Superintendent's Message

Dear Parents/Guardians and Staff,
This week, students have been busy taking their VTCAPs. Vermont Comprehensive Assessments System evaluates student performance in the state's schools based on Common Core State Standards. Grades 3-9 are taking English/Language Arts (ELA) and Math and Grades 5,8,11 are taking science before their well-deserved spring break. Information about last year’s student achievement data can be found here.
FY25 Budget
Last night, we provided the school board with our new budget proposal. You can view the full presentation here. While all other information in this presentation is accurate, note the budget and tax rate increase are not, as the board then opted to adapt that proposal slightly and added back in two of the proposed cut positions–1 Board Certified Behavior Analyst (BCBA) and 1 IT Educator (ITE). The board, which does not receive a salary, also opted to forego their small stipends and thus reduce the expenditure number by an additional $3,750.
By adopting this proposal, the collective $3 million FY22 and FY23 budget surpluses will be allocated as revenue to lower the tax rate, and the $1.1 million budget allocation to the Capital Reserve Fund has been eliminated to manage the expense line of the budget.
That brings the budget to $68,082,002, which represents a year-on-year spending increase of 8.88% and a homestead property tax rate increase of 9.55%. The vote will take place on Tuesday, May 7th.
We’ve updated the district budget page with an FAQ that includes information on the positions that have been reduced and the staff that has received Reduction in Force (RIF) notifications. Please note that not all the positions listed as RIFs are positions that have been cut.
The SBEA has created a helpful list that shows the broader impacts if we do not have a budget by July 1st. You can see that list here.
The website also includes information on where and when to vote. All information regarding early voting and absentee ballots is also available on the city clerk’s website.
At the meeting last night, many community members and staff came to speak in support of the BCBA positions and how vital they are to staff and students. Following thorough consideration of the feedback on the important role that they play in schools and deliberating on the ramifications of cutting the entire program, the board opted to decrease those positions by one rather than the initially proposed two.
There were also many questions about why there haven’t been more administrator cuts. Unlike some of our neighboring districts, we do not have a large number of administrators. These are the administrators across 5 buildings and Central Office:
Chamberlin
Principal
RMCS
Principal
Assistant Principal
Orchard
Principal
Assistant Principal
FHTMS
Principal
Assistant Principal
SBHS
Principal
Assistant Principal
Assistant Principal
Athletics and Activities Director
District
Superintendent
Executive Director of Learning
Executive Director of Education Support Systems
Director of Diversity, Equity, and Inclusion
Curriculum Coordinator for Literacy (this is the role that will be cut for FY25)
Like many of our staff, the administrators perform the work of multiple people. I would hate to lose any of our invaluable staff, but I wanted to be transparent about why there haven’t been as many cuts to administrators. We are aware that the choices we have made this year will have an impact on our budget conversations for FY26, but we are working with the information we have right now. These are all difficult conversations, but seeing our community engage in them is heartening.
I hope you will look over the material on the website, reach out to the SBEA for more information, and talk to your neighbors about the vote. You can also attend the board meeting on May 1st, the last before the third vote on May 7th.
Orchard Principal
At last night’s board meeting, I recommended the hire of Olivia Kane as the new principal of Orchard and the board accepted! Ms. Kane has been an invaluable part of the district since she completed her principal internship at Chamberlin under Principal Holly Rouelle. Since then, she has been Assistant Principal at Barre City Elementary and Middle School before returning to SBSD in 2021 as Assistant Principal at Orchard. Her first day will be July 1st. Please join me in congratulating her!
Thank you to everyone who helped in the search process, attended community forums, and provided feedback.
K-5 Literacy Program
During the 2023-2024 school year, Jody Vaillancourt, Curriculum Coordinator for Literacy, engaged the South Burlington District Literacy Leadership Team in a review, evaluation, and pilot process to find a high-quality core comprehensive elementary literacy program for South Burlington School District.
The team reviewed 5 core comprehensive programs that met expectations for all 3 gateways on EdReports and had high ratings for Foundational Skills and Knowledge Building. They identified Amplify Core Knowledge Language Arts (CKLA) and EL Education English Language Arts as their top choices to pilot. Six teachers and three instructional coaches were trained to implement a pilot of each program. Two teachers at each elementary school carried out the pilots, and all elementary grade levels were included except fourth grade.
After each pilot, the piloting teachers and coaches were surveyed about their experience. The other members of the District Literacy Leadership Team were also invited to complete a survey about their impression of the program, based on their observation of instruction during the pilot, review of instructional materials, and conversations with the teachers involved in the pilot.
When asked for a recommendation, both groups were 88% in support of adopting Amplify Core Knowledge Language Arts (CKLA). The SBSD Executive Team has approved the adoption of this program as our common instructional resource for literacy.
The district has been given preliminary approval for a grant from the Vermont Agency of Education that will fund the purchase of these instructional materials and the professional learning associated with implementing the program with integrity.
Grounded in the Science of Reading and following a knowledge-building approach, Amplify CKLA combines rich, diverse content knowledge in history, science, literature, and the arts with systematic, research-based foundational skills instruction. Amplify CKLA meets the criteria for “Tier I-Strong Evidence” as an education intervention under the Every Student Succeeds Act (ESSA). You can read Amplify CKLA’s Efficacy Studies.
Multilingual Family Event
Last week, the district hosted a multilingual family night to provide information about school registration, School’s Out, SB Recreation, and job opportunities in the district. The event was a success with 15 families attending and 45 new students registered. We hope to hold more events like this in the future!
Transportation Update
After the recent hire of a new driver who completed her CDL test and the arrival of the tablets that will provide easier navigation and the ability to identify students along the routes, there are no additional transportation updates. We continue to recruit new drivers and are still working closely with Green Mountain Transit to find opportunities for partnership.
Also with regards to transportation and travel around our schools, WCAX and Burlington Free Press covered the new school zones that will be installed this summer.
