Superintendent Report
Welcome Message
Welcome to the start of the 2026-2027school year! I hope your summer was filled with rest, adventure, and meaningful time with those you hold dear. As we open our doors for another exciting year, our districts are energized and ready to support inspiring and empowering every student to succeed.
With the new school year fully underway, we remain committed to providing a high quality education for all of our students. All of our schools have set annual goals that are directly tied to our publicly accessible strategic plan. Those goals are articulated in what we refer to as "Scorecards." The Scorecards will also be publicly accessible for our communities to see what goals have been set and to monitor progress in meeting those goals throughout the school year. Stay tuned for those to be shared. We are realizing these efforts are yielding positive results as evidenced by the NHDOE Press Release sent on September 2nd in which our schools were recognized by the state.
Additionally, we are taking a deep dive into reviewing a number of key focus areas that will support our students. We're looking at curriculum, instruction, assessment, professional development, supervision and evaluation, and student support services to list a few. It will be a busy year, but one that will benefit all of our students as we get to day 180.
These monthly reports will provide a great deal of information that may feel a little daunting at times. We recognize that and have intentionally decided to include as much as we can knowing that not everything will appeal to every reader. We have also attempted to summarize much larger reports in the text below with links to deeper reading for those that would like to learn more. I hope that you find this information helpful as we navigate the school year.
With that, I say to our students: bring your curiosity, your passions, and your willingness to try new things. To our families and communities: thank you for trusting us with your children’s education and for your continued partnership. To our staff and school boards: thank you for your unwavering dedication, creativity, and care.
Collectively, we have all the ingredients to make this the best school year yet!
Campus Chronicles
CHESTERFIELD SCHOOL
Chesterfield School's Outdoor Education Committee has hosted its annual fall cleanup day on Saturday, August 22. Volunteers came together to clear trees, set up tarps, and groom trails for their students. The outdoor classrooms provides valuable educational enrichment activities throughout all seasons in New England, with students engaging with the natural environment year-round.
Visitors are welcome to take a stroll on the story walk and enjoy a break under the pavilion. The outdoor area has become a treasured community resource for students, families, and weekend visitors alike.
HARRISVILLE WELLS MEMORIAL SCHOOL
Our first flagpole assembly where the 6th graders welcome the new Kindergarteners, new students and new staff to Wells with a flower and a wish.
KEENE MIDDLE SCHOOL
During the start of the 26-27 school year, KMS held a New Student Orientation on the afternoon of August 25th. We also utilized an altered schedule at KMS for the first four days. This allowed for Extended Advisory periods to start each of these day with the goal of building community by having students get to know each other and start building relationships with staff before the school year is in full swing. Our first full school assembly was on August 31st.
NELSON SCHOOL
On the morning of August 14th, Mrs. Gagnon welcomed our incoming Kindergarteners into our building for our first Kindergarten Camp. They played, practiced routines, and learned about being a Nelson Otter. Students were excited to come see their new school, and it made our first day in Kindergarten very smooth!
Student Learning & Achievement
A Renewed Focus on Curriculum, CBE, and Data
With the hiring of Sharyn D’Eon as Assistant Superintendent, SAU 29 is realigning central-office responsibilities for 2026–27. D’Eon will assume the Professional Development and Supervision and Evaluation responsibilities previously overseen by Dr. Benjamin White. Dr. White will transition from his previous Assistant Superintendent responsibilities into the existing position overseeing SAU-wide curriculum, competency-based education (CBE), and data. While the position is not new, he will bring a renewed vision centered on educator leadership, stronger K–12 connections, clear communication, and evidence-based improvement.
That vision begins with an exciting relaunch of curriculum development. Four ongoing cross-district committees—English language arts and writing, mathematics, science, and social studies—will bring together educators and administrators from Keene and the surrounding towns. The initial work will focus heavily on K–5 while strengthening connections through middle and high school. Committees will identify priority standards, examine scope and sequence, develop shared resources and assessments, review instructional materials, and address gaps or unnecessary repetition. The goal is not identical classrooms, but clearer and more connected learning expectations with room for professional judgment.
CBE and Data Specialists will also launch this fall. Their first year will include an intensive review of what is working, what is not, and why, particularly at the middle-school level. They will examine assessment, grades, progress reporting, and whether students and families clearly understand achievement and next steps. Using feedback and evidence, the team will strengthen effective practices while redesigning or moving away from approaches that no longer improve learning, clarity, or communication. Applications are underway, and the work begins in October.
Accountability Recommendations Submitted
The Accountability Task Force established by RSA 193-E:3-c submitted their final report (linked in image) in June. The task force was established “to develop and review the performance-based accountability system (PBAS) that will serve to demonstrate that a school is providing the opportunity for an adequate education as defined in RSA 193-E:2-a. While the enacting legislation was silent on the other accountability efforts for our public schools, the task force put forth the recommendation that will sync them all together with a clear intent on establishing a continuous cycle of improvement for all public schools to better serve students.
During the early part of August, Superintendent Malay presented this report with members of the NHDOE as well as from the Center for Assessment to both the State Board of Education and the Joint House/Senate Education Oversight Committee. Both presentations were well received and additional follow up sessions have been planned after the opening of the school year.
Prior to implementation, which is a minimum of a year away, legislation needs to be developed and passed to authorize the NH Department of Education to moved any or all of the recommendations in the report forward.
The tables included below illustrate both the components of the accountability system as well as a sample timeline.

