Upper Adams School District Board Policies
The History of the Unger-Stock Outstanding Teacher Award and the 2023-2024 Recipients
The Unger-Stock Outstanding Teacher Award has been made possible by the generous donation of Colonel Guinn E. Unger (retired). Through a charitable trust established by Col. Unger and the late Mrs. Phyllis E. Unger, the Upper Adams School District has been able to perpetuate the long-standing tradition of recognizing outstanding teachers. Col. Unger, a 1943 graduate of Biglerville High School, realizes the importance high-quality teachers played in his life and the lives of his children. In 1995, Colonel Unger encouraged the Upper Adams School District to institute the Guinn E. Unger Innovative Teaching Practices Award. This award, presented to one secondary and one elementary teacher each year, recognized the efforts to institute innovative teaching practices into the classroom.
Colonel Unger was a student of the late L.V. Stock, who was a teacher and administrator in the Upper Adams School District from 1923 through 1957. In 1985, the L. V. Stock Teacher of Excellence Award was formed through the generous contribution of Verna O. Stock, in honor of her late husband, Leslie V. Stock. After nearly twenty years of honoring distinction in teaching through the L.V. Stock Teacher of Excellence Award, the tradition came close to extinction due to dwindling funds. When faced with the possibility of losing the tie between the L.V. Stock name and teacher excellence, Colonel Unger agreed to support the initiation of a new award, combining the components of both the former L.V. Stock and Guinn E. Unger awards. Thus, in 2005, the Unger-Stock Outstanding Teacher Award was conceived.
During the 2023-2024 school year we collected 57 nominations for 30 separate elementary teachers for the prestigious Unger-Stock Award. Similarly, we received 38 nominations for 18 secondary teachers. The committee met on May 9, 2024 and reviewed each nomination and candidate. On Tuesday, May 21, 2024 we recognized the elementary and secondary Unger-Stock Outstanding Teacher recipients by name publicly at the Upper Adams School District Board Meeting. We provided both recipients with recognition and their awards at the district-wide opening in-service program.
The 2023-2024 elementary recipient is Ms. Kathy Anthony-Gulden. Kathy just recently retired as an EL Teacher from the Upper Adams Intermediate school with 39 years of service.
Here is a list of a few comments from the nomination forms submitted for Ms. Anthony-Gulden:
“Ms. Anthony-Gulden always puts her students first….”
“…She is always willing to go above and beyond for everyone in her community.”
“She's a role model to me.”
“She's very funny and has a great relationship with me.”
“Ms. Anthony-Gulden is a seasoned teacher whose years of experience have touched so many.”
The 2023-2024 secondary recipient of the Unger-Stock Award is Mrs. Laura Fritz. Mrs. Fritz teaches family and consumer science and runs our pre-school program at the high school. She has been with the Upper Adams School District for 16 years. Here are some comments from a few forms used to nominate Mrs. Fritz:
“She always exhibits enthusiasm in the classroom.”
“All of her students look up to her and respect her.”
“Mrs. Frtiz participates in many school activities.”
“Evidence of success is how much student participation she has in her class.”
Congratulations to Ms. Anthony-Gulden & Mrs. Frtiz on winning the Teacher of Excellence Award!

Food Service Updates for 2024-2025
Free Breakfast
Free breakfast will be available for the 2024-2025 school year for all students.
Students will be required to pay for lunch daily, unless they qualify under the free/reduced meal application process. We strongly encourage families to complete the free/reduced meal application so it does not impact any current or future benefits that you are receiving. Families can apply online at Online Free/Reduced Meal Application, https://www.compass.state.pa.us, or for a printed copy please visit: Free/Reduced Meal Application (English) or Free/Reduced Meal Application (Spanish). Please contact your local building for a printed copy, if needed. If students wish to purchase additional items during breakfast or lunch, they must have the funds available to purchase.
If a student’s cafeteria account has a negative balance, the student will be offered a standard lunch, as defined by the National School Lunch/Breakfast Program (NSLP, SBP).
No charges will be allowed for extra items, such as a-la-carte options, drinks, or second meals.
