Message from the Superintendent
Welcome to the New Year, everyone! We are overjoyed to return to our classrooms with renewed energy and enthusiasm to pursue Equity and Excellence for ALL. Allow me to introduce to you our new, interactive website dedicated to the school division’s five-year strategic plan entitled “Continuing the Drive: Equity and Excellence for All.” This site provides detailed descriptions of our goals and areas of focus, along with a dashboard and links to our data tables and the tools we will use to measure our progress. Please take a moment to review this plan and return often to follow along with us as we ensure that all students maximize their academic potential, develop skills for lifelong learning, and are successful contributors to a global society.
Norfolk Public Schools has so much to offer our families and scholars. This newsletter contains information about our upcoming Specialty Programs Open House events at the host schools, the upcoming, new academic framework for Ruffner School, monthly “Coffee and Connect” workshops for our English learner families, and the extraordinary educators we honored in December at our annual NPS Teacher of the Year celebration.
Do not forget to update your contact information with your child(ren)’s school. January often brings inclement weather, and we want to be sure you receive timely notifications on school closings and delays. You can always find information about the great things happening in our schools as well as breaking news such as inclement weather notifications, awards, and celebrations, at www.npsk12.com, or on our Facebook or Twitter pages.
Teacher of the Year: Clayton Singleton of Lake Taylor High School
Art teacher Clayton Singleton has been named the 2023 Norfolk Public Schools City-wide Teacher of the Year!
The announcement was made at the annual NPS Teacher of the Year celebration and banquet this year held at the DoubleTree by Hilton Norfolk Airport on Military Highway. Singleton was also named the division-wide High School Teacher of the Year. Megan Hawkins of Ocean View Elementary School was named the division-wide Elementary School Teacher of the Year, and Demorrow Bond-Lee of Ghent School was named the division-wide Middle School Teacher of the Year.
Singleton teaches Visual Art and AP Art at Lake Taylor High School and has been a teacher with NPS for nearly 30 years. He considers himself a guide more than a teacher. His courses focus on growth, not grades. Mr. Singleton’s classroom is a safe place for kids to practice life and learn from mistakes. He reminds students of two things: “You are worth the work!” and “Art is everywhere!”
Singleton will represent NPS during the selection process for the Regional Teacher of the Year!

Dr. Byrdsong wins “Superintendent to Watch” award
Norfolk Public Schools’ Superintendent Dr. Sharon I. Byrdsong has received the 2022 National School Public Relations Association’s “Superintendents to Watch” award.
The annual award from NSPRA recognizes up to 25 school district leaders across the country who have fewer than five years of experience as a superintendent and who demonstrate dynamic, fast-paced leadership with strong communication at its core. The honor recognizes innovative and effective use of technology to engage and inform the school community and to expand two-way communication and outreach efforts.
Within weeks of Dr. Byrdsong being appointed superintendent, the coronavirus pandemic shut down Norfolk Public Schools along with divisions across the state.
Byrdsong moved quickly to establish the school division’s first newsletter to provide pandemic updates. It has evolved into the NSPRA award-winning monthly publication called NPS Now. It provides news in English and Spanish from around the school division to all stakeholders and is produced in both print and digital versions.
She also recognized the need to convey information about the school division’s long-term plans and goals, which led to the publication of another NSPRA award-winning project, a 36-page booklet entitled “The Drive for 5.” This document used data collected during the 2019-2020 and 2020-2021 school years to illustrate to our community how the school division navigated through the pandemic, the lessons learned, and to celebrate the division’s endurance, ingenuity, and response to an unprecedented time.
Critically, the document did not stop with a look back. It also provided the guide toward our school division’s future and established five visionary goals – the Drive for 5 -- to move in the direction of equity and excellence for all. Among those goals was purposeful and strategic development of effective partnerships with our families and community stakeholders.
In his nomination letter, Norfolk Mayor Dr. Kenneth C. Alexander called Byrdsong’s commitment to effective communication “exemplary.”
“Dr. Byrdsong has been masterful in her communication and outreach to city leadership, her staff, parents and guardians, and the larger community, and is deserving and worthy of this recognition,” Alexander wrote.
Former School Board Chair Carlos Clanton also supported her nomination.
“Dr. Byrdsong wants to make sure all within our division know we are headed for excellence, that all within our division know what it takes to get there, and that all know when we have reached each milepost on the way,” Clanton wrote.
Dr. Byrdsong said she was humbled and honored by the award.
“Our efforts to inform our families about our work and their children’s many successes will continue,” she said.