Hosted by the Parent information Center in Concord, these virtual listening sessions provide the parents of our students identified with Special Needs the opportunity to share their thoughts and ideas about the experiences they have had with the Special Education process. Virtual sessions will be held on September 30th and October 6th.

From Portrait to Practice
This fall, SAU 29 is launching a new staff evaluation system. The Portrait of an Educator Committee has worked diligently over the past 18 months to develop this comprehensive framework, which will apply to all employee groups across SAU 29.
The new evaluation system is designed to elevate coaching and professional growth across our school systems. We are partnering with Bullseye to modernize and streamline our evaluation frameworks, ensuring they support staff development and simplify workflows. As we navigate this transition together, our commitment remains clear:
- Supporting our staff,
- Streamlining processes, and
- Building a stronger educational community for our students.

Lawsuit on General Election School Spending Cap Ballot Question Filed
On August 31st, a lawsuit was filed against state election officials seeking an emergency preliminary and permanent injunction to block a mandatory ballot question from appearing on state general election ballots. The dispute stems from state legislation (HB 1300) that requires a binding vote on whether to apply two strict fiscal limits to local school districts for a two-year period: a limit on local property tax growth tied to inflation and new construction, and a 6% spending cap on central administration expenses.
Key Claims - The suit argues that the ballot measure violates the constitutional right to a free and fair vote under state law on three core grounds:
Confusing Terminology: The question relies on complex structure and key technical terms (e.g., central office spending, bonded capital costs) that are left undefined, preventing voters from clearly understanding the consequences of their vote within the limited time allowed in the voting booth.
Misleading Assertions: The text explicitly claims the caps will not impact classroom instruction or school-based services. The complaint argues this is factually incorrect because fixed costs (like contracts, utilities, and debt) make up roughly 75% of school budgets, meaning required cuts will inevitably force reductions in staff, courses, and classroom resources.
Restriction of Voter Choice: The underlying statute outlines separate implementation and override rules for the tax cap and the administration cap, indicating they operate independently. However, the ballot question forces voters into an all-or-nothing "Yes" or "No" vote on both caps combined.

