigate the remainder of this year, remember: it's okay to reach out for help. It's okay to make mistakes. We are all in this together, and if you don't know what to do or how to do it, or if something is going (or goes!) sideways - reach out to us! That's why we are here. From program and fundraising ideas, to financial reviews, to grants, to...well...stuff we haven't thought about yet that will help - we're here to help you!
In this newsletter, you will find links, attachments, and information to help your PTA or PTSA run smoothly and effectively throughout the year. We know it's a lot of information, but it really is designed to help support you and help you make sure your PTA's business is clean, clear, transparent, and purposeful!
As a reminder...
Units, please remember to keep your councils in the loop when communicating with us (Corona-Norco, Hemet-San Jacinto, Lake Elsinore, Riverside, and Temecula Valley - this means you!). Out-of-council units, you'll come right to us (This means units in Alvord, Beaumont/Banning, Desert Hot Springs, Jurupa Valley, Menifee, Moreno Valley, Murrieta Valley, Palm Springs, Romoland, and Val Verde Unified)!
Regardless of where you are, you can always reach us at help@23rddistrict.org!
We know many of you are brand-new leaders, and that's wonderful - no matter where you are in your PTA journey (brand-new, returning, or even a PTA veteran), we are always learning. That's what training and asking questions is for - so don't be afraid to reach out to us here at Twenty-Third District - we are so glad that you are here helping to make magic for kids and we are proud to support you!
Happy April, and know that we are here cheering you on! Keep up the amazing work, Magic-Makers, and we look forward to seeing you live and in-person in May at our Awards luncheon!

Upcoming Compliance Items (Year-End Wrap Up)
Enter New Leaders into FutureFund Connects!
Transition is coming! NEW OFFICERS TRANSITION INTO OFFICE JULY 1! MAKE SURE YOUR UNIT IS PREPARED!
What can you do to help prepare for transition?
- Elections are REQUIRED! Make sure officers-elect are registered with your Council leaders or via FutureFund Connects. Per the Toolkit ("Running Your PTA, pp.R16), elections should occur by no later than the second week in April. If your unit or council is struggling with elections or needs support - we are here to help!
If your unit has not elected leaders by July 1, not only is your PTA at risk - the PTA cannot conduct business, and cannot elect new leaders without council or district PTA support! Remember, PTA is a business, and its officers are required by law to be on record. The following items are required for officers:
- President*: Name, Address, Email, Phone Number
- Treasurer*: Name, Address, Email, Phone Number
- Secretary*: Name, Address, Email, Phone Number
- All other officers: Name, Email, Phone Number
* These officers are required for an operational PTA.
- Make sure your records are in order! Financial records, minutes, and procedure books (in whatever iteration your procedure books and past plans come in!) all need to be ready to pass on!
Don't hand over a mess; set up your board-elect for PTA success!
Remember, our goal is to leave it better than we found it, so that the next group of leaders can continue our good work - making it better for children and families. - Reach out for help if you need it! We have phenomenal Council leaders in Riverside County, all of whom are ready and willing to help support their units in whatever ways possible. If your unit is out-of-council and needs support, reach out to us at 23rd District! We are here to help you - you have support, don't be afraid to reach out! You can reach us directly via Help@23rdDistrict.org
Changing Checksigners on the PTA Bank Accounts PROPERLY!
PARLIAMENTARY QUESTION: IS IT IN ORDER TO MAKE A MOTION TO CHANGE CHECKSIGNERS?
The answer to this question is no. The authority of checksigners is tied to the position as dictated in the bylaws, not to the individual, therefore the act of election is what is required to transfer the authority. A motion to change checksigners outside of election not only isn't in order; it technically is not legal, because no motion may supersede the bylaws.
Instead of a motion to change checksigners, make sure all elected officers are listed in the minutes by position and the first and last name of the officer. Then the secretary can include verbiage similar to what you see below. Verbiage can be altered to allow for additional signers as listed in the bylaws. Remember, only those officers listed in the bylaws can serve as checksigners:
"This action of election hereby stipulates that the authority of all currently authorized signatories on the (Name of PTA/PTSA) accounts is hereby revoked as of (date and time; for example: June 30, 2026, 11:59 P.M.). The Association of (Name of PTA/PTSA) hereby elects and appoints (President name and title) and (Treasurer name and title) acting together, as the primary (or only) authorized signatores on such accounts as are owned and managed by the (Name of PTA/PTSA), effective (date and time; for example, July 1, 2026; 12:00 A.M.), in accordance with the unit bylaws. For clarity, two signatures of financial officers (list names of checksigners as elected and listed in the bylaws) are required on every check written against such accounts."
This verbiage in the minutes, plus your bylaws, tells the bank everything they need to know to make the transition of checksigners easy! Checksigners cannot transition until July 1 or later.
Additional checksigners as defined in the bylaws can be added to the language to reflect the right to sign checks and be on the bank account, and remember - new checksigners cannot be added to the bank accounts without amending the bylaws, having the changes approved by the California State PTA parliamentarian, and then adoption by the association!
Bylaws Submittal Process - Sending Bylaws Through Channels!
Bylaws Submission Processes
Units wanting to submit proposed bylaws changes to California State PTA simply schedule an appointment using the new Bylaws Appointment Scheduler, and in the scheduled call, a Twenty-Third District PTA representative will help prepare the bylaws submission on the current template, and will then submit the bylaws to California State PTA right there! No more waiting to see if the bylaws have been submitted - you'll see it all!
Once the bylaws are approved by the California State PTA Parliamentarian, Twenty-Third District PTA will return the bylaws to you with instructions on presenting and adopting the proposed changes with your association! Easy peasy!
Note: In-council units should still follow council processes with respect to preparing bylaws submissions. Out-of-Council units will come directly to Twenty-Third District PTA

Don't Forget to Remit Manual Membership!
Make sure membership per capita is forwarded!
If your PTA/PTSA accepted membership dues via cash, check, or electronic funds collection utility (something like Square, Stripe, CheddarUp, Zeffy, etc.) and the memberships were not directly purchased through TOTEM - the membership dues per capita (the portion of dues that are sent through channels) still needs to be remitted!
Make sure those dues are getting sent to where they need to go!
- In Council units: Membership dues should be sent to your council
- Out-of-Council units (Alvord, Beaumont/Banning, Desert Hot Springs, Jurupa Valley, Menifee, Moreno Valley, Murrieta Valley, Palm Springs, Romoland, and Val Verde Unified): Membership dues are sent straight to Twenty-Third District PTA
Membership checks to Twenty-Third District PTA can be given to Twenty-Third at scheduled office hours, or mailed to the Twenty-Third District PTA office as listed below. We are hopeful that as of July 1 we will have an electronic ACH option available for dues remittances. Keep your eyes peeled for more information!