The International Longshoremen’s 1248 Union
The International Longshoremen’s 1248 Union is committed to improving the lives of its members and families. For eight years, the longshoremen have selected schools in the Hampton Roads community to donate bikes for families of students who would not necessarily be able to experience biking adventures due to limited funds. Thank you to the International Longshoremen’s 1248 Union for supporting healthy lifestyles and making our students smile.
Toys for Tots at Salvation Army
In partnership with Salvation Army Angel Tree and Toys for Tots, Norfolk Public Schools distributed more than 4,500 books to families during the week of December 12-16. Norfolk was the grant recipient of the Scholastic books from Toys for Tots. NPS has partnered with the Angel Tree in the past to ensure our Gift Tree Program was successful and all families that signed up received gifts for Christmas. Our community partners (Heart of Christmas, Coast Guard, and Norfolk Federation of Teachers) sponsored 60 children (ages 13-18) for the Gift Tree.
NPS extended this partnership to include handing out books to all of the families. Families were able to choose books appropriate for their child’s age and reading level from more than 3,700 titles. The event took place at Military Circle Mall where families were picking up Angel Tree Gifts for children ages 0-12. More than 20 NPS volunteers participated to hand out books! The United States Coast Guard supported transporting, delivering, and organizing the books at Military Circle Mall. The event brought joy and helped to build home libraries in support of NPS’ efforts for every student to read 14.2 minutes every day.
Norfolk Public Schools welcomes positive, collaborative, meaningful partnerships between our schools and our communities to enhance student academic learning and success. For more information on community engagement, contact LaEunice Brown, Community Engagement Coordinator, Office of Communications & Community Engagement, (757) 628-3459.
Stay informed on the NPS strategic plan
Continuing the Drive: Equity and Excellence for All
In September of 2022, the City of Norfolk School Board approved the implementation of a new, five-year strategic plan for Norfolk Public Schools. The plan, Continuing the Drive: Equity and Excellence for All, was developed over the course of a full year and included input from students, families, staff, and community members about their goals and desires for the future of Norfolk Public Schools.
The plan outlines the steps Norfolk Public Schools will take to build on success and continue to improve. We know that although the path forward will be challenging, it is necessary to support each student and all stakeholders. We also know that in partnership with our community, we can accomplish the goals set forth before us.
The administration for Norfolk Public Schools will report on progress during School Board meetings, which may be live streamed on Swag-It or on YouTube. Cox Cable subscribers may tune in to WNPS Chanel 47.
The entire strategic plan with links to objectives and measurement tables is located online at NPS Strategic Plan Website. Please read the plan and follow along as Norfolk Public Schools continues the drive toward Equity and Excellence for All.

School attendance
School attendance is critical to students’ success!
Norfolk Public Schools has launched a school-to-school attendance challenge to keep the importance of being in school on time, every day in the forefront of the minds of NPS’ students and families.
Consider this:
- Poor attendance can influence whether children read proficiently by the end of third grade.
- By sixth grade, chronic absence becomes a leading indicator that a student will drop out of high school.
- When students improve their attendance rates, they improve their academic prospects and chances for graduating.
- Research shows that missing just two (2) days each month, or 10 percent of the school year, can have a significant impact on a student’s ability to learn.
Please keep the lines of communication open by letting us know if there is something standing in the way of getting your child(ren) to school. We want to help so that we can continue to build on our promising academic achievement growth and strive toward equity and excellence for all!
Be sure to follow the school-to-school attendance challenge throughout the rest of the school year by following NPS’ Facebook, Twitter, and the division website.