All foods available in district schools during the school day will be offered to students with consideration for promoting student health and reducing childhood obesity. Foods provided through the National School Lunch or School Breakfast Programs will comply with federal nutrition standards under the School Meals Initiative. All competitive foods and beverages available to students in district schools during the school day will comply with the Nutritional Standards for Competitive Foods in Pennsylvania Schools.
The cafeteria operates under strict state and federal regulations governing the preparation and serving of foods. Menus for each building are available at: https://upperadams.nutrislice.com/.
Note: Chartwells may experience difficulty in purchasing food items or receiving partially filled items from the shortages in manufacturing. Chartwells may need to change the menu to reflect items that are available for purchase. Our goal remains the same: to serve delicious and nutritious meals to all students every day.
Account Balance Information
MYSCHOOLBUCKS.COM: The Upper Adams School District is pleased to offer an online option for families to pay for student lunches. Our Food Service Department accepts payments for school meals through MySchoolBucks.com – an online payment service. MySchoolBucks.com offers a secure transaction gateway that accepts all major credit cards/debit cards as a means of adding money to your child’s meal account. Note: For the 2024-2025 school year there is no service fee to use a credit card/debit card.
(IMPORTANT: The District participated with MySchoolBucks.com to provide parents/guardians the opportunity to view their child’s account 24/7. Setting up and viewing the account is free. Making a payment to their account online is optional)
If a payment by personal check is returned to the School District, marked “Non-Sufficient Funds” (NSF), the School District will reverse the credit to the student’s account in the amount of the original check. A $25.00 fee will be assessed for NSF checks returned to the School District. This may result in a negative balance in the account and the procedures listed below will be followed for charging meals and paying the overdue balance.
Negative Balance Information
If your student has a negative balance, please pay the outstanding balance prior to the end of the school year. Payment may be made using MySchoolBucks, https://www.myschoolbucks.com/ver2/login/getlogin or by sending a check in with your student to be applied to their account.
The initial collection of negative balances will be communicated to the parents/guardians by the 15th of every month. If at the end of the school year, June 1, 2025, if the student continues to have a negative balance, the negative balance may be referred to a collection agency.

STEELS STANDARDS COMING TO SCIENCE CLASSROOMS
The Upper Adams School District continues to work on our implementation of the new Pennsylvania STEELS Standards coming in 2026. These new science standards represent a significant shift in how school districts throughout the Commonwealth of Pennsylvania will approach Science, Technology, Engineering, Environmental Literacy, and Sustainability (STEELS) Education.
The Pennsylvania STEELS Standards are a set of educational guidelines designed to enhance students' understanding and proficiency in the fields of science, technology, engineering, and environmental literacy. These standards were developed by educational experts, industry leaders, and academic institutions to ensure our students are well-prepared for the demands of the 21st century. The standards are developed from the latest research and best practices in STEM (Science, Technology, Engineering, and Mathematics) Education.
In today's rapidly evolving world, proficiency in STEELS subjects is more crucial than ever. The rationale behind these standards includes:
- Future Readiness: Equipping students with the skills and knowledge necessary to succeed in future careers that are increasingly centered around science and technology.
- Critical Thinking and Problem Solving: Encouraging students to think critically, solve complex problems, and innovate. These skills are vital not only in STEM fields but also in everyday life.
- Hands-On Learning: Emphasizing experiential, hands-on learning to make science and technology education more engaging and effective.
The Upper Adams School District is enthusiastic about the statewide rollout of the STEELS Standards, which will be fully integrated into our curriculum by the 2025-2026 school year.
Our transition to the STEELS Standards includes:
- Professional Development For Staff Members: Training and resources will be provided to staff members to familiarize them with the new STEELS Standards and effective teaching strategies.
- Updated Curriculum: We will revise our science curriculum to align with the new STEELS Standards, ensuring that lessons are relevant and engaging.
- Enhanced Learning Materials and Resources: Students will have access to learning materials, tools, and lab equipment to support their hands-on learning experiences.
- Continuous Evaluation and Feedback: We will continually assess the implementation process and collect feedback from students and teachers to make any necessary adjustments and improvements.
The Upper Adams School District believes that the Pennsylvania STEELS Standards will greatly benefit our students by providing them with the knowledge and skills they need to succeed in an ever-changing world. Together, we can support our children in becoming the innovators and problem-solvers of tomorrow.
