Warhawk Culture

As we prepare to launch the 2025–2026 school year, I want to share an important update regarding cell phone expectations at Westerville Central High School, following last week’s district-wide communication.

This update comes in response to Ohio House Bill 96, signed into law as part of the new state budget. The legislation requires school districts to adopt policies that prohibit student cell phone use during the school day in an effort to reduce distractions and support learning.

At WCHS, this aligns directly with the work we've already been doing to create a focused, respectful learning environment—one that reflects our Blueprint values. As we move forward, Westerville City Schools is asking for your partnership to ensure all students' experiences are consistent with both state law and our district expectations regarding personal electronic devices.

As Warhawks, we are committed to our Blueprint beliefs:

  • We Pursue Excellence by building classrooms free from distractions.

  • We are Better Together when we are fully present and connected.

  • And we Own It by holding ourselves and each other accountable to shared expectations.

To support these beliefs and meet new state requirements, we will begin the school year with the following policy in place:

📵 WCHS Device Expectations (Grades 9–12)

From 7:25 a.m. to 2:05 p.m., students must keep all personal electronic devices—including cell phones, smartwatches, earbuds, and similar items:

  • Off and away

  • Stored in a backpack, purse or locker

  • This includes study halls, lunch, class transitions, and restroom breaks.

🏥 Exceptions & Support

Cell phone use may be permitted under the following circumstances:

  • A written physician’s statement has been submitted for a medical condition

  • The student’s IEP or 504 Plan specifically allows device use

  • Emergency procedures outlined in the building’s safety plan

  • Authorized educational use by a teacher or principal.

🎯 Why This Matters

We believe this step is critical to supporting student success and well-being. Research and experience show that limiting access to personal devices during school hours leads to:

  • Greater focus and engagement

  • Stronger peer and teacher relationships

  • Fewer distractions from social media and messaging

  • Reduced incidents of misuse or discipline

📞 Need to Reach Your Student?

If you need to get an urgent message to your child during the day, please call the Main Office at 614-797-6800. Our staff will ensure it is delivered promptly.

👪 How Families Can Help

We’re asking for your partnership to help students adjust to this important change. Please:

  • Talk with your student about our expectations and why they matter

  • Remind them that phones must be stored and unused during the day

  • Help them understand that failure to follow this policy will result in disciplinary action

We will review this policy and our other Warhawk standards during class meetings on August 20th. Together, we are creating a school culture where students can thrive academically and socially. Thank you for your continued support as we build a learning environment rooted in excellence, connection, and personal responsibility.

Together, we Pursue Excellence, grow Better Together, and Own our culture.