Grant Approvals
We are pleased to report that all of our grant applications across all 7 of our districts have been approved by the NHDOE! The approvals are not simple processes and require a great deal of time from several individuals throughout our SAU. Huge THANK YOU to all that made that happen!
Stay Tuned for Public Presentation on School Funding & Property Taxes
The Keene School District, as well as the Chesterfield, Harrisville, Marlborough, Marlow, Nelson and Westmoreland School Districts will be partnering with the NH School Fair Funding Project to bring an open community conversation to our area to create deeper understanding on school funding and property taxes. We are currently aiming at December for this event and more details and additional information will be shared as it becomes available.
Keene
Fiscal year 2026 has successsfully been closed by the business office. Look for year-end reporting to become available including the DOE 25 and MS 25 detailing all of your district funds, expenses, revenues and fund balances. As we move to fall we will be submitting updated documents to be used to set the actual tax rate for 2026 which will be reflected in the fall 26 tax bills. Expect the school tax rate to be slightly less than we predicted but very close to our estimates as highlighted in our March annual report.
Towns
As with Keene, the 2026 fiscal year has been closed by the Business Office for all towns. The year end reporting, DOE 25's, and MS 25's are currently under way. Once these are completed and submitted to the DRA, the tax rate setting process will begin for the fall 2026 tax rates.
Keene Summer Projects
- Fuller HVAC/ Safety Renovation
- Well underway. The Keene Board of Education's Facility Committee met on site to review the plan and progress of the large scale safety renovation on August 4. This is phase 4 out of 5 and includes completing the second floor. It will include a fully addressible mass notification alarm system, fire supression sprinklers, new classroom case work, fresh paint, ceiling and flooring. It also includes improvements to the office and security. ( see 3 images below)

Chesterfield School
This summer has been busy at the Chesterfield Elementary School! Some interior painting was completed along with scheduled flooring replacements, but the big news is that the soccer field received a much needed restoration! The entire playing surface was removed, drainage was added, and the field was leveled. After all of this work was completed it was reseeded and is currently well on its way to a lush green playing surface!
Harrisville School
There were no large construction projects completed this year at the Harrisville School, but a lot of interior painting was completed to give the grade 5/6 hallway a fresh new look! As always the summer months were still extremely busy cleaning and preparing the school for the upcoming year!
Marlborough School
This summer was relatively quiet at the Marlborough School with no large construction, painting, or flooring projects. However, every summer is an extremely busy time for our buildings and grounds staff who go through the entire building from top to bottom cleaning, waxing, and preparing the building for the students return to school on opening day!
Marlow School
What a busy summer in Marlow! It started with a large project to upgrade the wiring, lighting, and ceiling tiles in the multipurpose room. Over the summer, the food service counter curtain was replaced, and additional security cameras and door alarms were added. We completed the summer projects by landscaping on and around the playground, including the rock garden area!
Nelson School
Westmoreland School
The Westmoreland School did not have any large construction projects. But above and beyond the normal hustle and bustle of summer maintenance, the outside picnic tables, benches, and front office were repainted!
Food Services
Please join us in welcoming our new Food Services Director, Mr. Kent Hardin. Mr. Hardin has hit the ground running and the early feedback has been very positive! We are really excited about the energy and good nature that he brings to our organization! Welcome aboard Mr. Hardin.

School Safety
At the MINIIMUM, the following emergency response drills must be conducted at each building site in accordance with this schedule. Additionally, our schools complete an extensive report for documentation (see button below). The report also provides schools with data on areas that may need attention as we practice the different types of responses.
The completed safety drills by school as of 6/30/26.

Tech security tips: Phishing Emails
The Trap: You get an email that appears to be from Principal Jenkins saying: "Are you at your desk? I need you to do a quick favor for me, please text me at this number." or "Can you review this attached staff schedule?"
The Check: Always tap or click on the sender's name to expand the header and reveal the full email address inside the < > brackets.
The Red Flag: If the display name says Superintendent Davis, but the actual email address is schooldistrictleadership92@gmail.com instead of your official district domain (e.g., @yourschooldistrict.org), it is a scam.
External Relationships
Assistant Superintendent Sharyn D'Eon has joined the Keene Housing Kids Collaborative Board, replacing Dr. Ben White. She looks forward to supporting this community program while advocating for the students of the Monadnock region.
